Objective of ADA indicator

To reduce the prevalence and mitigate the negative

effects of ADA in the public sector

Report from FY2020-2021 (1)

• Work plan: all submissions in 2020-21 were scored 15% irrespective of submission date.

• only timely submission will receive the full marks in FY 2021-2022 (deadline is 30th September 2021);

• Evidence:

• many sent a lot of irrelevant evidence especially photos and lists despite guidelines on indicators;

• was to be submitted quarterly for monitoring purposes but some sent at the end of the year;

• reports lacking for sensitization- indicators were specified in the guidelines to aid reporting;

• minutes required signature to authenticate;

• labelling poor i.e title of document doesn’t correspond what’s inside

• Training:

• certificates from other consulting institutions were not recognized since NACADA is the only authorized institution providing training;

• certificates were the only evidence required for training and this released only upon completion of payment

• Policy:

• this cannot be completed without data (baseline);

• some submitted policies done in earlier years without review as per guidelines provided;

• Incomplete policy

• EAP:

• Many did not understand how a schedule for support mechanism should look like.

The same will be availed on our website.

Areas for improvement

• MDAs expected to submit online work plan then as part of evidence send costed one

• Baseline – tertiary institutions are expected to do survey of both staff and students. Tool was provided though others created their own;

references were made to outdated data with some giving background of NACADA instead of their own institutions.

• All survey findings MUST be disseminated and a report on the same done.

• Committee:

• confirmation of constitution will be done as well as crosschecking with those trained;

• At least ¾ of committee members MUST be trained;

• FY2021-2022: Online training (free); in-house training; clustered trainings available

• Evidence:

• reports should include photos and registration lists rather than sending loose photos and lists;

• more specific guidelines on reporting are available on the website

• Policy:

• tertiary institutions policy needs to address both staff and students

Level 1

It should include:

• anonymous survey of employees and students

• review of workplace data (absenteeism, healthcare utilization, disciplinary actions)

• cost of ADA at the workplace

• review of current workplace policies and practices regarding alcohol and drug use (where applicable)

• Dissemination of baseline survey to staff and students

• NB: Surveys that are five years or older will require a follow up survey

Undertake a Baseline Survey on Alcohol and Drug Abuse and disseminate findings (15%)

Establishment & training of ADA control committee (10%);

• ADA control committee should comprise of 6-12 members drawn from workers at all levels of the institution/company/organization with 50%

membership drawn from middle and upper level management.

Members should include:

Human Resources Manager

Occupational Health and Safety representative

Employee Assistance and Wellness representative

Trade union representative (where applicable)

• NB: Committee members should be in office for at least 3 years

 Train ADA control committee on Workplace Based Prevention Interventions (clustered (scheduled); in-house; online)

Development and implementation of ADA prevention workplace policy (20%);

• This describes the institution’s stand on how they will address ADA issues as per guidelines provided by NACADA (available on the

website)

• This should be informed by the findings of the baseline survey

Sensitization of staff and students (in case of educational and training institutions) on ADA (20%);

• Includes lectures/seminars and workshops as well as tailor-made information, education and communication (IEC) materials to effectively increase staff and student population awareness on ADA prevention for themselves and their families.

• At least 2 sensitizations

• Topics to be covered:

• Wellness for staff and students;

• Stress management;

• Reduction of workplace stressors specific to institution;

• Addiction and mental health disorders;

• Negative effects of alcohol and drug abuse;

• Parenting programs for drug use prevention;

• Institutions Employee Assistance Program.

Establishment of support mechanisms for employees with Substance Use Disorders (15%);

• Operationalize Employee Assistance Program and/or Employee Wellness Program as well as students’ wellness programs for management of

substance use disorders and other related issues. ( EAP reporting form provided on website)

Monitoring and Evaluation

Submit an annual work plan to NACADA by 30th September 2021 (10%)

Submit quarterly progress reports to NACADA using the prescribed format within 15 working days following the end of a quarter (10%).
