Expression of Interests (EOI) are invited from reputed firms/company having vast experience in website/portal development, hosting and providing dedicated servers in cloud/locally for hosting different web applications of RASHTRIYAMADHYAMIKSIKSHAABHIJAN,ASSAM.

Interested firms may submit their EOI affixing Court fees Rs.8.25 with following information: 1. Particulars of the Firm/Company with proper address and profile.

2. Details of services to be offered to RMSA-Assam.

3. Minimum 5 years of experience in executing similar work. 4. Cost for server space, maintenance and service cost.

5. Bank draft of Rs. 1000/- (One thousand) only for document fees in favour of MD, RMSA, Assam, Kahilipara.

6. Bank draft of Rs. 20,000/- (twenty thousand) only as Earnest money deposit (EMD) in favour of MD, RMSA, Assam, Kahilipara.

7. Any other information, which may be useful in the process of evolution.

The interested firm/company may download the objectives, scope of work and details of EOI from www.rmsaassam.in

The last date of receipt of the EOI is on 17th October 2015. EOI received after 3:00 PM of 17th October 2015 due to postal delay or any other reason will not be entertained. EOIs may be addressed to the Mission Director, RMSA, Assam, SEIMAT Building (SSA Campus), Kahilipara, Guwahati – 781019.

Agency/Authority RASHTRIYA MADHYAMIK SIKSHA ABHIJAN, ASSAM: Rashtriya Madhyamik Shiksha Abhijan (RMSA) is launched by the Department of School Education and Literacy of the Ministry of Human Resource Development (MHRD), Government of India The vision of the RMSA is to make good quality secondary education available, accessible and affordable to all young persons in the age group of 14-18 years. To realize this vision, various activities under RMSA, Assam are being undertaken at the school level.

Objectives  To host all web applications of RMSA, Assam.  To have a highly secure dedicated server.  Online school monitoring and management.  Schools Information Systems.

 Online monitoring of civil work progress.  Employee database system

Scope of Work 1. Service provider should provide a dedicated server with minimum 4GB RAM, 500GB storage, monthly bandwidth requirement 5TB, processor i7 (2nd generation) or equivalent.

2. Server must be powered by Windows server 2008/higher. 3. Microsoft SQL server with minimum 10 GB storage

incremental storage of upto 100GB.

4. Oracle 11g R2 server with minimum 10 GB storage incremental upto 100 GB.

APPENDIX 2 - ENCLOSURES

List of Documents to be attached with the Application Form

1. Document fees and Earnest Money (EMD) as per the E.O.I. notice (in the form of Bank Draft in favour of Mission Director, RMSA, Assam) Name of the Bank, No. and date of Bank Draft.

2. Affidavit duly attested by Notary Public/1st class Magistrate for provide server and technical support to RMSA, Assam as per contract documents.

3. Self attested photocopy of TAN Card/registered document, if applicable.

4. Affidavit duly attested by Notary Public/1st Class Magistrate to the effect that the bidder was neither black listed by Centre/any State Govt. or any Board/Corporation, nor had the bidder done any Govt. work un-authorisedly.

APPENDIX 3 - TERMS AND CONDITIONS

TERMS AND CONDITIONS FOR PROVIDING SERVER AND TECHNICAL SUPPORT TO R.M.S.A.- ASSAM. 1. Expression of Interest under sealed cover with court fees of Rs. 8.25 is invited from registered

Govt or Private Agencies/Companies/Societies who have the well expert to work on Webhosting and Server. The application should reach in the O/o Mission Director, Rashtriya Madhayamik Siksha Abhijan (RMSA), Assam, SIEMAT building, SSA Campus, Kahilipara, Guwahati - 19 by 3:00 P.M. on 17th October 2015and the same will be opened on the same day at 4:00 P.M. in the office of Mission Director, RMSA, Assam, SIEMAT building, SSA Campus, Kahilipara, Guwahati - 19. Applicants/ authorized representative of the agency/ organisation may be present at the time of opening the EOI in SMO, RMSA.

2. The successful bidder should be signing a contract with RMSA, Assam.

3. The service of the bidder will be count from the date of signed contract and within ten days bidder should be provided the required space and necessary support.

4. Minimum annual turnover Rs 25.00 (twenty five) lakhs only per annum for last 3 years in the activities.

5. Each application should be accompanied with document fees and EMD as mentioned in the EOI in the form of Bank Draft in favour of the Mission Director, RMSA, Assam, SIEMAT building, SSA Campus, Kahilipara, Guwahati - 19 (Payable at Guwahati). Earnest money in cash or by cheque will not be accepted.

6. The rates should be quoted including all kind of taxes.

7. In case of successful bidder the amount of earnest money would be converted into security deposit which would only be refunded after the successful performance of contract. In addition to it, the firm shall submit a bank guarantee equivalent to 5% of the contract amount assigned to him/ them within a week of signing the contract and in case of failure to perform the contract that amount of Bank guarantee shall be forfeited along with the security money by the State Mission.

8. EOI once accepted shall not be allowed to be withdrawn, altered or cancelled in part or as whole. In case of any default the earnest money shall be forfeited and in that situation the decision of the Mission Director, RMSA, Assam, shall be final.

9. The Mission Director, RMSA, Assam, reserves the right to withdraw the work in part or in whole, in case of serious default on the part of the organization /unforeseen reasons, after signing the contract.

10. The security will be released on receipt of bill alongwith all delivery vouchers and other documents after the successful performance of the contract.

11. The decision of allotting the work shall vest with the Mission Director, RMSA, Assam. If the assignment as per schedule is not imparted, the earnest money will be forfeited by the Mission Director, RMSA, Assam.

12. Any violation of any terms and conditions of the contract agreement duly executed between the parties would result in forfeiture of security and Bank guarantee alongwith cancellation of contract in addition to other panel action as per the provisions of criminal/civil law.

13. Any dispute arising out of the contract, which cannot be amicably settled between the two parties, shall be settled the Secretary to the GoA, Education (Secondary) Department, Dispur, Assam as the sole arbitrator.

15. The certificate/documents signed by duly authorized signatory of the organization shall be accepted only.

16. Terms and conditions of the projects may be altered by MD, RMSA at any stage of the project after negotiating with the bidders.

17. Mode of payment shall be decided before confirming the work order by agreement in writing. 18. Application shall be accompanied with the following certificates:-

“Certified that I/we have read the above Terms and Conditions carefully and undertake to abide by them faithfully, it is further certified that I/we shall provide Server Space with full security and technical support if allotted to me/us within the stipulated period.”
