Section I

Invitation for

Expression of Interest for Empanelment

Of Film Producer/Film Production Agency

1. Mission Director, SSA, Assam invites Expression of Interest from Film Production Companies/Film Producers for production of TV serial on RTE

2. Interested Agencies may obtain further information from the office of the Mission Director, Axom Sarba Siksha Abhiyan Mission, Kahilipara, Guwahati 19, Assam. Phone No. – 0361- 2380481, 2383803/ Fax : 0361- 2380134, /E-mail : ssaassam@sify.com & ssaassam@rediff.com.

3. A complete set of documents may be purchased by an interested eligible Company/film Producer on submission of a written application to the above and upon payment of a non-refundable fee of Rs. 1000.00 (one thousand) only in cash or by Demand Draft in favour of the Mission Director, Axom Sarba Siksha Abhiyan Mission, Kahilipara, Guwahati 19.

4. Interested Companies/Film producers agencies are required to submit the Technical and Commercial Bids in separate sealed envelopes. The Technical Bid alongwith the detailed terms and conditions will have to submit in one envelop, while the Commercial Bid will have to be furnished in the second sealed envelope. The Technical and Commercial Bid must put in the third envelop and must be dropped in the tender box in the office of the Mission Director, Axom Sarba Siksha Abhiyan Mission, Kahilipara, Guwahati -19. All the envelop must contain the EOI reference and should be addressed to the Mission Director, Axom Sarba Siksha Abhiyan Mission, Kahilipara, Guwahati-19

5. The envelope containing the Technical Bid will be opened on the specified date and time in presence of Bidders or their authorised representatives who choose to attend. In the event of the date specified for bid receipt and opening being declared as a holiday for Axom Sarba Siksha Abhiyan Mission, Assam, the due date for submission and opening of bids will be the following working day at the appointed time.

6. The summary of various activities with regard to this invitation of bids are listed in the table below:

7. The Mission Director, Axom Sarba Siksha Abhiyan Mission reserves the right to accept or reject any proposal and to annul the EOI process and reject all proposals at any time, without thereby incurring any liability to the affected Agency or Agencies, or any obligation to inform the affected Agency or Agencies of the grounds for the Purchaser’s action.

SECTION II : INSTRUCTION TO AGENCIES

A. INTRODUCTION

1. Eligible Agency

1.1 This Invitation for Expression of Interest (EOI) is open only to reputed Film Production Companies/Film producers

having minimum annual turnover of Rs. 10.00 Lacs in

each financial year during the last three financial years (turnover of

2009-10,2010-11,2011-12 only) from production. For purpose of annual turnover for the

financial year 2010-12, the Agency can submit CA certificate for 2010-12, if the

audited reports are not ready

.

1.2 All proposals must be accompanied by required documents and submitted on the prescribed date, at a place and time given in this document. Proposals submitted without documents will be summarily rejected.

1.3 Scope of Work :

i. Production of 30 minutes serialised episode on RTE appropriate for telecasting through Doodarshan Kendra/other electronic media.

ii. Scripts of the episodes are to cover different themes on RTE, highlighting Success stories on elementary education of different parts of the State, to be specified by the purchaser.

iii. Production includes man power all requirements, TA/DA etc. for production unit, shooting, editing & submission of film in BITA format

iv. Minimum 20 episodes will be awarded to a selected production unit/agency

B. QUALIFICATION CRITERIA

1. This Invitation for Expression of Interest (EOI) is open only to reputed Film Production Companies/Film producers

having minimum annual turnover of Rs. 10.00 Lacs in

each financial year during the last three financial years (turnover of

2009-10,2010-11,2011-12 only) from production. For purpose of annual turnover for

the financial year 2010-12, the Agency can submit CA certificate for 2010-12, if

the audited reports are not ready

.

2. The prospective film production company/producer must be empanelled by the Doordarshan Kendra Setup in the State of Assam under Prasar Bharati (Broadcasting Corporation of India, Govt. of India)

3. The Film Production Companies/Film producers must have 10 (Ten) years experience in the field of Film production within the state of Assam.

4. The Film Production Companies/Film producers must have experience of similar nature of works in any Govt. Department/Commission Programme of Doordarshan Kendra who has executed similar types of work of order value of Rs. 10.00 (Rupees Ten Lacs) only during the last three years period. The company/producer shall have to submit supporting evidence of the work.

5. The Film Production Companies/Film producers should furnish the information on all past works and satisfactory performance

6. The empanelled Agencies shall have to submit bid for advertisement for which SSA, Assam will provide a prescribed bidding document for particular/different advertisement.

7. The selected agency shall have to deposit performance security equivalent to 5% of the ordered value. The performance security shall have to submit in the form of Demand Draft from a Nationalised/ Scheduled Bank drawn in favour of Mission Director, Axom Sarba Siksha Abhiyan Mission, payable at Guwahati

8. . All bids submitted shall also include the following information.

(i) Attested Copies of documents defining the constitution or legal status, place of registration and principal place of business etc.

(ii) The Film Production Companies/Film producers should furnish a brief write-up, backed with adequate data, explaining his available capacity and experiences.

(iii) The Film Production Companies/Film producers should clearly confirm that all the facilities and manpower exist to execute such type of work.

(iv) Reports on financial standing of the Agency such as profit and loss statements, balance sheets and auditor’s report for the past three years, bankers certificates, etc.

(v) A certificate duly authenticated by the Competent Authority (a Gazetted Officer of the Industry, Commercial Taxes or Central Excise Deptt. for certifying the documentary evidence) of the area where the Agencies firm is located showing the capacity for execution of work.

(vi)

Self affidavit specifically certifying by the agency that the agency has the

capability to execute the order of requirement in schedule.

14.2 The inner and outer envelopes shall be:

(a) Addressed to the Purchaser at the following address: Mission Director

Axom Sarba Siksha Abhiyan Mission, Kahlipara, Guwahati- 19

(b) Bear the Name, the Invitation for Bids (IFB) title and number, and a statement “Do not open before (date and time as specified in Invitation for Bids (Section I))”.

14.3 The inner envelope shall also indicate the name and address of the Bidder to enable the bid to be returned unopened in case it is declared “late”.

14.4 If the outer envelope is not sealed and marked as required by Axom Sarba Siksha Abhiyan Mission, the Purchaser will assume no responsibility for the bid’s misplacement or premature opening.

3. Payment

1. The Film Production Companies/Film producers request (s) for payment shall be made to the Axom Sarba Siksha Abhiyan Mission in writing, accompanied by an invoice describing, as appropriate, Services performed, and by documents submitted and up-to fulfillment of other obligations stipulated in the “Contract” to be executed with the company/agency.
