AGENDA ITEM: 6.B.1 DATE: April 16, 2009 ****************************************************************************** SUBJECT: Second Degree/Second Major – Revisions to MCR 27

AAC has had a number of discussions about policies and procedures governing the award of second degrees or second majors. This issue arose because questions were asked about policies governing the award of second degrees. The topic was last discussed by AAC in November of 2008 (AAC Agenda Item 6.C, November 2008).

As the discussions about this topic unfolded, MOCC was asked to review guidelines and policies to determine if the system’s policies should address degree requirements as well as total hours and major requirements. This suggestion was made to allow any individual to earn a second baccalaureate regardless of the origin of the first. Specifically, MOCC was asked to consider three scenarios: returning students enrolled in a program that includes a major that is under the same as the first degree awarded; returning students enrolled in a program that incorporates a different degree than the first awarded; and students who received a degree from a non-regental university. MOCC did consider these and submitted a set of guidelines (see attached rubric). After a discussion, AAC approved these guidelines and asked that MCR 27 be revised accordingly. This revised document is attached. For your reference, the changes start with section 3: Additional majors/degrees earned at a later graduation date.

In addition, it was stated that these guidelines would be in effect starting with the Fall semester of 2009. The current guidelines apply until then.

Members of the council should be prepared to approve these changes to MCR 27.

These procedures are required to ensure accurate and consistent processing of transcripts, financial aid, IPEDS, and major/degree enrollment reports.

Procedural Guidelines Final 11/15/05

Background Guidelines

The System General Education Requirements, or its equivalent in transfer, needs to be met once to earn a baccalaureate or an associate degree from the South Dakota Regental System.

The Institutional Graduation Requirements of a Regental university need to be met once to earn a baccalaureate degree from the South Dakota Regental System.

In the first baccalaureate degree from the Regental System, the student will complete System general education requirements, the IGR’s for the home university, the support and elective courses specified, the required courses in the major for a total minimum of 128 credits, and pass the proficiency examination. In the first associate degree from the Regental System, the student will complete system general education requirements, the support and elective courses specified, the required courses in the major for a total minimum of 64 credits, and pass the proficiency exam.

Since all courses in the Regental system are resident credit, all will count toward the required credits for graduation provided:

1. They meet the specified degree requirements.

2. They meet the requirement for resident credit from the home university.

Courses that meet one requirement may be used to meet other requirements provided over all credit requirements and guidelines are still met.

Multiple Majors/Degrees (Earned on the same graduation date) 1. One degree, multiple majors/minors from a Regental University

While pursuing a specific degree program, a student may earn several majors or minors approved under that same degree program.

a. The System General Education requirements are met once. b. The Institutional Graduation Requirements must be met.

c. The specific requirements for each major and minor must be met. d. One degree and one diploma are issued.

e. Example BA in Arts and Science-Major: History; Major: Political Science; Minor: International Studies.

An exception to this occurs in Engineering and Engineering Technology where, because of professional and accreditation reasons, separate degrees are awarded if more than one major is completed and the related requirements are met.

Then either only one program will need to be created with additional majors indicated on that program or multiple programs will be need to be created. At the time of graduation, only one degree will be awarded (transcripted) with additional majors indicated in the major area. The two program options will permit universities to run enrollment reports and degree audit as they currently do. If they use the dual program option they will need to combine the multiple programs into one degree, with multiple majors attached, at the time the student graduates.

Transcripting Example Dakota State University Bachelor of Science, 5/06/05

Major: Computer Science, Physics, Math

The following additional program option should permit each university to make the decision as to what will work most efficiently for them for financial aid and degree audit while the student is enrolled. It is understood that whatever program structure is used the transcripting example above will remain as initially stated (one degree with multiple majors attached). If a university uses the one program structure, with additional majors, it will be able to use graduation processing to award the degrees. If you use the multiple program structure you will need to combine the multiple programs into one program (with additional majors attached) at the time of graduation prior to using graduation processing. Although not perfect, it is believed that this compromise will permit all universities to function as they currently are for degree audit and financial aid and will yet lead to common and consistent awarding of degrees, transcripting, and IPEDS reporting.

Program Example:

2. Simultaneous degrees at a Regental University (Earned on the same graduation date) Students wishing to complete two undergraduate majors that are offered under different program structures, or are in Engineering or Engineering Technology, must complete both curricula corresponding to the declared major, resulting in the completion of two baccalaureate degrees. For two degrees to be awarded during the same graduation, all requirements for both degrees must be met.

a. The System General Education requirements are met once. b. The Institutional Graduation Requirements must be met.

c. The specific requirements of each degree program must be met. d. Two degrees and two diplomas are issued.

e. Courses may meet the requirements of both degrees provided the overall university requirements are met and the system requirements are met.

1. Additional Major Attached to First Baccalaureate Degree

A student who earned a baccalaureate degree from a Regental university may opt to subsequently complete requirements for a second major attached to the original degree. This work, which represents an extension of the original degree, must meet the following specifications:

a. Complete all requirements for additional major of choice, including any prerequisites and allied requirements. The new major must be consistent with prior degree

framework.

b. Pursue second major at the Regental university which conferred the baccalaureate degree.

c. No minimal number of credits for this second major is imposed.

d. System General Education Requirements and Institutional Graduation Requirements are not relevant to this scenario.

e. If the student initiates course work within two semesters of graduation, he/she may choose either prior assigned catalog or catalog in effect.

f. GPA calculation is cumulative and encompasses all undergraduate credits. g. No degree is conferred; consequently, graduation honors do not apply, and no

diploma is given.

2. Additional Baccalaureate Degree – First Degree Earned Within Regental System

A student holding a baccalaureate degree from a Regental university may receive an additional bachelor’s degree at a later time in a different major from that earned in the home institution. Such a student continues to be classified as an undergraduate student and must meet these requirements:

a. Complete all System General Education Requirements and Institutional Graduation Requirements.

b. Complete all requirements for the additional major(s) and degree(s) as set forth in the current catalog of graduation Complete all requirements for additional degree and new major as delineated in current catalog of graduation. A previous minor may be transitioned to new major. At least 50% of the course work comprising the major must be earned from Regental university conferring degree.

a.c. Complete all requirements for a minor if required by second degree; a former major may not be transitioned to new minor.

b.d. Minimum number of new (that is, earned following completion of first degree)

credit hours that must be earned from the institution granting the second degree: 32 hours

Baccalaureate 32 hours Associate 16 hours

c.e. Number of the last credit hours earned preceding completion of the degree that must be earned from the institution granting the second degree: 16 of the last 32 hours

All degrees/majors completed after the original graduation date at the same Regental University or at a different Regental University will be entered as a new degree and not as an additional major based on the financial aid concerns below and the fact that the

graduation date is different.

Question for AAC:

It has been approved by AAC that a second degree be awarded and transcripted in this instance. Do the universities have the prerogative to (1) decide if another diploma should be issued or (2) decide if the student should or should not go through commencement ceremonies again? Response from Dr. Turchen on 11/15 – “The universities should have the prerogative to decide.”

Message from FA - There may be significant problems with financial aid eligibility if students applying for a second degree program are coded (officially recorded) as a double major and not as a second degree.

• To be eligible for federal financial aid students must be accepted for admission as degree-seeking.

• Are students who transfer from a non-SD public university evaluated differently than students transferring within the SD public university system? If the non-system transfers are degree-seeking and the system students as double major, then the schools may not be in compliance with equitable treatment of students applying for federal financial aid.

• If students are not eligible for federal financial aid because they are not degree-seeking, then many would probably not enroll in the SD

public university system.

• The SDSU Accelerated Nursing Program (requirement of a prior bachelor's degree) would have problems enrolling students because there would be no federal financial for a student who is classified as a double major and not degree-seeking.

• Students in a double major would not be eligible for additional total credits when evaluating for federal financial aid satisfactory

progress. There is a maximum of 150% of a degree total credits attempted as a standard for financial aid satisfactory progress.

Question for AAC on Catalog of Graduation: In BOR Policy 2.17 (3, D-E) it states:

D. Students who discontinue enrollment at any Regental university for more than two consecutive semesters are assigned the catalog in effect at the time of their reenrollment as their catalog of graduation.

E. Students are considered to be in continuous enrollment for purposes of the catalog of graduation so long as any break in enrollment at any Regental university is for two or fewer consecutive semesters (excluding summer) and students maintain their degree seeking status at the same Regental university.

Question: If a student receives a degree from one of the Regental Universities and then comes back after two consecutive semesters to receive another major within the same degree at the same Regental University are they required to meet all the requirements in the new “catalog of graduation” (i.e changes in General Education, IGR, Major, or Division Requirements)?

AAC response: If a student receives a degree from one of the Regental Universities and then comes back after two consecutive semesters to receive another major within the same degree at the same Regental University, they will be required to meet the requirements for the major in the current catalog. Ranny: If the gen ed requirementsand IGR requirements change or the

division (college) requirements change are they also required to meet these new requirements Lesta: Students are required to meet only the major requirements. They do not have to meet new

gen ed or IGR requirements or division (college) requirements. The specific regulations are stated in the AAC Guidelines Above #3 - Additional Baccalaureate Degrees within South Dakota System (Earned at a later graduation date at a Regental University other than the original home university or at the same home university)

Additional questions for AAC –

• Is there any time length between degrees (i.e. 10 years) that would require the new gen ed and IGR requirements be met? NO

• Since the graduation date for the second degree/major is different, for financial aid purposes, and to be consistent with a major/degree granted at another Regental University, it has been determined that the additional major/degree earned at a later date will be granted and awarded as an additional degree in all cases. Does AAC approve of this recommendation? YES

Minors

AAC would like minors to be recorded on the transcript as well. The AAC recommendation is: "If an individual has commpleted a baccalaureate degree from any accredited institution, s/he may complete a Minor at a Regental university and have the Minor indicated on the Regental transcript. Minors are all recorded on the transcript.

3.4. Additional Baccalaureate Degree when - First Degree Earned Outside Regental System

A student holding a baccalaureate degree from a non-Regental, regionally accredited college or university may receive an additional baccalaureate degree in a different major from that previously earned. Such a student continues to be classified as an undergraduate student and must meet these requirements:

a. Complete System Institutional Graduation Requirements not completed as part of the general education of the first degree; complete Institutional Graduation Requirements of home university.

a.b. Meet all specific degree program requirements.

c. Complete all required support and major courses as specified by the Regental University; a previous minor may be transitioned to a new major. At least 50% of the course work comprising the major must be earned at the Regental university conferring the degree.

b.d. Complete all requirements for a minor if required by second degree; a former major may not be transitioned to a current minor.

c.e. The specific degree program requirements must be met. Move up to b.

d.f. Minimum number of credit hours that must be earned from the institution granting the second degree: 32 hours.

Baccalaureate 32 hours Associate 16 hours

e.g. Number of the last credit hours earned preceding completion of the degree that must be earned from the institution granting the second degree: 16 of the last 32 hours.

Baccalaureate 16 of the last 32 hours Associate 8 of the last 16 hours

Degrees from a university outside the Regental System are not recorded as a degree on the System University Transcript. The University attended and degree received may be recorded internally in Colleague. The degree earned at the Regental University will be transcripted when earned.

General Comments for all the Recommended Changes Above

A. It is recognized that the above changes in procedure will impact some campuses in some of the following ways:

1) The existing Paragraphs, virtual fields, subroutines, UniBasic Programs and rules may all need to be reviewed and most of them rewritten. This will now be optional.

2) There will need to be additional edits on programs so that they are coded correctly on SPRO and other screens.

3) Additional checking so that additional degrees/majors are recorded correctly in IPEDS 4) Universities may use their degree audit as is since both program options are available for

multiple majors.

5) If another degree is earned at a later date and the student has not been enrolled for two consecutive semesters, the university must ensure that the major requirements in the current catalog are met.

It is for this reason that we are requesting implementation for all students enrolled beginning Fall 2006.

B. It will be advised that PRAR (Program Additional Restrictions) be implemented for all universities that use the program option of one program with additional majors. Implementation of PRAR by these universities would assist in prohibiting adding additional majors that would not be a valid combination while permitting students and faculty advisors to have a unified degree audit evaluation of degrees with multiple majors instead of a separate degree audit evaluation for each degree/major.

This ends the Recommendation for this MCR; the rest of the document is additional information and a summary of prior discussions that resulted in this recommendation.

Transcript Comments Summary As approved by AAC 11/8/03

All printed comments entered by the individual universities prior to Fall 2003 were retained and were brought forward in the merge. This retained academic history.

Each university submitted a complete listing and explanation of the comments that they printed in each of the three areas (Student, Term, and Sections) prior to the merge. AAC determined which comments were appropriate to be entered on the transcript after the merge. The recommendations approved by AAC began with the Fall Semester of 2003, the first semester all credit from all Regental universities is recorded. This summary refers to all comments that may be entered after the merge, both for current and prior terms. Any future requests for comments by a specific university should be submitted to Dr. Lesta Turchen, BOR Chief Academic Officer, for consideration and approval.

Explanation of Comments

• The format for entering comments that print on a transcript is “x – comment” (where x is the university identifier)

1. Section (Course) Specific Comment (Entered on STNC) – prints below the course listing on the transcript.

2. Term Specific Comment (Entered on ASTR) – prints at the end of a specific term, prior to the GPA summaries, on the transcript.

3. Student Specific Comment (Entered on STAL) - prints on the top of the transcript after the degree and prior to the term by term course information.

Section Specific Comments

Notations that will be recorded on the transcript but not as Section (Course) Specific Comments:

1. The current transcript automatically marks repeated courses with an “R” so a comment should not be entered.

2. Grades, followed by an asterisk, will identify the sections for which academic amnesty was granted. A comment should not be entered.

3. An audit course is identified by the AU grade. A comment should not be entered. 4. The course number depicts the level of the course. A comment should not be entered.

Section (Course) Specific Comments that will not be recorded on the transcript:

1. AAC has determined that “Inc. Removed” will not be printed on the transcript. It may be entered as a non-printed comment on STNC.

2. “Grade Changed and Date” will not be entered on the transcript. It may be entered as a non-printed comment on STNC.

3. Delivery method, such as correspondence, distance learning, or internet, will not be noted on a course on the transcript.

4. AAC determined that none of the other section specific comments, printed by universities prior to the merge, will be printed on the transcript after the merge.

Term Specific Comments that will be recorded on the transcript:

1. Withdrew/Date (For students who initiate a withdrawal or for students who are administratively withdrawn) and Military Activation/Date must be entered.

2. The current transcript print routine automatically prints Academic Suspension as a term comment if the student’s last academic status is suspension. A comment does not need to be entered.

Term Specific Comments that will not be recorded on the transcript:

1. Term honors will not be recorded on the student’s academic transcript. This includes honors such as Dean’s List, Presidential Scholar, etc.

2. The current transcript identifies Credit by Examination, Advanced Placement, Military Credit, and all other non course credit earned through validation methods in the term header that precedes that course. A comment should not be entered.

3. The current transcript term header also identifies the specific term in which the credit was granted and whether the credit is institutional or transfer. A comment should not be entered.

4. AAC determined that none of the other term specific comments, printed by universities prior to the merge, should be printed.

Student Specific Comments

Student Specific Comments that will be recorded on the transcript:

1. Additional minors, obtained after the degree was granted, should be entered as comments listing the minor, date completed, and the University granting the minor.

2. A comment (Deceased and Date) should be entered when notification is received that a current or past student is deceased.

3. PLEASE NOTE: the only honors that will be associated with a baccalaureate are Summa Cum Laude, Magna Cum Laude, and Cum Laude and with associates degrees are With Honor, With High Honor and With Highest Honor. AAC determined that the following comments may be entered on the transcript as Student Specific Comments:

• Completed Certification Requirements in: (the title of the certification will then be listed)

• Center of Excellence Graduate

• Credit awarded within Bachelor of Science degree based on courses completed in Accelerated Masters Track.

2. In our prior transcript print routine, we were limited to entering three degrees. Therefore, additional majors were listed as a student specific comment. The current transcript print routine has no limit on the number of degrees that can be recorded at each level.

Additional majors, beginning Fall 2003, should be entered as an additional degree/major/date not as a comment.

3. Specializations are now officially transcripted as part of the degree so comments are no longer needed.

4. AAC determined that none of the other student specific comments, printed by universities prior to the merge, should be printed.

Summary of the original MOCC Proposal and MOCC and ASCC Discussions

Original Options Proposed: Option 1:

If the additional major has the same degree and degree type and must fulfill all the same degree audit requirements (excluding major) as the first major then the additional major can be added on STPA as an additional major – two programs would not be required.

If the additional major has a different degree and degree type and must fulfill different degree audit requirements as the first major (Division requirements such as A&S vs. Ag/Bio) then two separate programs must be built and two separate programs must be entered for the student. The double major can not be entered on STPA.

PRAR will be implemented for all universities. Completion of PRAR by all universities would prohibit adding additional majors that would not be a valid combination while permitting students and faculty advisors to have a unified degree audit evaluation of degrees with multiple majors instead of a separate degree audit evaluation for each degree/major.

Option 2:

The recommendation below states that each additional major requires an additional program. Each major will have a separate program for graduation and advising.

This recommendation (below) was originally submitted in MCR 25. MCR 25 was approved but this section was removed and is now submitted in MCR 27.

Double Majors

The following procedures were recommended Summer 2004 and approved by AAC:

Procedural Issues

• At the time of application, there will be an application (APPN) created for EACH Academic Program (Major) selected. Example: If a student states they are interested in Psychology and Sociology, an application would be created for both majors.

• As the student continues their academic career, any additional academic programs (majors) will be entered on the Student Academic Program (SACP) screen for EACH academic program the student selects.

o This will allow the student to have an advisor for each program (major). o This will allow the Enrollment by Major report to pull applicable data such as

degree, degree type, and program status information from the PROG screen. o If the student is applying for minors or specializations and has multiple programs,

the university will determine which degree the minor and/or specialization is associated with.

• At the time of graduation, a Student Graduation Data (SGRD) screen will be completed for EACH degree (program/major) the student has fulfilled the requirements for. Academic Credentials (AACR) will be updated for each degree (program/name).

o The transcript will list each degree the student has completed. o The transcript will appear as follows:

University Issues

GUIDELINES FOR MULTIPLE DEGREES AND MULTIPLE MAJORS Approved by AAC; Will Be on the March 2005 BOR Agenda. Background Guidelines

The System General Education Requirements, or its equivalent in transfer, needs to be met once to earn a baccalaureate or an associate degree from the South Dakota Regental System.

The Institutional Graduation Requirements of a Regental university need to be met once to earn a baccalaureate degree from the South Dakota Regental System.

In the first baccalaureate degree from the Regental System, the student will complete System general education requirements, the IGR’s for the home university, the support and elective courses specified, the required courses in the major for a total minimum of 128 credits, and pass the proficiency examination. In the first associate degree from the Regental System, the student will complete system general education requirements, the support and elective courses specified, the required courses in the major for a total minimum of 64 credits, and pass the proficiency exam.

Since all courses in the Regental system are resident credit, all will count toward the required credits for graduation provided:

3. They meet the specified degree requirements.

4. They meet the requirement for resident credit from the home university.

Courses that meet one requirement may be used to meet other requirements provided over all credit requirements and guidelines are still met.

Multiple Majors/Degrees

1. One degree, multiple majors/minors from a Regental University

While pursuing a specific degree program, a student may earn several majors or minors approved under that same degree program.

a. The System General Education requirements are met once. b. The Institutional Graduation Requirements must be met.

c. The specific requirements for each major and minor must be met. d. One degree and one diploma are issued.

e. Example BA in Arts and Science-Major: History; Major: Political Science; Minor: International Studies.

An exception to this occurs in Engineering and Engineering Technology where, because of professional and accreditation reasons, separate degrees are awarded if more than one major is completed and the related requirements are met.

2. Simultaneous degrees at a Regental University

Students wishing to complete two undergraduate majors that are offered under different program structures, or are in Engineering or Engineering Technology, must complete both curricula corresponding to the declared major, resulting in the completion of two baccalaureate degrees. For two degrees to be awarded during the same graduation, all requirements for both degrees must be met.

a. The System General Education requirements are met once. b. The Institutional Graduation Requirements must be met.

c. The specific requirements of each degree program must be met. d. Two degrees and two diplomas are issued.

e. Courses may meet the requirements of both degrees provided the overall university requirements are met and the system requirements are met.

3. Additional Baccalaureate Degrees within South Dakota System

A student holding a baccalaureate degree from a Regental university may receive an additional bachelor’s degree at a later time in a different major from that earned in the home institution. Such a student continues to be classified as an undergraduate student and must meet these requirements:

a. Complete all requirements for the additional major(s) and degree(s) as set forth in the current catalog of graduation

b. Complete specific institutional graduation requirements if different from those at the original home institution.

c. Minimum number of credit hours that must be earned from the institution granting the second degree:

Baccalaureate 32 hours Associate 16 hours

d. Number of the last credit hours earned preceding completion of the degree that must be earned from the institution granting the second degree:

Baccalaureate 16 of the last 32 hours Associate 8 of the last 16 hours

e. Minimum number of credit hours specified in the major requirements that must be completed at the degree granting institution: 50 percent.

4. Additional Baccalaureate Degree when First Degree Outside System

A student holding a baccalaureate degree from a non-Regental, regionally accredited college or university may receive an additional baccalaureate degree in a different major from that previously earned. Such a student continues to be classified as an undergraduate student and must meet these requirements:

a. Complete Institutional Graduation Requirements not completed as part of the general education of the first degree.

b. Complete all required support and major courses as specified by the Regental University.

d. Minimum number of credit hours that must be earned from the institution granting the second degree:

Baccalaureate 32 hours Associate 16 hours

e. Number of the last credit hours earned preceding completion of the degree that must be earned from the institution granting the second degree:

Baccalaureate 16 of the last 32 hours Associate 8 of the last 16 hours

f. Minimum number of credit hours specified in the major requirements that must be completed at the degree granting institution: 50 percent.

Recommendation needs to go to Dr. Turchen for the next AAC meeting.

Ranny sent emails on MCR 27 within the last 10 minutes. The concern seems to be when a student with one degree comes back for a second major. Should they be issued another “degree” or just another major.

Marysz – We need to ensure these students can get Fed FA. Jay weighed in. Ranny – Sharon, are you in agreement with the compromise?

Sharon – If we are indeed conferring a degree when the student returns the compromise is fine. Concerned with how it is transcripted. Does it go back to the original BS date or is there a new date for the second degree received. Does the student have to complete new gen ed requirements and/or come under a new catalog?

Ranny – No, not meet new gen ed or IGR of later catalog, but would have to meet new major requirements (according to Dr. Turchen).

Ranny – Yes.

Sharon – We are actually conferring a new degree. Ranny – Yes, we have to do it this way to allow Fed FA.

Sharon – We have to be specific about the fact the student is receiving another degree rather than a “double major.”

Sandy – Registrars are concerned because they would rather see it transcripted as an additional major rather than a new degree.

Ranny – It seems more clear, for example, if the first degree is speech and the second is civil engineering. The closer the two degrees are the more difficult it is to understand for example business administration first then marketing (second example added).

Sandy – Is it up to the university if they grant a second diploma?

Ranny – There may be some institutional discretion in that, but it must be transcripted as a new degree.

Ranny – What about if they go from one university to another? Then certainly they would get another degree. So in fairness when it’s within a university shouldn’t they get another degree?

Mark – The issue seems more obvious when the two degrees are in completely different disciplines as noted in the examples.

Sandy/Sharon – Residency and other credit hour requirements still exist. Sharon – As long as the AAC is comfortable that it is a second degree – it is a wonderful compromise from a FA standpoint.

Sandy – If granting the second diploma and going through the second graduation exercises is optional, the registrars are pretty comfortable.

Sandy – The issue of new gen eds/IGRs is important if a course is required for a major.

Ranny – If the gen ed course is a program requirement/pre-requisite, the campus can require it.

Sandy – Registrars asked about the issue of being under two different catalogs. Ranny – The leaning is to have the student choose one catalog for graduation.

On 10/31/05 ASCC agreed to the compromise changes made in the recommendation above. ASCC Minutes: Ranny is proposing that universities can code program either way (Opt 1: single major with multiple majors or Opt 2: multiple programs) but will be transcripted together with one degree and additional majors. DSU may move toward a single degree with multiple major. SDSU may continue with multiple programs.

Students with different degrees will continue to have multiple programs.

All students getting an additional major after their first degree will be put into degree program (it can be the same catalog as their original degree if they return within the required timeframe but they need to complete the major requirements in the current catalog).

She will send this proposal to MOCC and AAC for their next meetings. Note from Financial Aid – 10/29/05

There may be significant problems with financial aid eligibility if students applying for a second degree program are coded (officially recorded) as a double major and not as a second degree.

• To be eligible for federal financial aid students must be accepted for admission as degree-seeking.

• Are students who transfer from a non-SD public university evaluated differently than students transferring within the SD public university system? If the non-system transfers are degree-seeking and the system students as double major, then the schools may not be in compliance with equitable treatment of students applying for federal financial aid.

• If students are not eligible for federal financial aid because they are not degree-seeking, then many would probably not enroll in the SD

public university system.

• The SDSU Accelerated Nursing Program (requirement of a prior bachelor's degree)would have problems enrolling students because there would be no federal financial for a student who is classified as a double major and not degree-seeking.

• Students in a double major would not be eligible for additional total credits when evaluating for federal financial aid satisfactory

progress. There is a maximum of 150% of a degree total credits attempted as a standard for financial aid satisfactory progress.

That would create a real mess--more work for all universities; both those who were using a single

program with multiple majors and multiple programs with a single major for those programs with the same degree requirements.

To automate graduation, all the students with multiple majors would have to have one degree program and 1 or more "additional major" program. This would mean multiple degree audits for the student and advisor.

If unversities continued to code students with either multiple programs or with a single program with multiple majors, they would need to manually adjust the Acad Credentials file. Those who coded a single program would have a single degreee audit.

Ranny discussed with Lesta Turchen regarding students who complete an additional major at a later time – Lesta feels additional degrees should not be entered on the academic transcript as a comment, and she supports the recommendation to add the new degree code of ADDMJ. Financial Aid module also supports this procedure. Ranny Jones will take this to the November AAC meeting along with the question of how to record an additional major received by students who do not attend classes in the BOR system for more than 2 semesters – a new degree and major or additional major.

MCR 27 Program Names – August 30 ASCC Minutes

MCR 27 – program names – From August 19 ASCC minutes

When this MCR is approved, what changes do RIS & universities need to make to reports, queries, etc.?

MH: If the degrees for the programs are the same and the requirements are the same, then the 2nd major will be attached as a major rather than assigning a 2nd program to the student. If the degree requirements are different between the programs or the degrees are different, then two separate programs are needed. This change will require that many existing university programs be changed to accommodate the new structure for reporting programs/majors.

This was sent to MOCC on 08/24/2005 – attached is the e-mail response from the Registrars.

Based on our discussion on the August 22 ASCC call, this is the ASCC recommendation for MCR 27.

1. If a currently registered student is seeking a second major with the same degree requirements as their first major, the second major should be attached to the existing program instead of assigning a second program. The single degree program with a double major could be run through the graduation processor and would not require modification to the transcript subroutine. This is consistent with the IPEDS requirement that second majors should be reported as second majors, not as a second degree earned on the IPEDS Completions report. Currently only three universities are following this procedure.

2. If a currently registered student is seeking a second major with different degree requirements than their first major, the second major should be recorded as a new program instead of assigning an additional major to their first program. Both degree programs could be run through the graduation processor and would not require modification to the transcript subroutine. This is also consistent with the IPEDS requirement that all degrees earned should be reported on the IPEDS Completions report.

3. If a graduated or readmit student is seeking a second major with the same degree requirements, or a second major with different degree requirements, they should be readmitted through APPN and assigned a new program. When the student completes the requirements for the new program, this could be run through the graduation processor, would be recorded in Colleague as a second degree earned with a different degree date than the first program and transcripted as such. This requires no changes to the existing transcript

subroutine.

4. If a graduated student is seeking a second major WITHOUT meeting any degree

requirements, we recommend that they be assigned a program called x.SPEC.ADDNL. This program would have a major and degree of SPEC and would have ‘Allow graduation’ = ‘No’. Students completing only the requirements for a major are not eligible for Financial Aid, and the ‘SPEC’ in the program name allows it to be easily identified in queries or FA rules as a special program. A student’s intended second major would be added to the

student’s x.SPEC.ADDNL program as an additional major on STPA and Degree Audit could be used to determine whether or not they met the requirements of the major. The Colleague graduation processor should not be used for these students. When they’ve completed the major requirements, the second major should be recorded as a comment. The naming convention for entering the comments on STAL should be consistent. Our recommendation for the procedures is:

The format for recording an additional major in the comments on STAL that print on the transcript is

x - “xxx Major” from “full name of UNIVERSITY’ – “DATE” (where x is your university identifier). For example, “N - Marketing Major from Northern State University – 5/19/03”

This approach will not require any changes to the existing transcript, would not require the addition of new values to the DEGREES or MAJORS tables and would allow universities and RIS to report on students pursuing only additional majors.

Universities are not currently following the same procedures for program assignment. When MCR 27 is approved, some universities will need to change their procedures and, more

significantly, their reports and queries, to accommodate the change in procedures. This needs to be taken into consideration when determining an effective date for MCR 27.

From IPEDS - Thank you for your email, and please accept my apologies for the delay in replying. After consulting with Andrew Mary, the Completions survey director at NCES, we believe that it would be acceptable to report these additional majors earned after the original degree. They would, of course, be reported as "second majors" and thus would not artificially increase the number of degrees awarded by your institution. Since the intention of the survey is to collect total degrees conferred AND formal awards of second majors, we believe this to be the most accurate way of capturing that educational activity, even though it occurred at a later date.

We haven't heard any debate on this particular issue, so if there are other factors that you feel should be considered; please do not hesitate to let us know.

Additional clarification; Ranny will ask that MOCC address it again; It will be going to AAC in November. Of particular concern is the catalog of graduation for students who return for an additional major.

This change in procedure impacts certain campuses a great deal

6) The existing Paragraphs, virtual fields, subroutines, UniBasic Programs and rules will all need to be reviewed and most of them rewritten.

This is a significant task; the impact should not be underestimated or ignored.

7) There will need to be additional edits on programs so that they are coded correctly on SPRO and other screens.

8) Joann reported that she needs to do additional checking so that additional majors are recorded correctly in IPEDS

9) This will require that we use the PRAR screen (which we probably should any way). 10) Degree audit will need review and changes made to reflect major/additional major logic

rather than program logic.

11) The additional major is not easily visible by the end user… You must drill down two screens from SPRO to find it.
