OPERATIONAL EFFECTIVENESS

Today, mission commanders require greater levels of information and more rapid decision-making to deal with ever changing threats. There is also a growing need for joint forces operations and to operate in coalition with the forces of other nations. Key to these strategies are Tactical Data Links capable of gathering and managing battlefield intelligence from multiple sensors on a variety of platforms.

One of today's most advanced systems is Link 16, a digital tactical data link used by NATO and its allies. Initially used by Air Forces, Link 16 enables jam-resistant, secure data and voice communications to be shared across air, sea and land based platforms, helping forces maintain decision superiority at all times.

The Thales NMS Family of capabilities provides scalable solutions from single network, single terminal systems up to national country-wide multi-network, multi-terminal architectures, leading to a fully integrated C4I system.

Countries procuring new Link 16 fighters and surveillance aircraft need to be able to train their pilots in Link 16 use.

This can be achieved by procuring a Link 16 ground station using NMS Monitor to ensure that the network complies with frequency and bandwidth obligations, and that civilian air traffic systems utilising the same radio spectrum are not affected by military operations.

As capability develops, more Link 16 terminals can be introduced and built into a national infrastructure. With more platforms enabled, NMS Monitor and NMS Manager play a vital role in ensuring that networks are carefully monitored and managed to maintain their operational capability, as well as identifying any infringements and amending the network to stop these continuing.

Finally, full ISTAR capabilities can be achieved through integration with a Command and Control System.

NMS MONITOR

NMS Monitor enables users to set up and monitor the Link 16 network and to ensure the country complies with their FCA obligations.

NMS MONITOR − LINK 16

NETWORK SET-UP & MONITORING, FCA COMPLIANCE

NMS Monitor is designed to give an early entry Link 16 monitoring capability. NMS Monitor can be configured to purely monitor an existing network or allow users to initialise and monitor a new single or multi-terminal network. It provides excellent training opportunities for both Link 16 airborne assets and ground station operators.

Flexible and expandable, NMS Monitor allows ground station operators to monitor and record the status of each ground terminal of a Link 16 network and the squadron assets within it, as well as supporting and integrating new Link 16 platforms and users into the network.

Featuring a modern intuitive situational awareness display, NMS Monitor allows Frequency Clearance Agreement compliance monitoring, time slot utilisation monitoring and analysis, and Time Slot Duty Factor (TSDF) calculations, allowing network managers to understand how the network and participants are behaving and to identify any regulatory infringements.

NMS Monitor is fully flexible and able to meet operational needs and can be expanded seamlessly to both NMS Manager and NMS Architect functionality.

MONITOR & DYNAMIC NETWORK MANAGEMENT

NMS Manager is an operationally proven Link 16 monitoring and dynamic management tool enabling network managers to optimise the use of assets in real time during missions, as well as controlling and monitoring the peacetime Link 16 environment to avoid commercial airspace infringements.

NMS Manager enables national data link authorities to provide their tactical assets with the maximum Link 16 data exchange throughput, create flexible network plans, carry out real time analysis and updates, identify and use under-utilised capacity in the network, identify and alleviate overloaded Link 16 platforms. NMS Manager allows delivery of flexible

solutions from a single-terminal network up to a multi- terminal/multi-network infrastructure.

By optimising the data link environment, NMS Manager allows pilots to 'train as they fight' within the battlespace.
