1 Introduction 1.1 Purpose of Policy
In recent years the University has come under pressure from various sources to control the demand for car parking. These pressures include:
• Demands from the local community and local authority to manage the traffic the University generates, both now and with future developments;
• The need to ‘free up’ land to implement the Estate’s Capital Program;
• To satisfy local planning legislation;
• Concern from staff about the problems caused by too many cars chasing too few spaces, the increase in obstructive and dangerous parking and the need for better enforcement and security;
• Local, national and international policies and programmes aimed at reducing the adverse impact of travel and transport on the environment; and
• The need to allocate parking spaces to users with the highest need and protect disabled car park spaces.
In response to these pressures the University, in partnership with The University of Manchester, The Royal Northern College of Music and the Central Manchester and Manchester Children’s University Hospitals NHS Foundation Trust are committed to tackling traffic problems by adopting a Travel Plan Strategy. Car parking management is critical to this strategy to help manage this finite resource and make alternative modes of transport attractive and viable to staff, students and visitors.
1.1.1 Aims
The aim of the policy is to inform all car park users about the following key principles:
• The process for applying for car parking,
• The assessment criteria and appeals procedure,
• Car parking charges and methods of payment,
• Terms and conditions of use of University car parking facilities,
• Enforcement of car parking facilities, and
• Roles and responsibilities of car park users, security staff and the MMU Travel Team.
1.1.2 Objectives
The main objectives of the policy are:
• To ensure that finite car parking resources are managed efficiently, in a fair and transparent manner;
• To provide demand management measures to support the Travel Plan Strategy and the strategic aims of the University, whilst at the same time ensuring changes are made to facilitate the development and implementation of the University’s Capital Program and campus consolidation project; and
• To provide a holistic, overarching and all encompassing policy for the University, whilst appreciating specific car parking issues at each campus.
1.2 Scope
This policy is applicable to all car park users across the University including staff, students, visitors and contractors and is guided by supporting legal documentation including the ‘Car Parking Terms and Conditions of Use’ (Appendix 1) and the Enforcement company’s, ‘Client Charter’.
The various University car parks can be found in a series of campus maps contained within Appendix 3. Appendix 4 illustrates the various car parks, their locations, the number of spaces and which areas can be used by different users groups i.e. staff, students, visitors and Blue Badge holders.
1.3 Roles and Responsibilities
Role & Duties of the MMU Travel Team
1. To provide an efficient and courteous car parking service to meet the needs of staff, students, contractors and visitors and to provide assistance and advice wherever possible;
2. To act as a secondary resource in assisting visitors to locate parking facilities;
3. To be familiar with the geography of the University, its car parks, buildings and Faculties and to be familiar with all aspects of the Car Parking Policy;
4. To control and monitor the allocation of parking permits;
5. To monitor customer satisfaction and take appropriate action where feedback indicates a shortfall in performance;
6. To be contactable at all times during normal office hours (09.00 to 16.30 Monday – Friday) for all administrative enquiries (Ext 2989);
7. To respond to, and resolve queries relating to parking matters as quickly as possible;
8. To undertake any other duties relating to car parking management which are requested by the Travel Plan Manager.
Roles and Duties of the Security Personnel
1. To be familiar with the geography of the University, its car parks, buildings and Faculties and to be familiar with all aspects of the Car Parking Policy.
2. To act as the main resource in assisting visitors to locate parking facilities, subject to supply and demand of spaces;
3. To carry out regular patrols of the site to monitor the car parks, to act as a deterrent against theft and vandalism and to assist in the improvement of safety and security of all car parking facilities;

4. To monitor car park crime statistics, liaise with the police in any investigations in respect of car parking and initiate preventative action to minimise crime;
5. To ensure that roads and access roads remain free from obstruction and report maintenance defects as necessary;
6. To be contactable at all times during normal office hours (08.00 to 17.00 Monday – Friday) for all patrol staff and to ensure that one patrol person is available in the office or within radio contact at all times when on duty;
7. To provide assistance, if required, in the operation of the fire and emergency procedures;
8. To help the MMU Travel Team respond to, and resolve queries relating to parking matters quickly;
9. To provide regular checks on all car parking equipment and promptly report any apparent fault or breakdown to the appropriate department;
10. To assist the MMU Travel Team to fix minor faults on the Pay and Display ticket machines;
11. To assist in the collection of transport and travel data, relating to car parking when required by the MMU Travel Team;
12. To contact the MMU Travel Team in order to notify permit holders if problems are identified with their vehicles – flat tyres, lights left on etc;
13. To undertake any other duties relating to car parking management which are requested by the Head of Security.
Roles and Responsibility of Staff
1. To ensure they are fully aware of the Car Parking policy, its processes and procedures.
2. To ensure visitors invited to the University, are communicated the correct procedures to book a visitor’s parking space and the Terms and Conditions of Use of all
University car parks.
3. To disseminate to all stakeholders relevant information about the car parking policy.
4. To apply annually for a Car Park Access Permits during the application window, if required.
Roles and Responsibility of Visitors and Contractors
1. To ensure they are aware of and have a good understanding of the Car Parking policy, its processes and procedures.
2. To ensure they comply with the Terms and Conditions of Use of all University car parks.
3. To pay the relevant parking charges, where applicable.
1.4 Executive Summary
Manchester Metropolitan University introduced its Car Parking policy on the 1st of October 2009, including the introduction of staff and visitor parking charges and enforcement. The policy was introduced to effectively manage the finite number of car parking spaces at each campus through the introduction of a need based permit allocation process. The introduction of the policy also supports the University’s Sustainable Travel Plan Strategy and the University’s Strategic objective of Estate’s consolidation from seven campuses down to two.
Separate policies for Students (Appendix 6) and Visitor/Contractors (Appendix 5) have been produced to summaries the main processes for each of these groups of users including how to apply and obtain a permit (Chapter 2), Terms and Conditions of Use (Appendix 1), applicable charges (Chapter 3) and enforcement (Chapter 7).
The policy has been developed through consultation key stakeholder including
University Staff, Trade Unions and the Student Union. The principles which underpin the policy, were formally approved by Directorate on the 20th April 2009.
The policy is an all encompassing document which covers the operation and management of all University’s campuses, whilst appreciating the specific parking needs and issues of each individual site.
The policy and permit allocation criteria has been assessed through the University’s Equality Impact Assessment (EIA) and will be continually reviewed.
6 Car Parking and Permit Allocation Policy
2.0 Application Process
2.1 Why do we have a Permit Allocation System
Following feedback from staff, Unions, the Student Union and the appeals process, the MMU Travel Team have been working with Greater Manchester Transport Unit to create a bespoke online car parking application and allocation system.
For further information, please refer to the Frequently Asked Questions Document, Appendix 2.
The new system will be more equitable and quicker to use. The allocation criteria has been reviewed following consultation and feedback from last year's appeal process and will assess a greater range of work and social based factors in order to allocate the finite number of car parking spaces to those staff with the highest need.
There will be some paper based applications available for those staff who may not have access to a computer or feel uncomfortable using the new online software but we really want to encourage everyone to try the online system. It is very quick, easy to use and will allow us to contact you at different stages of your application so you remain fully informed throughout. You will need an MMU Login ID and password to access the system. For further information, please refer to the Frequently Asked Questions document Appendix 2
2.2 How to Apply
Every year all staff will be invited to apply for a Car Park Access Permit for the coming Academic Year. The application window will run from early September to mid October each year. Applications will only be accepted outside of the annual application window, from new starters or where there are significant changes in circumstance.
Notification will be sent out by all staff email, through Facilities Managers and other media. Wherever possible staff should submit their application online, however paper application forms will be made available through Facilities Managers for staff who do not have access to a computer. Alternatively, a paper copy of the application form can be obtained from the MMU Travel Team using the contact details below.
On-line applications can be made by visiting www.parking.mmu.ac.uk/staffor paper copies should be returned to the MMU Travel Team, Facilities, Cavendish First Floor, Manchester.

2.3 New Starters
New members of staff who commence employment throughout the academic year can submit an application once they have received their ID number, please contact the MMU Travel Team on 0161 247 2989 or e-mail [email protected].
2.4 Leavers
The MMU Travel Team is notified of all staff leavers on a monthly basis and upon notification, cancel permits, payments and swipe access cards.
2.5 Criteria Used
The criteria used for the allocation of permits, is based on need. Applicants are assessed on their answers to the questions in the application form. The applicant’s postcode is also assessed to establish their level of access to their work place (i.e.
distance to the workplace and links to public transport) along with other work based and social criteria.
2.6 Verification
Applicants who answer questions that require verification from a GP, Consultant or MMU Occupational Health will be asked to upload this information during the online application process. Alternatively a hard copy can be provided to the MMU Travel Team which will be uploaded onto the system on your behalf. If the medical verification
indicates a permanent medical condition which affects your ability to access the workplace you will not be asked to provide this information again and it will be stored on the system for future reference.
Applicants who answer questions that require verification from their Line Manager will need to indicate the name of their manager on the online application form. Your Line Manager will be contacted to verify the information provided.
2.7 Issuing of Permit
Permits for successful applicants will be posted to their home address and their swipe card will be activated.
Permits will be valid for up to 12 months. Permit holders will be advised when their permit will expire (at the start of the next annual application period).
2.8 Loss of Permits
Lost permits must be reported to the MMU Travel Team immediately and a new permit will be issued.
2.9 Change of Details
Permit holders must notify the MMU Travel Team immediately, of any change in circumstances or their car registration details. Failure to do so may result in the cancellation of the permit.
2.10 Termination of Permits
When a member of staff wishes to terminate their employment they will be required to return their permit and car park access card which will remain the property of

Manchester Metropolitan University at all times. Payments of tariffs will be suspended only when this process has been completed.
2.11 Replacement Vehicles
If a member of staff is using a replacement or alternative vehicle to the vehicle(s) listed on the car park database, they must notify the MMU Travel Team without delay. Failure to do so will result in the non registered vehicle being issued with a Parking Charge Notice.
3.0 Charges
3.1 Annual Charges
Charges are applied according to salary scale and are pro rata, for part time members of staff. Permit holders can choose to either pay via monthly deductions from salary or to use the Pay & Display ticket machines located in each car park. The permit will indicate which method the holder has opted to use. The University will review the charges annually.

3.2 Exemptions from Charges
Staff on grade 1 and Blue Badge holders are exempt from charges.
Students at Crewe will also be exempt from charges for the academic year 2011-12 subject to review, except for those wishing to park at (Booth Hall) Halls of Residence.
3.3 Suspension of Charges
Deduction of charges from salary will not be suspended during periods of sickness, jury service, overseas travel or any other periods of time the permit holder is away from the University for less than three months.

3.4 Maternity Leave
Staff on maternity leave may retain their Car Park Access Permit for the duration of their maternity leave. However, charges will continue to apply whilst they are on paid
maternity leave (unless you have opted for Pay and Display).
Alternatively, staff on maternity leave may choose to relinquish their Car Park Access Permit for the full duration of their maternity leave and reapply on returning to work.
Special arrangements apply if staff are a member of the salary sacrifice scheme and should consult the scheme rules for further guidance.
3.5 Long Term Sick Leave
Staff on long term sick leave, of three months or more may relinquish their Car Park Access Permit and payments will cease from the commencement of the next calendar month.
Staff on long term sick leave may reapply for a Car Park Access Permit on their return to work. Special arrangements apply if staff are a member of the salary sacrifice scheme and you should consult the scheme rules for further guidance.
3.6 Meetings/Seminars
All delegates to meetings and seminars will be required to pre book a visitors spaces through the contact details provided for each campus site. Please visit
www.mmu.ac.uk/staff/travel/car-parking/visitor.php for further information. Visitor spaces are limited and delegates are encouraged to access the University by public transport or means other than the car. Spaces will be allocated on a first come first served basis and visitors must pay for their car parking, as per the current University’s Pay and Display tariffs.
10 Car Parking and Permit Allocation Policy
3.7 Taxi
Taxis and Private Hire vehicles will not be allowed access to University car parks and should use drop off areas for drop off/pick up where appropriate without causing obstruction.
3.8 Volunteers
Volunteers are described for purposes of this policy as people who provide a service to the University free of charge. Volunteers will in the first instance be encouraged to use public transport. Where this is not possible, they will be required to apply for a
temporary permit through the car parking office and pay the necessary Pay and Display tariff. Volunteers who are Blue Badge holders will be issued parking permits without charge. If a Faculty wishes to provide the volunteers with free parking provision, a stock of 50 pre-paid visitors permits can be obtained from the MMU Travel Team at a cost of
£2 per permit, that will be recharged to the Faculty.
3.9 Non University Staff
For the purposes of this policy, non university staff are defined as individuals who are engaged on a long term (12 months or more) contract to perform services for the University but are remunerated by a third party. Staff in this category may apply for a car park access permit and will be assessed through the normal criteria. However, only two payment options are available – either Pay and Display or a fixed annual charge of
£400.
4.0 Payment Options for Staff
All employees have a choice of how to pay for car parking charges as follows:
4.1 Pay and Display
Charges are 30 pence per hour up to a maximum of £2.30 per day (these charges are subject to review each year). Ticket machines are located in all car parks. Permit holders must display both their MMU Car Park Access permit and a valid Pay and Display ticket when using the car park.
Tickets are NOT transferable between vehicles but are transferable between campuses for any given day for which a valid ticket is purchased. The University will review tariffs annually.
All car park users must be accepted for a permit in order to access the car parks on a Pay and Display basis. A permit does not guarantee a parking space.
The University’s car parks will not be open to the public but some visitor spaces will be retained on a Pay and Display basis.
4.2 Salary Sacrifice
This involves accepting a reduction in salary in return for the car parking benefit.
Savings on national insurance and tax can be gained by opting into the scheme.
Stringent rules operate on salary sacrifice schemes, particularly in relation to the ability to suspend payment or leave the scheme. Additionally there can be an impact on pension entitlement at retirement.

4.3 Monthly Deductions from Net Pay
This payment option allows straightforward monthly deduction from pay but without any tax or national insurance advantages. Please see Table 3.1 for further information.
5.0 Appeals
5.1 Appeals Process for Late Applications
Anyone who has missed submitting an application within the specified time scale may appeal to have their application processed if they meet either of the below criteria:
i) The applicant was off work due to illness throughout the application period and this can be verified by HR;
ii) The applicant was away from the University for other reasons, throughout the application period and this can be verified by their Line Manger; and/or iii) Extenuating circumstances.
Late applicants should contact the MMU Travel Team to explain their extenuating circumstances.
5.2 Appeals for Unsuccessful Applications
All unsuccessful permit applicants will have a right of appeal and will be notified how to lodge an appeal when they are informed that their application has been unsuccessful.
5.3 Unsuccessful Application Appeals Criteria
Appeals are assessed by a Panel under the following criteria:
i) There has been a significant change in circumstances which the applicant believes may lead to a change in the decision not to award a permit;
ii) The applicant supplies additional information which may have a bearing on the decision not to allocate a permit and, which was not made available in the original application;
iii) The applicant believes that the original criteria was incorrectly applied in their assessment.

5.4 Appeals Panel
The appeals panel meet twice per term and its membership consists of:
Environmental Sustainability Manager – Chair HR Representative
Service Manager Representative
The Travel Plan Manager will also be in attendance to record the decision of the panel and answer any questions. The panel will assess the appeal application from the Pro Forma only and will not know the identity of the applicant.
The applicant will be informed of the outcome in writing or by email, within 7 working days of the Appeal. The Panels decision is final.
6.0 Rules of use of the University Car Parks
The following rules must be observed when using any University car park, failure to do so may result in the withdrawal of your parking permit or the issue of a Parking Charge Notice:
u Parking permits must be clearly displayed, in the front windscreen of the vehicle when parking in MMU’s Car Parks;
u Permits may only be used for the cars registered on the Car Park Access Permit.
Please Note: up to two car registrations can be recorded on any one staff permit;
u Permit holders must inform the MMU Travel Team of any changes to their circumstances or their car registration details without delay;
u Lost or damaged permit should be reported to the MMU Travel Team immediately and a replacement permit will be organized;
u Parking permits are not transferable to any other person or vehicle other than those recorded on the Car Park Access Permit;
u Parking permits and access cards remain the property of MMU. They must be returned to the MMU Travel Team on termination of service at the University or a replacement charge will be levied;
u Manchester Metropolitan University reserves the right to withdraw permits or to change the area where car parking is allowed;
u During period of prolonged absence from the University. i.e. Maternity Leave, planned surgery/sickness, secondment. Permits should be returned to the car parking office and payments suspended;
u Physical or verbal abuse of the MMU Travel Team personnel or third party operators of the Car Parking Policy, will not be tolerated and disciplinary action will be taken against any offender;
u Permit holders must park in designated car park bays only.
u Unauthorised parking may result in permit being withdrawn, please see section 7.0 Enforcement for further details.

7.0 Enforcement
To uphold car park management and to preserve its credibility, a firm and consistent approach will be adopted towards all offenders in a fair and ethical manner. This will be achieved using the Parking Management system described below and in accordance with the British Parking Association and Approved Operation Scheme Policies.
In exceptional circumstances e.g. a vehicle had broken down or a staff member had to park in an unauthorized area due to an emergency the Parking Charge Notice may be wavered without charge or causing further distress once the offender has appealed through the correct procedures. A full appeals process is available and information on how to appeal is provided on the reverse of the issued Parking Charge Notice.
7.1 Parking Charge Notices
Liberty Services and its subsidiary Car Parking Partnership are contracted by the University to issue Parking Charge Notices in the following instances:
By entering any MMU car park and parking your car, you are deemed to agree to these Conditions and are contracted to be legally bound by them.
14 Visitor and Contractor Parking Policy
1) Vehicles must be parked clearly displaying a valid permit AND a valid ‘Pay and Display’ ticket or a valid pre-paid permit.
2) Vehicles must be parked wholly within a designated bay, so as not to restrict access to adjoining bays.
3) The appropriate car parking charges must be paid for the full duration of stay.
4) Vehicles left in a disabled bay must be parked clearly displaying a valid disabled badge.
5) Vehicles must not be parked in areas reserved for emergency vehicles, fire exits or no parking areas.
6) Vehicles must not be parked on yellow lines or in cross hatched areas.
7) Vehicles must not be parked so as to cause obstruction or inconvenience to others.
By entering the car park and parking your car you are deemed to agree to these
conditions, and the charges set out below, and have contracted to be legally bound by them.
7.2 Parking Charge Notices
If you receive a Parking Charge Notice it can either be paid or appealed through a secure website https://tickets.carparkingpartnership.co.ukensuring a quick conclusion to issued Parking Charge Notices. The following steps should be taken:
1. Simply log onto the website above https://tickets.carparkingpartnership.co.uk 2. Fill in your CP ticket number and car registration in the box provided
3. Press the search button to find your data 4. View the photographic evidence
5. Decide to either appeal or pay for the Parking Charge Notice
6. Further details of the offence can also be supplied via post for those without web access.

7.3 Appeals
In exceptional circumstances e.g. a vehicle had broken down or a staff member had to park in an unauthorized area due to an emergency the Parking Charge Notice may be wavered without charge or causing further distress once the offender has appealed through the correct procedures. A full appeals process is available with information on how to appeal, is provided on the issued Parking Charge Notice. All appeals are dealt
with in a fair and ethical manner by the Enforcement company who are regulated by the British Parking Association.
All appeals are dealt with and considered on an individual basis, by the enforcement company. The circumstances of the Parking Charge Notice that has been issued will be considered in line with our Client Charter.
Once the company are in receipt of your correspondence the case will be put on hold whilst the appeal is considered. If the appeal is received within the 14 day discount period, the case will be placed on hold at the reduced fee. Cases are automatically placed in a queue and are reviewed in sequential order by the date the challenge is received. If further correspondence is received before the appeal is reviewed the case will be re sequenced.
The procedure on how to appeal against a Parking Charge Notice is clearly printed on the rear of the Civil Parking Notice, directly below the paragraph titled “Payment information.” The instructions on how to appeal are quite clear and not designed to cause any distress and supply a channel through which a motorist can put forward their case.
Appeals have to be made in writing to ensure a full audit trail exists for each case The contact details for appeals and payments are printed on the reverse of the CPN and on signs at the site.
PLEASE NOTE: If a Parking Charge Notice is paid an appeal cannot be submitted retrospectively. All appeals and correspondence will be responded to within 10 days (however it can sometimes take longer if MMU have been contacted to discuss the appeal) of receiving the appeal and the outcome advised by post.
8.0 Contractor Parking
Except for loading or unloading, contractors must not park vehicles in restricted areas which are marked by double yellow lines and/or cross hatchings. These areas must be kept clear for emergency services and the University reserves the right to remove any illegally parked vehicles.
All contractors’ official vehicles, trucks, vans etc used for daily deliveries and off- loading of plant, tools and equipment are given free access at any time, including maintenance contractor’s official vehicles based on campus. These Official contractors will be issued with a ‘Fixed’ or ‘Temporary’ contractor permit dependant on the
longevity of their contract.
All contractors’ workmen (including management and sub-contractors) who will be arriving by car must:
u Park within any defined site compound subject to agreement with the Capital Project/MMU Travel Team;
or
u Find alternative parking off the University campus.
16 Car Parking and Permit Allocation Policy
The site manager and his authorised staff will be allowed to park within the constraints of the Contractors compound area (if applicable). The Contractor should note that this will be limited to the available parking within the compound area, any abuse of this privilege will result in the Contractor having to find alternative parking arrangements at no extra cost to the contract.

8.1 Oxford Road Car Park
Contractor parking is not allowed in the Oxford Road car park. Any vehicles parked in restricted areas on the site must be removed at once or they will be subject to a Parking Charge Notice.
8.2 Contractor Permit Categories 8.2.1 Fixed Term Permits
Are issued to contractors for work of a fixed term nature. More often than not the work will be on a fixed site where it is impractical to create a yard for the company where materials and tools may be stored. The common feature once again is that the vehicle is the only viable method of carrying tools and other items essential for the completion of contracted work.
The contractor will be required to make arrangements with the MMU Travel Team (tel 0161 247 2989) for a permit at least one week before commencement on site or through their Project Manager at the University.
The MMU Travel Team is open daily from 9.00am to 16.30pm and is located at 1st Floor Cavendish North Building.
It is the responsibility of the Project Manager to inform the MMU Travel Team of any projects to be undertaken that will involve access through any of the University’s
barriers or the use of any internal roads or car parks. Where disputes arise over parking issues the contractor must contact the Project Manager in the first instance. No charge is currently made for this type of permit, subject to review.
8.2.2 Temporary Contractor Permits
Are issued to contractors who arrive having made no prior arrangements or are
contracted to the University on a short term contract of less than one month and have to park as an essential part of undertaking work.
These permits will be issued from the contacts listed in Table 1 of the Visitors and Contractors Parking Policy as contained within Appendix 7 or in advance through the MMU Travel Team by contacting 0161 247 2989. The permits are endorsed with the permitted date/s of parking and the company name. No charge is currently made for these permits, subject to review.
8.5 Emergency Response / Call Out Engineers
Are never turned away at any of the University’s car parks but it is possible to speed their entry if it is known that they are attending by telephoning the MMU Travel Team on extension 0161 247 2989 or security (24hr a day) on 0161 247 1334.
8.6 Consultant Parking
Consultants parking should be pre-arranged by the members of staff who invites such specialists to campus. A visitor’s space should be booked through the contacts
contained within Table 1 of the Visitors and Contractors Parking Policy contained within Appendix 6. A visitor’s permit should also be collected and displayed within the
Consultant’s vehicle and the normal ‘Pay and Display’ tariff paid for the duration of their stay.
8.7 Additional Information for Contractors
The University will not accept any claims for additional costs incurred due to the inability of the contractor to park on the University premises.
This arrangement supersedes any other University or Consultant document issued previously or contained within the tender documents.

18 Car Parking and Permit Allocation Policy
9.0 Visitor Parking
The University has a limited number of spaces available to visitors. Parking spaces for visitors may be pre-booked through the process laid out in the Visitors and Contractor Policy as contained within Appendix 6. Visitors who are not pre-booked and where visitor parking spaces are not available, will be required to use local public car parks.
10.0 Student Parking 10.1 Introduction
Generally student car parking is not permitted at the Manchester Campuses unless the student is a disabled Blue Badge holder or has extenuating circumstances. Limited car parking is available for day students on the Crewe Campus and within Booth Hall residence at Crewe. The Student Parking Policy is available for further reference within Appendix 7. The key principles and processes of the policy are summarised below.
10.2 All Saints Campus
There will be no designated car parking for students unless they are Blue Badge holders at the All Saints Campus and all City Centre Halls of Residences, controlled by the University.
Students that are Blue Badge holders will be issued with a Car Park Access Permit free of charge by contacting the MMU Travel Team or by emailing
10.3 Crewe
Students at Crewe can apply for a Car Park Access Permit by submitting an online application www.parking.mmu.ac.uk/students during the application window which runs from mid September to mid October, annually.
Students will be assessed on a series of criteria and will be notified of the decision as to whether they will be issued with an on campus parking permit which will allow free parking at the Crewe campus, subject to annual review.
Please Note: Resident students cannot apply for parking other than at Booth Hall at a cost of £180 per annum. Please see Appendix 7 for further details.
10.4 Application Timeframe and Student Temporary Car Park Access Permits An application window will be opened in Mid September. The formal dates will be issued to all new students and returning students through student handbooks, the student internet, advice centres and reception areas. A limited number of Temporary Student Permits will be issued for the Crewe campus on a first come first served basis whilst all applications are accessed and the applicant notified of the outcome.
10.5 Student Car Park Access Permit Appeals 10.5.1 Student Appeals Procedure
Any student who has not been allocated a car park access permit and believes he/she has grounds for appealing against the decision made, will be sent details of how to appeal on notification that their application has been unsuccessful.
10.5.2 The Appeals Panel
All appeals will be heard by an independent panel, comprising of:
1. Head of Environmental Strategy 2. Director of Students Services
3. A representative from the Students Union 4. Travel Plan Manager (Chair)
The appellant will be informed whether the appeal has been successful or unsuccessful via an email on the day that the Appeal Panel meets. Appellants will be informed of the reason an appeal has been rejected.
The decision of the Appeals Panel will be final. Once the panel has come to its decision, there will be no further right of appeal, unless there are extenuating circumstances or changes in circumstance since the appeal was heard.
10.5.3 Grounds for Appeal
Appeals will be heard on the following grounds:
(a) A significant change in circumstances which he/she believes may have led to a change in the decision not to award a permit;
(b) Additional information which may have a bearing on the decision to allocate a permit and which was not made available in the original application for a permit;
(c) A belief that the original criteria was incorrectly applied in the case.
11.0 Emergency Vehicles
Emergency service vehicles will be exempt from car park charges, this applies to:
u Ambulances and Ambulance cars
u Fire Fighting and support vehicles
u Police vehicles
u Crown / service vehicles
u Other official vehicles to be agreed
Appropriate ID must be displayed at all times.

12.0 Sports Centre Parking and Visiting Sports Teams
Please see Appendix 6 for full details contained within the Visitor and Contractor Parking policy.
13.0 Car Sharing 13.1 Introduction
Car sharing is defined for the purposes of this policy as:
u Two or more staff who are on the University’s Payroll or employed directly by the University, as sharing a vehicle to travel from home to the workplace and are both accepted for a Car Park Access Permit through the application/criteria process.
Car Sharing is not defined for the purposes of this policy as:
u A University staff member sharing a journey from home to the workplace with a spouse, partner or person, from another organisation
u A University staff member giving a lift to another colleague who is not registered as a car driver on the car parking database. Whilst this is encouraged under the
University’s Travel Plan this situation will not afford the same benefits as the defined car sharing situation. The proposed driver will still have to undertake the permit application process and will be charged the full price of car parking charges relating to their salary. Informal sharing of costs should be agreed between parties.
Please note both car sharers have to agree to be on the same payment method for car parking i.e. both on Pay and Display, both on deductions from monthly salary or salary sacrifice. If you have opted to pay for your car parking charges through salary sacrifice and your car share partner leaves the University (or the car share arrangement
terminates for some other reason), you would be eligible for a single permit . However, your method of payment would need to revert to either Pay and Display or deduction from net pay until the next permit period.
The University recognises that such a scheme can play a vital role in reducing the amount of on site parking needed during the University’s capital project and campus consolidation project.
Car sharing will only work for members of staff who work very similar hours/shifts or who have a degree of flexibility in their start and finish times.
13.2 Terms and Conditions of Formal Car Sharing
All car sharers must adhere to the terms and conditions outlined below; the Travel Plan Manager reserves the right to terminate the scheme at any time.
1. A minimum of two current valid permit holders must exchange their permits for a transferable Car Share Permit. It is your responsibility to make sure that you can car share regularly and the shared permit is transferred between vehicles as necessary. If circumstances change and it is not possible to car share with your designated car
share partner/s, the service can be revoked and you will be issued with an individual car parking permit in your own right.
2. The car share group may have more than two members, however only ONE vehicle is allowed to park on site at any time. The car share permit MUST be displayed in the on site vehicle at all times. If on any given day, two or more vehicles are needed for work purposes it is the responsibility of the car sharers to find private parking for the other vehicle/s off campus.
3. It is the intention to introduce priority spacing for car sharers. Once introduced, any vehicle parking in a car share space and NOT displaying a valid Car Share permit will be issued a Parking Charge Notice and a fee will be payable.
4. A finite number of priority car sharing spaces will be introduced and each car share arrangement is not guaranteed a priority space. If a car share priority space is not available, car sharers should park in any available staff car parking space within their designated car park.
5. A Car Share permit does not guarantee a parking space. The permit will only entitle you to bring your vehicle on site for you to look for an available staff parking space.
6. Should the car share group fall below the minimum of two members, the car share permit will become invalid and must be returned to the MMU Travel Team without delay.
7. Car Share permits do have an expiry date and all information will be revalidated at this time.
8. If a car sharer leaves the University or is unable to continue car sharing for whatever reason, it is up to that person to notify the MMU Travel Team, and failure to do so may result in car parking access being denied. The MMU Travel Team will help to try and find another suitable car share partner.
9. If there are only two people within your car share group and any member of that group suspends or cancels payments for what ever reason e.g. long term sickness, the car share arrangement will be terminated at that time, unless a suitable new car sharer can be found.
13.3 Incentives
1. If a car sharing group contains only two people, they will be entitled to a 50%
reduction each to their current car parking charge. If a car sharing group contains 3 or more valid permit holders, each member of the car share arrangement will receive a 66% reduction each to their car parking charge.
2. People who enter into a car sharing arrangement under the terms and conditions outlined above will be eligible to use priority car sharing parking space, subject to availability.
Please Note: If a member of the car sharing group leaves this will affect each member’s car parking payment and the MMU Travel Team should be contacted immediately. The

MMU Travel Team reserves the right to reclaim any car parking payments owed if they are not notified of a change in car sharing arrangements.

14.0 Motorcycles
Motorcycles are required to park in the designated motorcycle areas wherever they are provided. Designated motorcycle parking is provided in the following areas:
14.1 All Saints Campus
u Salutation car park – 6 spaces
u John Dalton car park – 10 spaces
Motorcyclists do not need to apply for a parking permit and no charge will be made for parking motorcycles and mopeds on campus. The exception to this rule is four wheeled motorcycles that require a full parking bay. The normal Pay and Display tariff or salary graded payments will apply along with the assessment of the car parking application on the set criteria.
15.0 Bicycle Parking
Cycle parking is provided to staff, students and visitors free of charge across all campus sites.

16.0 Delivery Vehicles
Delivery vehicles are permitted on any University campus or car park to carryout deliveries free of charge without the need for a Car Park Access Permit. Delivery vehicles have a maximum of 15 minutes to unload and carry out deliveries.
Access for delivery vehicles will be via prior arrangements with each campus’s Facilities Manager or through the car parking barrier intercom.
Delivery vehicles requiring to remain on campus, longer than the permitted 15 minutes should contact the MMU Travel Team or the contacts contained within Table 1 of the Visitor and Contractor Parking Policy, Appendix 6 and be issued with a temporary contractor permit, dated for the duration of their deliveries on campus. No charge will be levied for the Temporary Contractor permit, subject to review.
17.0 Hire Cars
There are no charges for parking a hire car on campus, provided the vehicle is parked in one of the 6 designated Hire Car parking bays at Didsbury or one of the 3 designated Hire Car parking bays at Elizabeth Gaskell campus (please see Appendix 3 for location of designated Hire Car parking bays). A Hire Car Parking Permit should be collected from either Elizabeth Gaskell reception ext 1391 or from the Lodge at Didsbury Campus ext 2230.
Please note that there are no designated Hire Car parking bays at other campuses. Hire cars parked on other MMU campuses must display a valid MMU visitor's parking permit and Pay and Display at a rate of 30p per hr or £2.30 per day for the duration on campus.
Please consult Table 1 of the Visitor and Contractor Parking Policy, Appendix 6 for contact details to obtain a visitors permit (subject to availability) at each campus.
18.0 Development and Review
The policy has been developed through a process of lengthy and detailed consultation with staff, students, trade unions and other stakeholders. The concerns and needs of all stakeholders have been accommodated as far as possible within the constraints
imposed by both local and central government planning policy and guidance.
As a consequence, the original policy for issuing staff permits has been altered significantly, to allow the equitable distribution of permits through a points based scoring system which takes into account both work and social related issues.
There is no easy or ‘quick fix ’ solution to the University’s access and parking problems and this procedure will be subject to a continued process of monitoring and review. The policy will be revised as necessary to take account of changes in circumstances,
including accessibility by public transport, site re-development and the available supply and demand for car parking spaces.
The policy will be continually reviewed in consultation with Trade Unions, the Students Union and other stakeholder groups.
19.0 Equality Impact Assessment
The University’s Car Parking Policy will undergo a full Equality Impact Assessment every year, that the policy is reviewed and significant changes made to the permit allocation Criteria. This will ensure that the Policy is not discriminative to minority groups.

Terms and Conditions of Access Permit and Car Park Usage for Staff
PLEASE NOTE: Your permit does not guarantee a parking space. The permit only entitles you to bring your vehicle on site for you to look for an available designated parking space.
Car Park Conditions of Use
1. Vehicles must be parked clearly displaying a valid permit AND a valid Pay and Display ticket or a valid pre-paid permit.
2) Vehicles must be parked wholly within a designated bay, so as not to restrict access to adjoining bays.
3) The appropriate car parking charges must be paid for the full duration of stay.
4) Vehicles left in a disabled bay must be parked clearly displaying a valid disabled badge.
5) Vehicles must not be parked in areas reserved for emergency vehicles, fire exits or no parking areas.
6) Vehicles must not be parked on yellow lines or in cross hatched areas.
7) Vehicles must not be parked so as to cause obstruction or inconvenience to others.
These conditions will also be clearly set out on signs within the car parks. By entering the car park and parking your car you are deemed to agree to these conditions, and the charges set out below, and have contracted to be legally bound by them.
Car Park Charges for Staff with Pay and Display Permits
Charging is applicable on all car parks between 07.00am – 5.00pm, Monday to Friday (some site may have local arrangements to finish charging slightly earlier by between 15-30 minutes). Staff will be made aware of these local arrangements. After these times, parking will be free subject to access.
No charges will be applicable outside of these times and on a Saturday and Sunday or Bank Holidays.
The Pay and Display machines do not give change.
Pay and Display charges are 30 pence per hour (or part hour) with a maximum charge of
£2.30 per day. Tickets can also be purchased for 2, 3, 4 days, a weekly Pay and Display ticket will also be available.
Compliance Checks
To protect the interests of all permit holders; the car parks will be patrolled daily to ensure all permit holders are being inconvenienced as little as possible by drivers who
are not complying with the Terms & Conditions of the parking policy. This is to ensure safety, fairness and equity for all.
The patrols will be carried out by specialist car park operators on behalf of MMU.
The Car Parking Partnership is an organisation who operates many University Car Parks successfully e.g. Keele University. As a member of the British Parking Association it is obliged to abide by the British Car Parking Association’s Code Of Practice.
Anyone failing to comply with these conditions agrees to pay an additional parking charge of £70 within 28 days, reduced to £35 if paid within 14 days. A parking charge notice to this effect will be issued to you.

If a civil parking notice is issued and is not paid in the allotted time, the vehicle keeper details will be obtained from the DVLA, which will result in further action being taken to recover the additional parking charge.
If a civil parking notice is not paid within the allotted time (and is not subject to a valid appeal), the access permit will be temporarily suspended and access to the car parks denied until the charge is paid.
Note: Monthly salary deductions will continue to apply throughout the permit suspension period.
Should a permit holder receive three parking charge notices within any 12 month period, they will lose the right to apply for a permit within the next permit application period.
Appeal of Parking Charge Notices
Appeals against parking charge notices must be directed to the Car Parking Partnership, not to the University.
Representations can only be received in writing, either to the Car Parking Partnership website www.carparkingpartnership.co.uk,
or by registered mail to the Car Parking Partnership address:

When an appeal is received, the notice is held at its current amount until a response is made to the person making the appeal.
26 Car Parking and Permit Allocation Policy
If your appeal is denied, you will be sent a letter giving the reasons for the denial and a period of 14 days in which to settle the notice at its then, current outstanding amount (i.e. the rate it was at when the appeal was received).
There is a new 2nd level (Oct 2012) independent appeals service called POPLA which can only be accessed after you have appealed in the first instance to Car Parking Partnership. If you would like further information please go to

General Rules
The University reserves the right to withdraw permits, to update these rules as necessary or to change the area where car parking is allowed.
The University accepts no responsibility for vehicles or their contents in the car parks.
Permit Rules
u Permits may only be used for the cars registered. N.B. The registration number indicated on the permit.
u Permit holders must inform the MMU Travel Team of any changes to their circumstances or their car registration details immediately. Failure to do so may result in the revocation of your permit.
u Parking permits are not transferable to any other person.
u Parking permits should not be amended, copied or reproduced.
u Parking Permits remain the property of the University. They must be returned to the MMU Travel Team on termination of service at the University.
u Verbal or physical abuse of personnel from the MMU Travel Team or third party Enforcement company will not be tolerated and may lead to the withdrawal of your Car Park Access Permit and your ability to park on any MMU campus car park.
The new process will come into force at the start of January each year. Permits are valid until 31st Dec each calendar year. Your permit will be sent to your home address before this date and your staff ID card will automatically be activated for use on the barriers.
Current permits will expire on 31st December each year.
Charging will also begin on the 1st January each calendar year and you should have chosen method of payment at application.

Q. How can I pay for Car Parking?
A. There are 2 options of payment. One way is to have your salary pay deducted
according to your pay grade, as outlined in the following table.

This payment option allows straightforward monthly deduction from pay but without any tax or national insurance advantages.
Staff will need to agree to the terms and conditions to consent to a deduction being made from their salary during the permit application process.
You will also be invited to join a ‘salary sacrifice’ scheme which will reduce
payments further. This involves accepting a reduction in salary in return for the car parking benefit
Savings on national insurance and tax can be gained by opting into the scheme.
Stringent rules operate on salary sacrifice schemes, particularly in relation to the ability to suspend payment or leave the scheme. Additionally there can be an impact on pension entitlement at retirement.

The second option of payment is to use ‘on-site’ Pay and Display machines at 30p per hour and a maximum of £2.30 a day. Ticket machines are located in all car parks.
Permit holders must display both their MMU Car Park Access Permit and a valid Pay and Display ticket when using the car park.
Tickets are NOT transferable between vehicles but are transferable between
campuses for any given day for which a valid ticket is purchased. The University will review tariffs annually.
All car park users must be accepted for a permit in order to access the car parks on a Pay and Display basis. A permit does not guarantee a parking space.
Q. What if I am rejected for a permit and I wish to appeal?
A. You can appeal via the appeals process. You will be notified how to lodge an appeal if you are notified your application has been unsuccessful.
Q. Why do I need to specify a preferred car park in my application?
A. To enable the MMU Travel Team to take account of your preference when evaluating the application form, subject to available supply and demand for car parking in your preferred location.
Q. Why can I not specify several car parks?
A. You have this option if your work requires you to have a ‘Multi-site permit in order for you to carryout your academic or operational duties. This applies to multi site visits between campuses.
Q. Will I need a permit for a motor bike or cycle?
A. No we will be providing designated areas on site for motor bikes and cycles. The exception to this is four wheeled motorcycles. Please see Section 11.0 for further details
Q. When will I hear whether my application has been successful?
A. The MMU Travel Team will advise you by letter or email within 6 weeks of the application window shutting.
Q. When are car parks open?
A. Car parks are accessible when buildings are open. This can vary from site to site.
Q. I am disabled but do not have a Blue Badge. How is this to be dealt with?
A. Some members of staff may not be Blue Badge holders but still have recognised mobility impairments that make travelling by car essential. If individuals believe this is the case, they should indicate this in the comments section of the application form.
Individuals will be required to produce medical evidence to support their application.
In this instance, staff should obtain a letter from their own doctor stating the medical reason that they require a Car Park Access Permit and are unable to use public transport. A maximum of £20 can be reclaimed to cover any cost incurred in providing this evidence.
Staff who are granted a permit through the permanent or temporary mobility criteria are however unable to park in designated disabled parking bays and the MMU Travel Team or Security are unfortunately unable to reserve parking bays close to a staff members place of work.
All reasonable requests to support staff with temporary or permanent mobility issues will be considered.
Q. What if I have caring responsibilities?
A. For staff with principal caring responsibilities for a spouse or relative and who require a Car Park Access Permit because they drive their dependent to day care or schools etc. on the way to work will be accessed through the permit allocation
criteria. These applicants should indicate their status on the comments section of the application form and attach a separate sheet with the details of their responsibilities.
It is up to the applicant to provide as much information as possible in order that they can be fairly assessed.

1 Introduction
The purpose of this policy is to ensure a sensible allocation of the limited number of visitor’s car parking spaces at each of the seven campuses. Available spaces at each campus are indicated below in Table 1, which also includes contact information details for booking visitor’s car parking spaces, permit distribution locations and a description of the location of visitor’s car parking spaces.
