Schematic Design Narrative

Project: Missouri State University Precision Agriculture Educational Building MSU Project Number: 220804-009

Date: October 29, 2021

The Precision Agriculture Education Building project consists of a new facility at the William H. Darr College of Agriculture for the study of equipment and technology integrated within the field of agriculture.Located on Missouri State University’s Darr Agricultural Campus, the new facility accommodates classrooms, faculty offices, a resource room, a computer lab and a multi-bay shop space including welding, woodworking equipment and associated tool storage. Outdoor equipment storage will also be provided adjacent to the new facility.

Site:

The new facility will be sited on an existing pasture south of Journagan Drive and east of the parking lot for Pinegar Arena. The building will utilize both the existing Pinegar parking lot and a new parking lot to be constructed east of the building along Journagan Drive for the Small Animal Educational Center. The building will match the angle and property setback established by the Pinegar Arena while also being located north of the established floodplain. A covered equipment storage area will be provided at the southwest corner of the building that will be secured with a wood fence and gates.

Building Structure:

Pre-engineered metal building system, concrete floor slab and foundations per the geotechnical report.

*In the current construction market, pre-engineered metal building systems have a current lead time of 8- 12 months with substantial increases in construction costs.

Building Envelope:

Roof: Prefinished standing seam metal roofing will be installed over roof insulation over pre-engineered metal building structure. The roof will be drained with perimeter gutters and downspouts.

Exterior Walls: Exterior walls will be constructed of insulated metal wall panels with concealed fasteners provided by the pre-engineered metal building manufacturer. A polycarbonate vertical translucent glazing system with be provided in the shop area for natural daylight. Decorative metal panels will be used to highlight the entrances to the building.

• Public Entrances (East and West): Heavy duty, colored anodized aluminum doors with ADA compliant push button operators and security cameras.

• Shop Entrance (East and West): Heavy-duty bi-fold doors will provide vehicular and equipment access to the shop area. Doors will be positioned so equipment can drive-thru the building.

Glazing:

• Window walls: Anodized aluminum thermally broken curtainwall and storefront with 1” tinted insulated glass.

• Windows: Colored anodized aluminum thermally broken windows with 1” tinted insulated glass.

Darr Agricultural Center Missouri State University Springfield, Missouri INTRODUCTION & PROJECT SCOPE

This memorandum is intended to detail our interpretation and understanding of the needs and desires related to the scope of site infrastructure improvements for the above referenced project at the Darr Agricultural Center in Springfield, Missouri. This area is currently an open field utilized for animal and livestock use.

SITE DEVELOPMENT CONSIDERATIONS

A livestock fence that currently secures animals on site will need to be adjusted to determine the necessary reuse of the area for livestock. In addition parking and the proximity to the Arena lot were considerations in the location of the two buildings. Lastly the site has a rain water catchment system south of the existing parking lot that is utilized for water needs on site.

UTILITY AND STORM WATER INFRATRUCTURE RELOCATION AND ADJUSTMENT

Sanitary Sewer

Sanitary sewer service is available at this location. The sewer is shallow and will need to be evaluated for capacity. Some improvements or upgrades may need to be made in order to serve the proposed

development. The current plan for the most economical route is to connect to the sanitary service for

the magnet elementary school being constructed on the Darr Agricultural Campus. A proposed route is

shown in dashed green.

Water & Gas Main

Currently Water does exist along the entry roadway into the Darr Agricultural Center, the primary access to water comes from a large CU Main along Kansas Expressway. With Fire Service anticipated for these facilities it is anticipated that a water main extension will need to take place from Kansas Expressway to meet the water needs for the project.

Gas exists along the entry roadway as well on the north side of the road from Kansas Expressway to the arena. It is not expected that the project will require and upgrade to the gas utility.

Electric

Electric Service is on site and it is believed that a new transformer will need to be set, to serve the project.

Stormwater

Stormwater detention will also need to be addressed for any additional impervious surface that is added

to the campus. It appears that and additional 16,200 square feet of impervious will be added based upon

the current site plan. It is anticipated that the storm sewer detention will be above ground. This location

would require the storm water from the new parking lots to be conveyed to the detention basin, through

an sheet flow drainage. The storm system will then discharge into the open channel that runs to the east

of the proposed site. The map below is form the city of Springfield GIS, it shows that storm facilities in the

area, with channels in green, and the floodplain illustrated in blue.

PARKING NEEDS

Parking needs for the site where reviewed and it anticipated that approximately 47 spaces will be needed to accommodate the needs of the facilities, 36 are provided in the new parking lot. Both buildings are located to an adjacent parking lot that allows for some overflow parking when needed.

REGULATORY CONSIDERATIONS

A State Land Disturbance permit will be required from the Missouri Department of Natural Resources (MODNR), for disturbing more than one acre of land. Once approval of the project is secured this permit can be issued immediately via the MODNR website. A construction permit may possibly be required from the Water Pollution Control Branch and the Public Drinking Water Branch, each a subset of the Water Protection Program of the MODNR, for the required relocation of water and sewer lines, respectively.

Each of these permits is issued administratively, each with an expected turn-around of three to six weeks once approval is secured from the “continuing authority” (City). Once preliminary plans are prepared, each of those MODNR offices will be notified so jurisdiction and permitting requirements can be confirmed.

This site is not known to contain any traditionally navigable waterways, relatively permanent waterways, or waterways or wetlands which have a significant nexus to those waterways (collectively “waters of the United States”) as defined by the Clean Water Act. Therefore, the site does not appear subject to the joint jurisdiction or permitting of the U.S. Environmental Protection Agency and U.S. Army Corp of Engineers in terms of “Section 10” and “Section 404” compliance.

A storm water pollutant prevention plan (SWPPP) will need to be formulated and submitted to the City of Springfield for approval.

Structural Systems Narrative Date: October 29, 2021

Basic structural systems for the various parts of the project are outlined below:

Foundations:

For this project, we anticipate using conventional shallow foundations bearing on native undisturbed soils or engineered fill material. Slab on grade construction for the service bays will likely be 6 inches thick to provide resilience to heavy equipment traffic. Slab on grade construction for the remaining area is anticipated to be 4 inches thick.

Thrust loading from building columns will be resolved into the slabs on grade using concrete reinforcing hairpins. All building columns are anticipated to bear at finish floor slab elevation.

Framing:

The primary framing for the structure will consist of pre-engineered metal building (PEMB). We anticipate that the exterior cladding will largely be insulated PEMB wall paneling, however we understand that there will be areas with curtainwall glazing and polycarbonate panels. It will be necessary to coordinate these alternate facades with the PEMB provider to ensure that attachment framing is provided at the desired locations.

Lateral resistance for the structure will be PEMB mainframes in the transverse direction. We anticipate PEMB rod bracing in select bays to be used to resist lateral loads in the longitudinal direction.

The exterior lean-to shed framing and inset entry doors will generate more uplift loading from wind than is typically observed in standard PEMB buildings. These areas will also need to be coordinated closely with the PEMB provider to ensure adequate support structure is provided for any cladding elements outside of the PEMB scope.

The mechanical mezzanine area will be structurally independent of the PEMB system. We

anticipate this structure will be constructed of plywood subfloor over light gauge steel joists

bearing on interior light gauge bearing walls. Lateral stability for the mezzanine will be provided

by conventional shear wall paneling attached to the bearing walls. Access to the mezzanine will

be provided by a steel access ladder attached to the side of the mezzanine wall.

CHAPTER 4 – SPECIAL DETAILED REQUIREMENTS BASED ON USE AND OCCUPANCY Section 414, Hazardous Materials.

[F] 414.1 General. The provisions of Sections 414.1 through 414.7 shall apply to buildings and structures occupied for the manufacturing, processing, dispensing, use or storage of hazardous materials.

[F] 414.2.1 Construction requirements. Control areas shall be separated from each other by fire barriers constructed in accordance with Section 707 or horizontal assemblies constructed in accordance with Section 711, or both.

[F] Table 414.2.2 Design and Number of Control Areas:

Floor Level 1: 100% of the maximum allowable quantity per control area.

4 areas allowed.

1 hour fire barrier required.

[F] 414.2.4 Fire-resistance-rating requirements. The floor assembly of the control area and the construction supporting the floor of the control area shall have a fire-resistance rating of not less than 2 hours.

1. The building is equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1; and

2. The building is three or fewer stories above grade plane.

[F] 414.3 Ventilation. Rooms, areas or spaces of Group H in which explosive, corrosive, combustible, flammable or highly toxic dusts, mists, fumes, vapors or gases are or may be emitted due to the processing, use, handling or storage of materials shall be mechanically ventilated as required by the IFC and the IMC.

Ducts conveying explosives or flammable vapors, fumes or dusts shall extend directly to the exterior of the building without entering other spaces. Exhaust ducts shall not extend into or through ducts and plenum.

Exception: Ducts conveying vapor or fumes having flammable constituents less than 25 percent of their lower flammable limit (LFL) are permitted to pass through other spaces.

Emissions generated at workstations shall be confined to the area in which they are generated as specified in the IFC and IMC.

A manual control for ventilation equipment required by this section shall be provided outside the room adjacent to the principal access door to the room. The switch shall be of the break-glass type and shall be labeled: BENTILATION SYSTEM EMERGENCY SHUTOFF.

[F] 414.4 Hazardous material systems. Automatic controls, where provided, shall be designed to be fail safe.

[F] 414.5.3 Emergency or standby power. Where required by the IFC or this code, such systems shall be provided with an emergency or standby power system in accordance with Chapter 27.

Exceptions: (Based on Class, see page 78.)

[F] 414.5.4 Spill control, drainage and containment. Rooms or areas occupied for the storage of solid and liquid hazardous materials shall be provided with a means to control spillage and to contain or drain off spillage and fire protection water discharged in the storage area where required in the IFC. The methods of spill control shall be in accordance with the IFC.

[F] Emergency alarms. Emergency alarms for the detection and notification of an emergency conditions in Group H occupancies shall be provided as set forth herein.

CHAPTER 5 – GENERAL BUILDING HEIGHTS AND AREAS Table 503: Allowable Building Height and Areas:

Group B, Type II-B Construction: Limitations are 55’-0”, 3 Stories, and 23,000 s.f. – Sprinklered – 69.000 s.f.

Group F-1, Type II-B Construction: Limitations are 55’-0”, 2 Stories, and 15,500 s.f. – Sprinklered – 46,500 s.f.

Section 505, Mezzanines and Equipment Platforms: Shall be considered a portion of the story below. Such mezzanines shall not contribute to either the building area or number of stories. The area of the mezzanine shall be included in determining fire area. The clear height above and below the mezzanine floor shall be not less than 7 feet.

505.2.2 Means of egress. The means of egress for mezzanines shall comply with the applicable provisions of Chapter 10.

505.2.1 Area Limitation. Mezzanines within a room shall be not greater than one-third of the floor area of the room in which they are located.

Section 505.2.3 Openness. A mezzanine shall be open and unobstructed expect for walls 42” in height, columns and posts.

Section 506, Building Area Modifications

506.2 Frontage increase. Where a building has more than 25 percent of its perimeter on a public way or open space having a width of not less than 20 feet, the frontage increase shall be determined in accordance with Equation 5-2” North elevation of building along street is less than 25% of its perimeter.

506.3 Automatic sprinkler system increase. Where a building is equipped throughout with an approved automatic sprinkler system in accordance with Section 903.1.1, the building area limitation in Table 503 is permitted to be increased by an additional 300 % percent for buildings with no more than one story above grade plane. These increases are permitted in addition to the height and story increases in accordance with Section 504.2.

Section 508.2 Accessory occupancies. Accessory occupancies are those occupancies that are ancillary to the main occupancy of the building or portion thereof. Accessory occupancies shall comply with the provisions of Sections 508.2.1 through 508.2.4.

508.2.1 Area limitations. Aggregate accessory occupancies shall not occupy more than 10 percent of the building area of the story in which they are located and shall not exceed the tabular values in Table 503, without building area increases in accordance with Section 506 for such accessory occupancies.

508.2.2 Occupancy classification. Accessory occupancies shall be individually classified in accordance with Section 302.1. The requirements of this code shall apply to each portion of the building based on the occupancy classification of that space.

508.2.4 Separation of occupancies. No separation is required between accessory occupancies and the main occupancy.

508.3 Nonseparated occupancies. Buildings or portions of buildings that comply with the provisions of this section shall be considered as nonseparated occupancies.

508.3.1 Occupancy Classification. Nonseparated occupancies shall be individually classified in accordance with Section 302.1. The requirements of this code shall apply to each portion of the building based on he occupancy classification of that space. In addition, the most restrictive provisions of Chapter 9 which apply to the nonseparated occupancies shall apply to the total nonseparated occupancy area.

508.3.2 Allowable building area and height. The allowable building area and height of the building or portion thereof shall be based on the most restrictive allowances for the occupancy groups under consideration for the type of construction of the building in accordance with Section 503.1. (Group F-1).

508.3.3 Separation. No separation is required between nonseparated occupancies.

508.4.4 Separation. Individual occupancies shall be separated from adjacent occupancies accordance with Table 508.4 F-1 & B: No separation requirement.

Section 603.1. Combustible materials shall be permitted in buildings of Type I or II construction in the following applications and in accordance with Sections 603.1.1 through 603.1.3:

1. Fire-retardant-treated wood shall be permitted in:

1.1. Nonbearing partitions where the required fire- resistance rating is 2 hours or less.

1.2. Nonbearing exterior walls where fire-resistance rated construction is not required.

1.3 Roof construction, including girders, trusses, framing and decking.

CHAPTER 7 – FIRE AND SMOKE PROTECTION

705.2.1 Type I and II construction. Projections from walls of Type 1 or II construction shall be of noncombustible materials as allowed by Sections 1406.3 and 1406.4.

705.3 Buildings on the same lot. Where a new building is to be erected on the same lot as an existing building, the location of he assumed imaginary line with relation to the existing building shall be such that the exterior wall and opening protection of the existing building meet the criteria as set forth in Sections 705.5 and 705.8.

Exception: Two or more buildings on the same lot shall either be regulated as separate buildings or shall be considered as portions of one building if the aggregate area of such building is within the limits specified in Chapter 5 for a single building. Where the buildings contain different occupancy groups or are of different types of construction, the area shall be that allowed from the most restrictive occupancy or construction.

705.8.1 Allowable area of openings. The maximum area of unprotected and protected openings permitted in an exterior wall in any story of a building shall not exceed the percentages specified in Table 705.8.

Exceptions:

1. Buildings whose exterior bearing walls, exterior nonbearing walls and exterior primary structural frame are not required to be fire-resistance rated shall be permitted to have unlimited unprotected openings.

Where exterior walls serve as a party of a required fire-resistance rated separation, such walls shall comply with the requirements of Section 705 for exterior walls and the fire-resistance rated enclosure or separation requirement shall not apply.

707.5 Continuity. Fire barriers shall extend from the top of the foundation or floor/ceiling assembly below the underside of the floor or roof sheathing, slab or deck above and shall be securely attached thereto.

Such fire barriers shall be continuous through concealed space, such as the space above a suspended ceiling. Joints and voids at intersections shall comply with Sections 707.8 and 707.9.

707.5.1 Supporting construction. The supporting construction for a fire barrier shall be protected to afford the required fire-resistance rating of the fire barrier supported. Hollow vertical spaces within a fire barrier shall be fire blocked in accordance with Section 718/.2 at every floor level.

Exceptions.

1. Supporting construction for 1-hour fire barriers required by Table 509 in buildings of Type IIB construction is not required to be fire-resistance rated unless required by other sections of this code.

707.6 Openings. Openings in a fire barrier shall be protected in accordance with Section 716..

Openings shall be limited to a maximum aggregate width of 25% of the length of the wall, and the maximum area of any single opening shall not exceed 156 sq. ft.

708 Fire Partitions

708.1 General. The following wall assemblies comply with this section.

708.4 Continuity. Fire partitions shall extend from the top of the foundation or floor/ceiling assembly below to the underside of the floor or roof sheathing, slab or deck above or to the fire- resistance rated floor/ceiling or roof/ceiling assembly above, and shall be securely attached thereto.

Exceptions:

3. Here the corridor ceiling is constructed as required for the corridor walls, the walls shall be permitted to terminate at the upper membrane of such ceiling assembly.

708.6 Openings. Openings in a fire partition shall be protected in accordance with Section 716.

Section 711, Horizontal Assemblies

711.3 Fire-resistance rating. The fire-resistance rating of floor and roof assemblies shall not less be less than that required by the building type of construction. Where the floor assembly separates a single occupancy into different fire areas, the assembly shall have a fire-resistance rating of not less than that required by Section 707.3.10

CHAPTER 8 – INTERIOR FINISHES 803 Wall and Ceiling Finishes.

CHAPTER 9 – FIRE PROTECTION SYSTEMS

903.2.4 Group F-1: An automatic sprinkler system shall be provided for Group F-1 occupancies where one of the following exists:

1. A group F-1 fire area exceeds 12,000 square feet.

1005.5 Distribution of egress capacity. Where more than one exit, or access to more than one exit, is required, the means of egress shall be configured such that the loss of any one exit, or access to one exit, shall not reduce the available capacity to less than 50 percent of the required capacity.

1005.7.1 Doors. Doors, when fully opened, shall not reduce the required width by more than 7”.

1005.7.3 Protruding objects. Protruding object shall 1003.3.

1008.1.10 Panic and fire exit hardware. Doors serving a Group H occupancy and doors serving rooms or spaces with an occupant load of 50 or more in Group A or E occupancy shall not be provide with a latch or lock unless it is panic hardware or fire exit hardware.

1015.1 Exit and exit access doorways from spaces: Two exits or exit access doorways from any space shall be provide where one of the following conditions exist:

1. The occupant load of the space exceeds one of the values in Table 1015.1. – 49 occupants 2. The common path of egress travel exceeds one of the limitations of Section 1014.3.

3. Where required by Section 1015.3, 1015.4, 1015.5, or 1015.6.

Three exits or exit access doorways shall be provided from any space with an occupant load of 501 to 1,000. Four exists or exit access doorways shall be provided from any space with an occupant load greater than 1,000.

1015.2.1 Two exits or exit access doorways. Where two exits or exit access doorways are required from any portion of the exit access, the exit doors or exit access doorways shall be placed a distance apart equal to not less than one-half of the length of the maximum overall diagonal dimension of the building or area to be served measured in a straight line between exist doors or exit access doorways.
