The Williams Parkway Campus site is shared between Works &

This report is to obtain Council authorization to commence procurement for the Construction of a Storm Water Management Pond and Servicing at the Williams Parkway Works Yard (Chrysler Drive and Williams Parkway) Brampton, Ontario.

This project includes site rough grading, modification of the existing site servicing to keep the current yard facilities fully operational and construction of a new storm water management pond that provides storm water servicing

for the entire site.

This construction work is the first stage of the multi staged development estimated to cost $4.6 million (excluding taxes) and will be procured utilizing the standard tender process.

The current yard facilities will remain fully operational during the construction of this project.

Recommendations: Based on the following report, it is recommended:

1. THAT, the report from Klaus Stolch, Director, Engineering and Construction, Works and Transportation Department, dated April 23, 2012, to the Council

meeting of May 9,2012, re: Request to Begin Procurement - Procurement ­ Purchasing By-law Section 4.0 Construction of a Storm Water Management

Pond and Servicing at Williams Parkway Works Yard (Chrysler Drive and Williams Parkway) Brampton, Ontario, be received; and

2. THAT, the Purchasing Agent is authorized to commence the procurement for the Construction of Storm Water Management Pond and Servicing at Williams

Parkway Works Yard.

Background:

The Williams Parkway Campus is located at 425 Chrysler Drive, with approximately 30 acres of land shared between Community Services, Corporate Services and Works and Transportation. Redevelopment plans for the campus involve each of these stakeholders and opportunities to maximize the use of available land were explored. These

opportunities included shared training facilities, storm water management and various utility infrastructures between stakeholders.

In 2009,2010, and 2011 Council approved Works and Transportation capital budgets in the cumulative amount of $36 million to design and construct a new works yard as part of the overall master plan to redevelop the existing Williams Parkway Campus.

Community Services has projects proposed for the Williams Parkway campus which are currently unfunded and there are no projects planned for the Corporate Services facility

at this time.

Current Situation:

As part of the City's long term accommodation plan, the Works and Transportation Department requires some operational staff to begin relocating to the new Works Yard facility in March 2014. Therefore, in order to meet this timeline, the redevelopment of the Williams Parkway Works Yard will occur in several stages. This stage includes a storm water management pond to accommodate the future site storm water requirements, rough grading for the future works yard components (administration and maintenance activities) and the necessary modifications to existing site servicing (water and sanitary) to keep the current yard facilities fully operational during the redevelopment.

Scope of Project:

The work in this contract is comprised of the following elements:

Construct gravel access pad to site and access roads within site Sediment control setup

Earthworks grading

Construction of storm water management pond

Remove existing and install new proposed storm sewer Remove existing and install new proposed sanitary sewer Installation of two (2) headwalls and one Oil Grit separator Construction of retaining walls

Top soil and seed

Providing fence to separate existing operations from construction of Storm water management pond and rough grading work

The construction estimate for this component of the project is $4.6 million (excluding taxes).

The current yard facilities will remain fully operational during the redevelopment phase.

The approximate area of the construction work for the project within the Williams Parkway Yard Campus is shown in conceptual plan as appendix "A".

Timing of the Project (Anticipated):

Council Approval May 9, 2012

Issue for Tender May 14, 2012

Tender Closing June 4,2012

Purchase Order Issued June 12, 2012

Construction Start June 18, 2012

Completion November, 2012

As shown in the table above, the work will be tendered in May 2012 following

authorization from Council. Construction is expected to start in June with completion in

late fall 2012.

Corporate Implications:

Purchasing Comments

1. Construction of Storm Water Management Pond and Servicing at Williams Parkway Yard

This requirement shall be publicly advertised. The Bid Document shall include the specifications and drawings for the required scope of work. The method of obtaining pricing shall be a sealed bid process and the lowest compliant bid is eligible for the award of contract. Purchase approval shall be obtained in accordance with the Purchasing By-Law.

2. Performance Security

The successful bidder shall be required to provide a Performance and

Maintenance Bond and a Labour and Material Payment Bond, each equal to fifty percent of the awarded Contract Price.

3. Liquidated Damages

The Contractor shall pay the City as liquidated damages and not as a penalty the sum of five hundred dollars for each and every calendar day that any portion of the Work is incomplete after the required completion date.

Throughout the competitive bid process for this procurement, all communications with Bidders involved in the process must occur formally, through the contact person identified in the procurement documents (Section 11.20 of the Purchasing By-Law).

Financial Planning Comments

Funding for the Request to Begin Procurement - Construction of a Storm Water Management Pond and Servicing at Williams Parkway Works Yard is available in Capital Project #012810.002 - New Works Yard: Williams.

'Required Initiative Amount includes the pre-tax amount of the estimate plus the 1.76% HST Impact.

**The Commitments in the above table include $23,404,800 as a preliminary estimate for the design and contract administration for the redevelopment of the Williams Parkway Yard Complex and construction of the administration facility at Williams Parkway Campus (B61-WP) which is currently in procurement.

Conclusion:

The report summarizes the works yard portion of the Williams Parkway redevelopment.

The scope of the project, available funding and the tentative schedule for the construction of the storm water management pond, the rough grading for the future works yard components and the necessary modifications to keep the current yard facilities fully operational during the redevelopment is required for the first stage of this redevelopment.

It is therefore recommended that staff be authorized to commence the procurement of the Williams Parkway Yard Redevelopment - Construction of a Storm Water
