Main Report1. INTRODUCTION
1.2 Background
The present Atlas of Sleman is part of a set of three practical instruments to mobilize and coordinate stakeholder participation in the preparation and realization of the long-, medium- and short-term development plans of government. The functions of these three instruments complement each other:
• Atlas presents relevant information on the existing conditions and trends, and of the development potential of Sleman;
• Agenda, based on the information provided in the Atlas, translates strategic development plans into concrete investment priorities of the stakeholders;
• Aturan-main (Rules-of-the-game) present guidelines for the effective use of the Atlas and Agenda in mobilizing and coordinating stakeholder investment.
The preparation and updating of the Atlas, Agenda and Aturan-main of Sleman, also referred to as Triple-A, was conducted through multi-stakeholder task forces, and was supported by funding from the Swiss Agency for Development and Cooperation (SDC), the Cities Alliance and the World Bank. The preparation of the Triple-A of Sleman was coordinated with the simultaneous preparation of similar instruments by the each of the five municipalities of the province of Daerah Istimewa Yogyakarta (DIY) as well as by DIY itself. Besides, a regional Triple-A has been prepared which focuses on regional economic growth and poverty reduction through urban-rural linkages, inter-municipal relationships, and inter-provincial synergies.
1.3 Purpose
The Atlas of Sleman is a public document that provides transparency and openness of relevant information for the stakeholders. Access to information is essential for rational decision-making by government in development planning, public investment and service delivery, for assessment by private businesses of investment opportunities and risks, and for awareness by community members of their living and working environment including public services and facilities. By giving all stakeholders access to the same information, they can develop a common perception, which is a prerequisite for effective stakeholder participation and consensus-building. Most information exists somewhere, but is not easily accessible. For that reason, readily available data from the respective stakeholders have been combined into one Atlas document and presented in a logic format to facilitate access to information and comparison of data:
• Geographic base-maps at a scale 1:25.000 based on digital maps of Bakosurtanal;
• Thematic maps on economic, social, environmental and cultural conditions and trends, supported by tables, diagrams, photographs and explanatory text;
• Infrastructure maps of locations of infrastructure facilities, networks coverage and service areas, supported by tables, diagrams, photographs and explanatory text;
• Organization charts of government agencies responsible for development planning, implementation, operation and maintenance and service delivery;
• Reference list of the original sources of data to facilitate further inquiries by the user of the Atlas, as well as future updating of the information.
1.3 Application
The Atlas of Sleman is a public document that is available as hardcopy and cd-rom. Its practical applications are as follows:
• Reference for preparing and updating comprehensive development planning documents of
RPJPD (provincial/local long-term planning), RPJMD (provincial/local medium-term
investment programs and RKPD (provincial/local annual work plans, as well as sectoral planning documents of Renstra SKPD (strategic medium-term sectoral programs) and
Renja SKPD (strategic annual work plans);
• Database for preparing multi-stakeholder development Agenda, which translates the above formal planning documents of government into a concrete investment priorities of the stakeholders;
• Benchmark for monitoring and evaluation by the legislative branch (DPRD) and the public media of the implementation of the development Agenda and the realization of government development objectives;
• Building awareness among the development stakeholders of existing conditions, to develop a sense of pride and ownership towards the place where they live and work and to empower them to participate effectively in planning processes;
• Marketing development potential of Sleman to national government level, to interested foreign and domestic investors, and to international donor and lending agencies.

The Geographic Position of Sleman Regency
Sleman is one of the five regencies of the Special Province of Yogyakarta. It is located between 70

Environment
- The areas bordering Yogyakarta City has been polluted by exhaust gasses, dust, and noise such as around Jl. Kaliurang (GajahMada University), Jl.
Magelang, Jl. Adisucipto, and Jl. Godean.
- Generally, UAY Sleman Regency has adequate water sources. Water sources are supported by a groundwater aquifer that is less than 15m in depth and surface water system of Mataram Canal. The water contains a high rate of Iron/Fe and Magnesium/Mn.
- Some settlement areas are polluted due to illegal or communal solid waste disposal system, by open dumping and burning.
- The land is of regosol type, structured of volcanic stone. The land is, in general, fertile. The rate of land conversion for urbanization is high, especially around the main roads and campuses.

Ambarukma Hotel EconomyDuring the period of 1993-2000, the sectors contributing the highest rate in the economic growth of Sleman Regency (leading sectors) were trade, hotel, and restaurant, averaging 17.2%. The services averaged 17.1%, manufacturing industry 15.8%, financing and leasing services 12.1%, and the construction sector 10.2%.
These four sectors can be classified into the urban sector, between 70 and 90% are located in the urban areas. In view of its economic growth, Sleman Regency grows slightly slower, approximately 2.67% in 1998 - 2000 after it had previously declined during the economic crisis which fell to –0.07%. The economy of UAY Sleman is greatly benefited from the presence of universities located in the urban agglomeration. It has been recorded that there are about 36 universities, including the big universities in DIY, such as UGM, UNJ, IAIN, UPN, UII, UAJY, USD and STIE YKPN. There are a total of approximately 150,000 students (55% of the total university students in DIY). UAY Sleman is also the center of trade and service for Sleman and DIY Province with the presence of 11 star hotels, and supermarkets, and two wholesale centers.

Social
- The population growth rate accounting for 1.45% of Sleman Regency during the period between
1990 and 2000 shows the highest rate compared to other regencies/city in DIY.
- The proportion of poor households in UAY Sleman is the lowest (9.5% in Depok, 12% in Mlatiand
15% in Gamping)
- The health condition is relatively good, indicated by a decrease in birth mortality rate of 11.25 per mil, infant mortality rate of 0.32%, mother mortality rate of 0.63%, nutrition improvement indicated from 77.7% of infants with good nutrition.
- In view of the social facilities, the UAY Sleman has been provided with adequate educational
facilities, from the preschool until the university levels, and health facilities from Puskesmas (Public Health Center) to Sarjito General Hospital.

Culture
There are two strong cultural systems, i.e the urban and even metropolitan culture in the urban center, in the fringe
areas of Yogyakarta City and around the campuses, such as the areas of Gejayan, Kaliurang-UGM street, Solo
Street, and Godean Street; and the strong agricultural culture in such rural areas as Maguwoharjo, Gamping, Mlati,
Ngaglik and Ngemplak.
There are various cultural assets in UAY Sleman, both tangible and intangible assets such as art and educational
museums, temples, artefact sites, cultural events (Bekakak and Mbah Demang in Gamping) and cultural-tourism
villages.

INFRASTRUCTURE UAY of SLEMAN
Housing
The housing stock in Sleman Regency is classified into village housing provided by community, and ready-to-be-dwelled housing provided by private sector (housing developers). By 2000, or for 30 years, there have been more than 20 thousand units of ready-to-be-dwelled houses having been built and spread over 158 locations in Sleman Regency, and approximately 76% is located in UAY Sleman. Sleman will continue to be the target of housing settlement in the entire context of urban agglomeration.
Roads and Transportation
In general, the road condition in UAY Sleman is relatively good. However, realizing that locations of universities/campuses are concentrated in UAY Sleman, traffic jams are common during rush hours, especially on the main access roads to the universities, such as Jl. Kaliurang, Jl. Gejayan, Jl. Monjali and
Jl. Godean. In addition, the growth of housing complexes and real estates also gives the same impacts.
The road capacity (geometric) of the road links is also limited and they can no longer accommodate the increase of traffic volume.
Drainage
The existing drainage networks, both open and closed, as well as the sub-rivers serve to flow the storm-water. The drainage networks in UAY Sleman have a total length of ± 170 km. Most of the channels and even the inlets contain solid waste/soil sediment, so rainwater cannot flow into the channel. There are at least ten locations of stagnant water.
Water Supply
PDAM Sleman (water enterprise of Sleman Regency) serves four branches, namely: Branch I covering the systems of BNA Sleman, Tridadi, Tambakrejo and Nogotirto;
Branch II covering the sub-districts of Godean, Seyegan, Moyudan, Gamping, Sidomoyo and Mlati; Branch III covering the sub-districts of Ngaglik, Minomartani, Ngemplak, Pakem and Turi; Branch IV covering the sub-districts of Prambanan, Condongcatur, Depok, Kalasan and Berbah.
The service coverage of PDAM Sleman in the urban area in 2002 was 19% of the total population. The water sources used are the spring water (Umbul Wadon) and ground water. The production capacity in 2002 was 183.6 liters/second.
Sewerage and Sanitation
In the UAY area within Sleman Regency the off-site sewerage system only operates in GajahMada University (±500 connections). Because the system is not connected to the main sewerage system yet, most of the sewerage is discharged to the river without treatment. Around 80% of the community sanitation needs is served by on-site sanitation facility, and 79% has indicvidual treatment facility, and the remaining through MCK or direct discharging to the river. Industrial sewerage, both from large and small industries, is usually discharged to the river without treatment.
Solid Wastes Management
The urban population of Sleman Regency in 2002 was estimated at 507,381persons, and the urban solid wastes production reaches 1,268 m3/day. Only 22% (285 m3/day) is disposed in the Final Disposal Site
(TPA) and around 43 m3/day is daily recycled in LDUS (the location of recycling) located in Tambakboyo,

Geographic and Administrative Subdivision
Sleman Regency is one of the five local governments in the Province of DIY. In view of its geographical location, this regency is located on 7° 34' 51" - 7° 47' 03" South latitude and 107° 15' 03" - 100° 29' 30" East Longitude. Sleman Regency borders with:
• Magelang Regency, in the north • Klaten Regency, in the east
• Bantul Regency and Yogyakarta Municipality, in the south • Kulon Progo Regency, in the west

Topography
• The elevation is between 50 and 2500 m above the sea level. Its highest elevation is on the peak of Merapi, about 2,968 m above the sea level (the latest elevation after the eruption on 22 November 1994, previously the elevation of the peak Merapi Mountain had always been 2,911 m above the sea level).
• The slope direction is to the south ranging from 0 - 2% to > 40%. The most dominant slope class is the 0 - 2 % and 2 - 8% (relatively plain). The steep slope brings from the middle to top of Merapi Mountain and the Prambanan-Ratu Boko fold zone.

Geology
• The geological condition is greatly influenced by the activities of Merapi Mountain, thus most of the area (90%) has the geological formation of Young Sedimentation of Merapi Volcano. A small part of the area has the geological formation of Old Semimentation of Merapi Volcano, Andesit and Wungkal Mountain.
• The physiography of the region consits of Upper Merapi Slope, Middle Merapi Slope, Lower Merapi Slope, Progo Plains and Baturagung Mountain Range.
• The soil type is mostly of Regosol (90%) and a small part of the region if of Cambisol, Grumusol and Latosol Soil types.

Hydrology
• There are five big rivers, namely (from the west to the east) the rivers of Progo, Konteng, Bedog, Winongo-Code and Opak. The biggest river catchment area is the upper stream of Opak River.
• Hydrologically, Sleman has never suffered from water shortage because it is rich of surface and ground water (there is a gorund water aquifer). In addition, Mataram Canal that flows from the west to the east. It has its intake from the Progo River and ends in Opak River. The water level is between < 7 m and 25 m. The ground water contains iron (Fe) and Mangaan (Mn). • The rain intensity is between 1500 and 4000 mm/year with the wet months from November -
April and the dry months from June - September.
• Based on the hydrological potentials, the north part of Sleman is to serve as a water catchment area and good for agriculture and horticulture, as well as for fishery.

Ecology
• Ecologically, Sleman Regency area serves as the key for the environmental conservation for its lower areas (Yogyakarta City and Bantul), because of the slope direction, porous soil structure and texture, and the flow direction of the surface and ground water. The conserved areas include the catchment areas, riverbanks, spring water banks, forests and the hazardous areas seriously impacted by natural disasters.
• With regards to the flora and fauna, there are various trees of ficus family (such as willow trees) and epifit plants such as orchids (particularly the vanda and phapiophedilum/bag orchids) and the family of ferns. The fauna consists of civet cat, monkey, tigers (panther, leopard and forest cat), deer/mouse deer, snakes and birds (eagles, punglor/anis, cranes,etc).
• The agricultural land is divided into two: wet and dry land. The southern part of Sleman gets an urbanization pressure, particularly for the development of settlements, industries, trade and services, and the development of universities as well.

Gross Domestic Product (GDP)
The economy of Sleman Regency serves as the generator of DIY’s economic growth. Even though the economy of other city/regencies grow below the provincial level, the economy of Sleman Regency grew higher (3.8%) compared to that of the provincial level of 3.4%. Sleman Regency also contributes the highest to the GDP of the province of DIY, which increased from 29.1% in 2001 to 29.3% in 2002. This shows that there is a recovery from the economic crisis of 1998; The GDP of 2002 amounted to Rp 1.569 billion. This is higher compared to that of 1997, which was Rp 1,497 billion.
The GDP per capita of Sleman Regency, even though it not an absolute increase from Rp 1.65 million in 2001 to Rp 1.69 million in 2002, it was only 95% of the GDP per capita of 1997. This is due to the rapid population growth, which was, between 2001 and 2002, 1.5% and this hampered the improvement of social welfare.
All of the economic sectors give contribution to the economic growth, with the highest achievement by the Industrial Sector (5.2%), Transportation (5.2%), Construction (4.6%) and Finance (4.6%). Trade remains the biggest contributor to the GDP amounting to 18.6%, followed by the Service sector amounting to 16.9% and Industry (16.6%).

Agriculture
In relation to the economic sector in GDP of Sleman Regency, the Agricultural Sector in 2002 was still the fourth biggest contributor (14.01% - based on the Constant Price 1993), after the Trade Sector (18.6%), Service (16.9%) and Industry (16.6%). In view of its structure, the biggest contribution of the Agricultural sector is from the sub-sectors of foods (81.4%), and followed by animal husbandry and its products (8.8%), plantation (4.9%), fishery (4.3%) and the smallest is the sub-sector of forestry (0.5%).
Though there is a slight decline in the contribution to Sleman Regency’s economy, this sector is still competent to absorb most labors in almost all sub districts in Sleman Regency, amounting to 204,614 persons (48.22%) based on Sub-district Recapitulation of Monographic Data in Sleman Regency Semester I / 2002. The contribution of the agricultural sector come from the five sub-sectors of foods, plantation, animal husbandry and its produts, forestry, and fisher.

Mining
The mining in Sleman Regency particularly cosists of class-C material quarrying (sand and stone) from the slope of Merapi. There are three legal sand quarrying business entities (two in Minggir and one in Pakem) and one local-community-owned quarrying busines (in Kalasan).

Industry
In 2002, there was a total of 16,628 industrial units. It slightly increased compared to the previous year in which there were 16,581 industrial units. Home industries, under the industrial sector, absorbed the most labors, amounting to 34,882, followe by the big industries absorbing around 14,878 labors and small industries absorbed 5,065 labors, and the medium-size industries absorbed 4,130 albors. Most of the labors live in the sub-district of Moyudan, amounting to 6,473 people (17.5% of the total labors working in home industries).
There are a total of 153 big and medium-sized industries. Most of the industries are in the sub-district of Depok (37 industries). The sub-district of Sleman has a total of 5,080 labors (26% of the total labors working in big and medium-sized industries). Their contribution to the GDP in 2002 amounted to 16.58%, showing an increase compared to that of the previous year, which was 16.44%.

Trade
The GDP from the sector of trade, hotel and restaurant in Sleman Regency between 1993 and 2000 showed a growing trend, from Rp 188.2 billion in 1993 to Rp 291.2 billion in 2002 (constant price). Even though the economic crisis occurred in 1997, its impacts did not influence the growth of this sector during the period of 1997-2002. The total GDP of this sector in 1997 amounted to Rp 250.6 billion and in 2002 Rp 291.2 billion. The contribution of this sector to the GDP increased from 16.5% in 1993 to 18.6% in 2002.
Export Development
The export value of Sleman Regency between 1993 and 2001 on average increased 14.4% per year, or from US$ 13.5 million in 1993 to US$ 39.3 million in 2002, or 2.9 times. That increase was followed by the increase of export volume in the same period, increasing on average 12.6% per year. Then since 1999, the export value showed a decline as a result of the economic crisis in mid-1997.
