Nassau County is one of the oldest counties in Flor- ida, dating back to 1824. Numerous archaeological sites in the county record evidence of prehistoric communities and Nassau County was the site of early European contact, dating to 1562, with the ar- rival of the French on present-day Amelia Island.
The County has seen occupation by the French, English, Spanish, and Americans, and Revolution- ary War and Civil War action.
Residents enjoy an excellent quality of life, with proximity to outstanding natural resources, and easy travel access to Jacksonville, St. Augustine, and Orlando to the south, and Savannah and Charleston to the north. Home to just three incor- porated municipalities, Fernandina Beach, Hilliard,
and Callahan, the majority of the community’s population resides in unincorporated areas.
Educational opportunities are well served by the A-rated Nassau County School District providing K-12 instruction to over 12,000 students across 16 campuses. Private educational options include Amelia Island Montessori School, Faith Christian Academy, Fernandina Christian Academy, and St.
Michael’s Academy. Nearby higher educational fa- cilities include Florida State Community College, University of North Florida, Jacksonville University, Edward Waters College. Medical care is provided by the Baptist Medical Center Nassau, which pro- vides a full spectrum of in- and outpatient services and 24-hour emergency care to coastal commu- nities in Northeast Florida and Southeast Georgia.
Area major employers include the Nassau County School Board, OMNI Amelia Island Plantation, Ritz Carlton, Nassau County Government, Federal Avi- ation Administration, WestRock, Baptist Medical Center Nassau, Rayonier Advanced Materials, and Care Centers of Nassau. Many residents also com- mute to Jacksonville or Camden County, Georgia for employment. Nassau’s median household in- come is $69,943, and its median value of owner-oc- cupied housing units is $465,600.
Nassau County is 726 square miles of natural beauty located in the northeast corner of Florida along the Atlantic Ocean and Interstate 95. Nassau County borders Duval County (Jacksonville) and is less than 10-miles from the Jacksonville International Airport. With a county population of 91,113 and a regional population of 1.6 million, the Florida Bureau of Economic and Business Research (BEBR) estimates that Nassau County grew by 4.92% last year ranking as the 4th fastest-growing county, by percent growth, in Florida [2nd among counties with a population of at least 80,000]. BEBR predicts Nassau County will be the sixth fastest-growing county in the State of Florida over the next 10 years with a projected pop- ulation expansion of 33% resulting in over 121,600 people calling Nassau County home.

A non-charter county with a commission-manager form of government, Nassau County’s governing authority is the five-member Nassau County Board of Commissioners. The County is divided into five districts and elections are held every two years with commissioners serving four-year staggered terms.
The Board em`ploys a staff of 445 and appoints a County Attorney and County Manager. Other elect- ed officials include the Property Appraiser, Supervisor of Elections, Sheriff, Tax Collector, School District Superintendent, and Clerk of Courts. Mr. Taco Pope was appointed County Manager in the fall of 2020, having previously served Nassau County for 16 years in various posts including Assistant County Manager and Planning & Economic Opportunity Director. County Manager Pope appointed Marshall Eyerman in the spring of 2021 as Assistant County Manager. ACM Eyerman has more than 25 years of experience in finance and management, including 13 years in local government including serving as a Special District Program Manager, Budget Officer, Financial Resources Division Manager, and most recently, the Assis- tant City Manager/Chief Financial Officer/City Treasurer for the City of Moreno Valley California.
The County Manager’s office currently consists of the County Manager, Assistant County Manager, Dep- uty County Manager, Economic Development Director, Administrative Manager, Public Information Of- ficer, and Administrative Specialist. The County’s total annual budget for FY2021/22 is $327.8 million supported by an ad valorem millage tax rate of 7.3238, excluding special taxing districts. The organization’s approximately 445 employees pro- vide an array of services with approximately two-third of the workforce covered by collective bargaining agreements in the Fire/Rescue and various labor positions.

As Nassau County is experiencing recent growth and new purchasing demands, the Procurement Director is a new- ly created position to meet these demands. The new Di- rector will have the opportunity to develop and train their team, while implementing critical policy updates and new technology.
The Nassau County Procurement Director is responsible for management and facilitation of procurement and contracting for goods, services, and construction. The po- sition manages the procurement and contracting func- tion in accordance with County policies and procedures, Florida Statutes, and all other applicable rules, laws, codes, ordinances, and regulations. The Procurement Director handles solicitations and assists departments in the ad- ministration of contracts in order to appropriately facili- tate a transparent, fair, competitive and compliant pro- cess related to the County expenditure of taxpayer dollars.
The Procurement Director is responsible for the direction and planning of the City’s purchasing operations, con- tract administration, and budget preparation for the Pro- curement Department for the County. The Director is re- sponsible for the direct supervision and evaluation of the performance of assigned staff. The Director shall have a critical role in developing, implementing and overseeing policies and procedures.
The ideal candidate will be an organized, analytical indi- vidual, with a passion for results. Demonstrated knowl- edge of and experience in procurement as well as a strong desire for innovation, ability to learn, attention to detail, and willingness to continue to undertake greater challenges are a requirement. The ability to work inde- pendently as well as being part of the team is essential.

The Procurement Director position is vital in the County’s ongoing effort to create and update the County's procurement processes. The newly established Procurement Director position will be part of the County Manager’s senior leadership team, will report to the Assistant County Manager - Administration, and serve to implement the directives of the Board of County Com- missioners. The Director will help facilitate related improvements in infrastructure, workforce development, and support Nassau County’s overall business climate.
This highly responsible administrative position coordinates, manages, supervises, and directs all processes of the Procurement Department, including formal procurement processes, con- tract co-ordination, and all other functions pertaining to the acquisition of goods and services for Nassau County. This position provides procurement guidance and support countywide, while ensuring compliance with applicable laws, policies and procedures. An employee as- signed to this classification serves as the Chief Procurement Officer to effectively manage the activities relating to all county procurement, pursuant to County code, ordinances, regulations and all applicable state and federal laws.
ESSENTIAL FUNCTIONS:
• Advocates building and maintaining our organizational culture through a positive attitude and aligning decisions with the County’s mission and core values.
• Provides supervision, guidance, training, and motivation to assigned personnel; deter- mines and co-ordinates work procedures and schedules; assigns, monitors and reviews work; evaluates per-formance, and initiates corrective action, as needed.
• Provides guidance and direction to County department heads, managers, operating staff and ven-dors regarding the procurement process and related activities.
• Develops specifications for desired products and/or services and meets with users and divi- sion per-sonnel to verify that specifications are consistent with end-user demands.
• Negotiates, prepares, executes and manages diverse procurements including, but not lim- ited to, Contracts, Invitations to Bid, Invitations to Negotiate and Request for Proposals.
• Establishes standard contract clauses for use in contracts, solicitations, and purchase or- ders.

• Directs and coordinates the preparation of complex specifications, legal advertise- ments and formal bid solicitations.
• Provides advice on the interpretation and application of the procurement code, poli- cies and proce-dures to resolve issues and questions.
• Develops and implements goals, objectives, and policies for programs related to pro- curement.
• Meets with vendors regarding contracts, solicitations, products, prices, specifications, County Procurement policies and County standards.
• Works with budget personnel in researching and resolving financial and/or account- ing questions that pertain to procurement related activities.
• Receives, reviews and analyzes division requests and determines most appropriate means of procurement.
• Oversees and manages the bid process from specification, advertisement, pre-bid meetings, addendums, review of submittals, evaluation process, tabulation of award, and negotiation preparation.

• Prepares an annual departmental budget, reviews and maintains budgets for proper expenditures.
The Procurment Director must exhibit core values of compassion, innovation, and trust- worthiness and must demonstrate an aptitude for a full and varied workload. They must be well suited for managing various deadlines, timeframes, and progress levels for tasks and assignments while fostering a collaborative and coordinated pro-cess with our user departments. Some of the specific job duties include but are not limited to:
• Facilitates the appropriate procurement process for user department requests to meet County needs and objectives. This includes informal and formal solicitations, as well as alternate sourcing methods, such as piggybacking, sole/single source, and emergency requests.
• Participates in the negotiation of contracts, drafts and processes contract doc- uments and assists with contract administration, including issuance of notices, con- tract changes, closeout.
• Provides technical guidance and direction to user departments on the pro-curement process and appropriate contracting procedures.
• Maintains all procurement and contract records in accordance with public rec-ord laws and Nassau County policies and procedures.
• Drafts reports and compiles research as requested and presents the infor-mation in a professional, appropriate manner.
• Addresses and resolves discrepancies, conflicts, and other issues as they occur throughout the procurement and contracting process.
COMPENSATION & BENEFITS
The salary range for this position is $78,473.34 - $119,406.64. While the starting salary is dependent on qualifications and experience, it is anticipated not to exceed $105,000. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS). Voluntary supplemental 457 deferred compensation retirement is also available.

Prior experience as a Procurement Director is preferred. May require a valid State Driver’s License.
Preference may be given to candidates with procurement designations - Certified Public Procurement Officer (CPPO), Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or equivalent experience.
