Staff requests Village Board of Trustees consideration of a Plan Commission recommendation for approval of a Conditional Use and Final Site Plan Approval to allow the operation of a drive-through use for parcel pick up, a B-3 General Service District use in the B-2 General Business District, as an accessory to an existing retail use upon the subject property.

PLAN COMMISSION DISCUSSION:

The Plan Commission considered the request for a recommendation for approval of a conditional use and final site plan review at their June 11, 2019 meeting. Staff provided an overview of the proposed drive-up use, which would allow customers to order online and drive-up to the designated area at the store to receive their orders. A GPS notification system informs Target staff when a vehicle is on-site and awaiting parcel pick-up.

The scope of work for this site addition would include converting (6) existing parking stalls near the entrance into (4) drive-up only stalls with a loading area. Additionally, there is a solar powered, internally-illuminated drive-up beacon proposed to advertise the location of the drive-up use. The illumination will be turned off after the store closes each night.

APPEARANCE COMMISSION DISCUSSION:

The Appearance Commission discussed the case at their regularly scheduled meetings on May 29, 2019 and June 12, 2019. Staff provided an overview of the proposal and the Commission offered the following comments:

 Minor changes were required to the proposed landscaping plan; and

 The Appearance Commission originally recommended the sign remain as-is and a variation should be sought for the non-conforming height of the sign. However, the applicant chose to present an altered plan at the June 12 meeting which removed the logo and thus made the sign compliant with the directional sign requirements of the Code.

Following the itemization of issues, the project received Certificate of Appropriateness from the Appearance Commission.

PLAN COMMISSION ACTION:

On June 11, 2019, Commissioner Burton made a motion, seconded by Commissioner Duff, to recommend approval of a Conditional Use and Final Site Plan Review to the Village Board of Trustees, by a 4-0 vote, for P2019-022, Target Order Pick-up Lanes at 2241 Willow Road, in accordance with the provisions of Chapter 98, Article II, Section 98-50(a)(3) and Article III, Section 98-84, to allow the operation of a drive-through use for parcel pick up, a B-3 General Service District use in the B-2 General Business District, as an accessory to an existing retail use upon the subject property subject to the following:

1. Conditional Use in accordance with the provisions of Chapter 98, Article II, Section 98-50(a)(3), of the Glenview Municipal Code to allow the operation of a drive-through use for parcel pick up, a B-3 General Service District use in the B-2 General Business District, as an accessory to an existing retail use upon the subject property subject to the following:

A. The use shall be permitted as depicted in the exhibits identified in Section 2, Final Site Plan Review;

B. The drive-up use shall operate at hours consistent with those of the principal retail use on the subject property;

C. The petitioner shall be in receipt of a building permit within one (1) year following the adoption of said ordinance, or the conditional use will lapse; and

D. If the conditional use is abandoned or discontinued for more than three (3) months, without substantial attempt to resume such use, the conditional use shall be rescinded.

2. Final Site Plan Review approval in accordance with the following:

A. The Target Drive-Up Exhibit prepared by Kimley-Horn and dated April 17, 2019;

B. All materials presented to the Commission on May 28, 2019; and associated revisions required by the Plan Commission; and

C. Final engineering approval through the building permit process of the lot comprising the development site.

Project Summary

PROJECT DESCRIPTION:

The petitioner, Target Corporation, represented by Michaela Schuering of Kimley-Horn Associates, requests a Conditional Use Ordinance in accordance with the provisions of Chapter 98, Article II, Section 98-50(a)(3) of the Glenview Municipal Code to allow the operation of a drive-through use for parcel pick up, a B-3 General Service District use in the B-2 General Business District, as an accessory use to an existing retail use upon the subject property.

Target is installing drive-up parcel pick-up stations at certain stores in the area. The proposed drive-up use would allow customers to order online and drive-up to the designated area at the store to receive their orders. A GPS notification system informs Target staff when a vehicle is on-site and awaiting parcel pick-up.

The scope of work for this site addition would include transitioning (6) existing parking stalls near the entrance into (4) drive-up only stalls with a loading area. Additionally, there is a solar powered, internally-illuminated drive up beacon proposed to advertise the location of the drive-up use. The illumination will be turned off after the store closes each night.

The applicant installed these improvements without a building permit or approval from the Village’s Plan Commission, Appearance Commission and Board of Trustees. The applicant has revised the plans to accommodate the Village’s requirements for parking lot islands surrounding the drive-up use. The applicant has also provided an improved pedestrian crossing in this area to allow for safe passage of employees from the store to the parcel pick-up area.

Appearance Commission Review:

The Plan Commission continued this case from the May 28, 2019 agenda without discussion due to time constraints. The Appearance Commission completed a review of the case on May 29, 2019. The landscaping was approved with conditions. The signage was discussed at length. The Appearance Commission felt that the logo was a useful identifier and should remain on the pylon. This would require a zoning variation due to the height of the sign exceeding the maximum permitted for ground signs. Since the Appearance Commission approval, the applicant has chosen to submit a drawing depicting the sign without the logo and obtain additional Appearance Commission approval. Staff advised the applicant that any hardship registered to the Zoning Board of Appeals would likely be labeled as self-imposed due to the fact that the improvements were installed without permits.

Plan Commission Review

CONDITIONALUSESTANDARDS:

Per Sec. 98-50 of the Municipal Code, the Plan Commission shall evaluate any petition for Conditional Use Permit in accordance with the following standards before offering a recommendation to the Village Board of Trustees:

1. The proposed conditional use at the particular location is necessary or desirable for the public convenience; and it will not be injurious to the use and enjoyment of property already permitted in the immediate vicinity; nor will it diminish or impair property values in the neighborhood; nor will it affect a significant change in the character of the neighborhood. 2. The location and size of the conditional use, the nature and intensity of the operation involved

in or conducted in connection with it, the size of the site in relation to it, and the location of the site with respect to streets giving access to it, shall be such that it will be in harmony with present development and the appropriate and orderly future development of the district in which it is located, as well as other butting districts.

3. The location, nature, and height of buildings, walls, and fences, and the nature and extent of the landscaping on the site shall be such that the use will not unreasonably hinder or discourage the appropriate development and use of adjacent and nearby land and buildings.

4. Parking areas shall be of adequate size for the particular use, properly located, and suitably screened from adjoining residential uses, and the entrance and exit drives shall be laid out so as to prevent traffic hazards and nuisances, and minimize traffic congestion in the area.

5. A use which is permitted in another district by conditional use shall comply with all applicable bulk regulations of the district in which the use is located.

FINAL SITE PLAN REVIEW:

The purpose of Site Plan Review is to go beyond the basic zoning, subdivision, design and building requirements in order to address site details which these other codes may not regulate in such detail. The review process is intended to promote more orderly and harmonious development and are intended to ensure that all codes and ordinances have been met helping to provide a logical and coordinated review of proposed developments.

Staff comments after evaluating the development for compliance with the Final Site Plan Review Ordinance Criteria:

CIRCULATION

 The applicant has provided landscape islands to the north and south of the parcel pick-up area to protect vehicles and pedestrians from traffic movements into and out of the parcel pick-up area.  The applicant has added a crosswalk in the drive-aisle to alert drivers to pedestrian and employee

traffic in that area.

 The parcel pick-up area aligns with the existing parking lot configuration and vehicles would be continuously driving forward through these designated pick-up spaces, never reversing.

 The applicant should explain how customers are alerted to information such as when and where to arrive on-site for parcel pick-up. The area is marked with arrows and numbers, but it is unclear how a customer would know which parking stall to utilize.

BUILDING AND STRUCTURE LOCATION

 The applicant is proposing an internally illuminated pylon to advertise the location of the parcel pick-up area.

 Appearance Commission approval is required for the construction and design of the pylon.

PARKING LOTS

 The applicant has confirmed that adequate parking stalls would exist within the shopping center after the alterations are made.

LANDSCAPING

 The applicant is providing four (4) new parking lot trees within the islands that would be created as part of the proposed plan.

 It is encouraged that various species of trees and plantings are installed to prevent massive simultaneous loss from disease inherent to any particular species.

 The landscape plan shall be subject to the review and approval of the Appearance Commission.

GRAPHICS AND SIGNAGE

 The applicant has provided signage plans for the existing pylon. It is solar powered and branded with typical Target colors and logos.

 To qualify as a directional sign, the existing logo atop the existing sign would need to be removed. If the applicant wishes to retain the logo, the overall height of the sign would need to be reduced by 1.0 foot, subject to additional review and approval from the Appearance Commission.

A fiscal impact study is not required as the proposed land use is compatible with the existing land use and the retail store is already operating on the subject property.

A traffic impact study was not required as the proposed drive-up use is not expected to create additional impacts to surrounding rights-of-way. The inclusion of parking lot islands around the drive-up use create additional protection for parked cars and pedestrian traffic in the area.

ENGINEERING REVIEW:

Kimley-Horn and Associates serves as the engineering consultant for Target, who is seeking a site plan review for the Target building located at 2241 Willow Road in Glenview. The requested review is for the Target Drive Up Program which includes replacing six existing parking stalls with four drive-up stalls and a loading area and installation of a beacon sign.

Target is preparing to launch a drive-up program in key stores to provide a new service for delivery from staff to their guests that order merchandise online. Guests would make an order, get a notification when the items are ready, and GPS would inform Target staff when the guest is parked in the designated drive-up location for delivery of goods. The scope of work for this site addition would include transitioning (6) existing parking stalls near the entrance into (4) drive-up only stalls with a loading area. P2019-022 2241 Willow Road – Target Drive-Up (Public Hearing)

Proposal: Conditional Use and Final Site Plan Review Action Requested: Recommendation to Board of Trustees Chairman Bucklin introduced the case:

The petitioner, Target Corporation, requests a Conditional Use Ordinance in accordance with the provisions of Chapter 98, Article II, Section 98-50(a)(3) of the Glenview Municipal Code to allow the operation of a drive-through use for parcel pick up, a B-3 General Service District use in the B-2 General Business District, as an accessory to an existing retail use upon the subject property. Final Site Plan Review is also requested.

Case Summary

Mr. Rogers provided a case summary:

The subject property is at the southeast corner of Willow Road and Old Willow Road in the Willow Creek Shopping Center. The applicant requests conditional use and final site plan approval for a drive-up parcel pick-up service.

Status of parcel pick-up service:

 notification of parcel pick-up through smart phone app;  drive-thru installed without proper Village approvals;

 pedestrian improvements and parking lot islands added, per Village request;

 Applicant will return to Appearance Commission with logo removed from pylon sign to eliminate need for variation.

The east- and west-bound pick-up lanes are new circulation patterns to be separated from existing parking stalls by new landscaped islands. The applicant has signage approval from the Appearance Commission and seeks conditional use and final site plan review from the Plan Commission. The proposed design complies with all other Village requirements.

The proposed drive-up design accommodates four vehicles. This type of retail service is becoming more popular throughout the Village. The applicant revised the pylon design and solar panel to comply with Village signage requirements. The Appearance Commission granted preliminary approval of the landscape design.

Discussion

Chairman Bucklin asked Commissioners if they had any questions.

At Chairman Bucklin’s request, Mr. Kevin Nowak, representing Target Corporation, came forward. He apologized for proceeding without a permit and thanked the Commission for moving the case up on the agenda.

Mr. Nowak clarified the order pick-up procedure:  customer uses app to order on line;  customer confirms pick-up time;

 customer notifies store on app when they are on their way;

 store will give customer designated parking spot in one of loading stalls;

 customer will pull up, receive goods, and pull out in about two minutes, based on:

o scheduling assistant;

o how quickly staff delivers outside.

Mr. Nowak confirmed with Chairman Bucklin that they successfully had implemented this procedure at over 1,000 Target stores, including Schaumburg, Arlington Heights, and Bolingbrook.

Public Hearing

Chairman Bucklin opened and closed the public hearing when no one came forward. Discussion

Commissioner Burton made a motion to recommend the case to the Board of Trustees:

Based upon the petitioner’s application materials, testimony, and subsequent discussion relating to the petition, which together demonstrate compliance with the Conditional Use Standards of Chapter 98, Article II of the Municipal Code, I move in the case of P2019-022, Target Drive-Up at 2241 Willow Road the Plan Commission recommend the Village Board of Trustees grant Conditional Use and Final Site Plan approval in accordance with the following:

Conditional Use and Final Site Plan Review Approval for Target Order Pick-Up Lanes at 2241 Willow Road

AN ORDINANCE GRANTING CONDITIONAL USE AND FINAL SITE PLAN REVIEW APPROVAL

WHEREAS, the Village of Glenview (the “Village”) is a home rule municipality in accordance with the Constitution of the State of Illinois of 1970;

WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs that protect the public health, safety, and welfare of its citizens;

WHEREAS, the applicant, Target Corporation, is requesting approval of an Ordinance to allow installation of a new drive-up parcel pick-up operation and related improvements upon the subject property at 2241 Willow Road (the “Subject Property”);

WHEREAS, a notice of public hearing concerning the question of granting a Conditional Use was duly published on May 9, 2019 in the Glenview Lantern, a newspaper of general circulation in the Village, in accordance with the Glenview Municipal Code (the “Code”);

WHEREAS, the public hearing was continued to subsequent meetings without discussion at the May 28, 2019 Plan Commission meeting;

WHEREAS, a public hearing was held by the Plan Commission pursuant to the requirements of Chapter 98-43 of the Code and consideration of a petition for a conditional use permit pursuant to the standards of Chapters 98-50 and 98-84 of the Code was conducted on June 11, 2019, at the hour of 7:00 P.M., pursuant to the provisions of the aforesaid published notice, and all persons who desired to be heard were heard, including an opportunity given to all persons who desired to make objections thereto, and subsequently a recommendation was forwarded to the Glenview Board of Trustees;

WHEREAS, a final site plan review for the Subject Property, pursuant to the criteria of Chapter 54, Article IV of the Code, was conducted by the Plan Commission on June 11, 2019, at the hour of 7:00 P.M. and a recommendation was forwarded to the Glenview Board of Trustees; and

NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Glenview, Cook County, Illinois, as follows:

Section 1: The facts and statements contained in the preamble to this Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance.

Section 2: Conditional Use in accordance with the provisions of Chapter 98, Article II, Section 98-50(a)(3), of the Code to allow the operation of a drive-through use for parcel pick up, a B-3 General Service District use in the B-2 General Business District, as an accessory to an existing retail use upon the subject property subject to the following:

A. The use shall be permitted as depicted in the exhibits identified in Section 3, Final Site Plan Review;

B. The drive-up use shall operate at hours consistent with those of the principal retail use on the subject property;

C. The petitioner shall be in receipt of a building permit within one (1) year following the adoption of said ordinance, or the conditional use will lapse; and

D. If the conditional use is abandoned or discontinued for more than three (3) months, without substantial attempt to resume such use, the conditional use shall be rescinded. Section 3: Final Site Plan Review approval is granted for the Subject Property, in accordance with the requirements of Chapter 54, Article IV of the Code for the site improvements in accordance with the following:

A. The Target Drive-Up Exhibit prepared by Kimley-Horn and dated April 17, 2019;

B. All materials presented to the Commission on May 28, 2019; and associated revisions required by the Plan Commission; and

C. Final engineering approval through the building permit process of the lot comprising the development site.

Section 4: To allow a period of up to twelve (12) months from the date of this Ordinance for the issuance of a building permit for the construction of the aforementioned improvements, or the approval shall be rescinded.

Section 5: Every section and provision of this Ordinance shall be separable, and the invalidity of any portion of this Ordinance shall not affect the validity of any other portion of this Ordinance.
