RULES & REGULATIONS

1. Eligibility—The Troy Fair Youth Dairy Show is open to all youth residing in Bradford County who are of 4-H eligible age (must be 8 years of age by January 1, 2015 and must not have reached 19 years of age before January 1, 2015). In addition, all youth are eligible to exhibit who are enrolled in a dairy project under the supervision of a Vocational Agriculture Teacher or County Extension Agent in Bradford County, and is within the state age limits for FFA and/or 4-H programs.

2. SHOW ENTRIES MUST BE RECEIVED OR POSTMARKED BY FRIDAY, JUNE 12th AT THE BRADFORD COUNTY EXTENSION OFFICE. Entry blanks are available from the County Extension Office, 4-H Leaders or Vo-Agriculture Supervisors. Send complete entries to Bradford County Extension Office, 200 Main Street Suite 3, Towanda Pa. 18848.

3. Ownership----Animals bred and owned by the exhibitor must be registered in the exhibitor’s name by the show date. NEW RULE!! Animals not bred by the exhibitor must be owned by the exhibitor by June 1, 2015 regardless of age. The date of sale shown on the registration

certificate will be considered as the date of ownership.

4. Arrival Time—the stalls will be ready to receive animals at 1:00 PM on Saturday, July 25th. All animals must arrive and be checked in by 6:00 P.M. Monday, July 27nd.

5. Checkout Time (To reduce traffic congestion at the conclusion of the 2015 Troy Fair Dairy Shows, dairy animals may leave the fairgrounds after being shown at the discretion of the show superintendent.)

All animals not entered in the open show must leave after the show except for the Youth Show Breed Grand Champions. All bedding needs to go to the manure pit when you leave.

6. Animals staying for the Open Show —any animal staying for the Open Show will need to abide by the rules for the Open Show.

**All youth show participants are eligible to show in the Troy Fair Open shows provided they have proper registration papers for the breed being shown.

7. Cattle Housing — All 4-H and FFA animals must be housed in the barn provided for them. These animals must be tied in their assigned stalls.

8. Contagious Diseases— all animals will be visually checked for contagious diseases before they are unloaded from the truck. The health and registration papers will be checked by the check-in committee.

9. Showing—all exhibitors are responsible for getting their animals to the ring on time. If for some reason an exhibitor should become sick or for other reasons cannot show his/her animal, he or she may allow another 4-H or FFA member the same age or younger to show for them. 10. Bedding and Hay—all bedding, hay and other feed is to be furnished by the exhibitor.

11.Manure Removal-Exhibitors are responsible for the removal of manure and bedding from the barns to a central collection point. Wheelbarrows are suggested - bring your own or share. 12. Any person causing a disturbance during the day or night, will be excluded from the grounds

with their animals, and will not be allowed to show.

13. All exhibitors who are caring for 4-H Dairy Projects must stay in the area of the cattle barns after 11:00 p.m. All others will be asked to leave the cattle barn area at 11:00 P.M.

14. All youth entries that wish to show in the open show must be pre-entered in the open show, except for the Youth Show Breed Grand Champions.

15. In the absence of animals in the milking classes within a breed, the judge will only select a junior champion.

17. Only 4-H and FFA Dairy Exhibitors will be allowed to stay overnight in the dairy barns. All other youth must be out of the barn area by 11:00 PM.

18. 4-H dairy members are not allowed to wash their animals between 4am – 7am Monday,

July 27th. The beef members will be washing their animals at this time for their show

that day.

Each exhibitor can enter only one of classes 7, 8 and 9. We will call in each class separately. Exhibitors must decide which one of the three classes they will enter.

Open to any youth under 8 years of age. Any animal brought onto the Fairgrounds for this event will need a health chart. Youth and parents will need to make their own arrangements. The animal does not need to be owned by the youth.

Participants need to be entered by 6:00p.m. on Monday, July 27th.

4-H/FFA DAIRY JUDGING CONTEST FRIDAY, JULY 31st - Large Arena

Contestants will judge 3 classes of animals. One set of oral reasons is optional - 25 points will be assigned for all completing an acceptable set of reasons. Further points for oral reasons based on merit are assigned by the official judge up to a maximum of 50 oral reasons points.

Open to any 4-H or FFA member.

Pennsylvania State 4-H / FFA Youth Show / Dress Code

Clothes and person should be neat and clean. A plain all-white uniform is required. Knee length or longer skirts for females are acceptable. Non-show hats, shorts, blue jeans, bare feet,

sleeveless shirts, and sandals will not be allowed. Any exhibitors not meeting these standards will not be allowed to participate in the show. A harness with the entry number displayed, both front and back, will be considered as part of the uniform and must be worn while in the show ring. For those who do not have access to a harness, they may pin the numbers on their front and back. Uniforms bearing farm names or advertising will not be acceptable in the show ring.

MILK AUCTION

The annual 4-H Livestock & Milk Auction Sale will take place Wednesday, July 29, 2015 beginning at approximately 10:00 a.m. The sale order for 2015 will be as follows:

Sale Order: All Champions & Reserve Champions sell first, then by the following order- Meat Rabbits Meat Goats Lambs Steers Pigs Milk

A special milk jug will be sold to recognize the Troy Fair Youth Show Supreme Champion as well as the Grand & Reserve Champions from all dairy breeds during the milk auction portion of the sale. The proceeds from the sale are divided equally between the 4-H and/or FFA members who own the champions, the club or chapter in which they are a member, the Bradford Co. Dairy Promotion Program, and the Bradford Co. 4-H Scholarship Fund.

4-H and/or FFA members who own the champion cows must be present and in appropriate dress during the milk auction. SHOW CLOTHES ARE PREFERRED!

READ THESE RULES CAREFULLY Sect. 2 - Entry Information

1. All entries must be filled out entirely including all requested information and must be in the Bradford County Extension Office by July 1, 2015. Late entries, with late entry fee will be accepted after this date but no later than Friday, July 17th. Substitutions will be permitted on the following basis: Jr. Animal for Jr. Animal and Sr. Animal for Sr. Animal (see rule change below). Entries limited to 12 animals per breed, per exhibitor or farm. Group classes should be entered at this time. The Superintendent reserves the right to decline any entry. The entries are limited to Bradford County residents or cattle housed in Bradford County. An entry fee of $4.00 per head must accompany entry. Late entry fee - $10.00

2. All animals must be registered in exhibitor's name by their Breed Association. Red and White Breed cattle must have a Red and White Association Registration Certificate and be true red and white in color.

3. Registration papers and health certificates must be checked and approved.

4. Monday & Tuesday are 4-H and FFA Days. Cattle not entered for open show must leave Tuesday PM after the Youth Show. Youth Show breed grand champions not pre-entered in the open show may do so following the youth show.

5. When exhibitors bring their animals into the barns, they must tie 3 cows for each poled section or four yearlings and/or calves per poled section. Otherwise there won’t be enough space for

everyone.

6. Troy Fair Youth Dairy Show participants are eligible to show in the Troy Fair Open Dairy Shows provided they have proper breed registration papers. Only animals shown in the youth show may stay and be shown in the open shows,

7. Each entered animal may only show in one breed show and must be designated at time of entry. *** Addition to the Substitution Rule - Substitute any Senior Animal for Senior Animal, Junior Animal for Junior Animal on day of show, Thursday for Thursday, Saturday for Saturday. (Ex.

– A Spring calf Jersey can substitute for a spring yearling Guernsey, spring calf Red and White can substitute for spring yearling Holstein)

Ayrshire - Brown Swiss - Guernsey – Jersey – Milking Shorthorn: Arrival time is Tuesday evening, 8:00 -10:00 P.M. or Wednesday from 8:00 a.m. to 6:00 P.M.

Red and White and Holstein breeds – Arrival time is Thursday evening, 8:00 p.m. – 10:00 p.m. or Friday 8:00 AM – 6:00 PM.

Shows on Thursday and Saturday – Checkout time is as follows:

Animals showing on Thursday must be out by 8:00 pm on Thursday evening. (To reduce traffic congestion at the conclusion of the 2013 Troy Fair Dairy Shows, dairy animals may leave the

fairgrounds after being shown at the discretion of the show superintendent.) OTHER SHOW REGULATIONS

1. Health papers must be checked before animals can be unloaded at the fairgrounds.

2. Exhibitors will be expected to keep the space they occupy clean and neat, with animals and equipment displayed in an attractive manner. Exhibitors should cooperate with the show committee in every way that may serve to increase the educational value of the show, and must park their vehicles in the parking area provided.

3. Stock must be in the ring promptly on call. Failure to comply may disqualify exhibitor from competition.

4. No exhibitor or his agent shall communicate with the judge while judging takes place, except to answer questions proposed by the judge. Any exhibitor interfering with the judge will forfeit any premiums to which he would otherwise be entitled.

5. No person will be allowed in the show ring while animals are being judged, except for the judge, superintendent and necessary attendants.

6. Where there are fewer entries in any class than the number of premiums offered, the judge may, at his discretion, award a prize of such grade as the animal deserves.

7. The Troy Agricultural Society and Alparon Community Park shall not be responsible for any accident which may occur to any animal exhibited at the fair - the exhibitor shall hold them blameless, and indemnify them against any legal proceeding arising from such accident.

8. Should any animal be disqualified, the animals gaining the lower prizes shall move into the next higher position at the discretion of the judge.

9. Overfitting of cattle will be discriminated against. Any artificial means used to change the form or shape of an animal will disqualify the animal for competition. (Exception: artificial switches and tails are acceptable) The Troy Fair Dairy Show Committee will enforce PDCA Code of ethics. 10. The management reserves the right to withhold premiums awarded in any case in which it shall appear that the regulations have not been complied with. The decision of the judges is final. 11. The Troy Fair will furnish all ribbons. Exhibitor must furnish feed and bedding.

12. Exhibitors are responsible for removal of manure from barns to a central collection point. Wheelbarrows are suggested - Bring your own or share.

13. Premier breeder awards for each breed will be presented to the exhibitor earning the most points for showing home bred cattle. Limited to the six highest-placing animals. In the event of a tie, the seventh highest placing animal will be used as the tiebreaker. Premier exhibitor award will be presented to the exhibitor of each breed earning the most points for animals exhibited and owned by one family, limited to the six highest-placing animals. In the event of a tie, the seventh highest placing animal will be used as the tiebreaker.

14. Regardless of ownership, Premier Exhibitor points will be awarded to the individual who is housing the animal. Pertaining to Premier Breeder, all points will be awarded to the prefix. There will be no splitting of premier breeder and/or exhibitor points.

15. SUBSTITUTION ENTRIES SHOULD BE MADE BY COMPLETING A WRITTEN

SUBSTITUTION FORM AND PROVIDING IT TO THE CATTLE SUPERINTENDENT UPON ARRIVAL.

16. Premier Breeder and Premier Exhibitor awards will be based on the following system: Placing 1 2 3 4 5 6

Highest points received to be used for premier breeder and/or exhibitor.

17. Twenty (20) animals from at least three exhibitors' herds will be required to qualify as a Breed show.

18. All trucks must enter through Gate 3, on the north end of the Fairgrounds near Cummings Lumber.

19. Gate 1, on the south end, will be used only as an Exit for cattle trucks and trailers.

20. Manure Removal --- All manure to pit, no aluminum cans in manure, when leaving, all bedding is to be moved to pit area

21. No cattle should be in the center aisle of the barns while a show is in progress. 22. No parking between or beside barns.

23. On show day, animals being shown will have preference at the wash rack until show time. 24. Entry fees do not buy extra space in the cattle barns. (Ex.) If exhibitor enters 8 dairy animals, but only brings 6 to the show, the Troy fair may only be able to provide space for those 6 animals 25. To reduce traffic congestion, the following rule has been implemented. (Due to parking lot constraints at the Troy Fairgrounds, owners of all cattle trailers who plan to park trailers for any period of time will be required to park trailers in one of the following designated parking areas.

26. ****The 2013 Troy Fair Dairy Committee is requiring an all-white show ring uniform as acceptable show clothing.

Section 4 - Dairy Cattle Good Housekeeping

1. Cattle exhibitors who maintain the most attractive and sanitary exhibits will be eligible for special daily premiums.

2. All cattle exhibits will be scored on the following basis: Points

Individual signs & Ribbons won properly displayed --- 20

Animals in show condition - clean, clipped, and comfortable - 15 Stalls adequately bedded, free of manure, neat --- 15

Aisles clean, passable, & organized--- 15

Feed stored out of sight, or as neat as possible --- 10

Equipment clean, stored neatly --- 10

Courtesy to people --- 15

Total ---100

3. Daily scoring will not be announced. Exhibitors must have a minimum of five head to qualify. Prizes awarded at close of Troy Fair.

RULES OF OWNERSHIP-Youth Dairy Show:

I. Bred and Owned by Exhibitor

Animals bred and owned by the exhibitor must be registered in the exhibitor’s name by the

Show date.

II. Animals Not Bred by Exhibitor A. Date of Ownership

1. Animals showing in the fall yearling or younger classes must be owned by the exhibitor on or before June 1, 2015.

2. Animals showing in the junior 2 year old or older classes must be owned by the

exhibitor on or before June 1, 2015.

3. The date of sale shown on the registration certificate will be considered as the date of ownership in all cases.

B. Partnership Ownership

1. Partnership ownership will only be accepted if the exhibitor’s name appears on the registration, and is in partnership with a 4-H club or FFA Chapter.

2. Partnership animals must be owned by the acceptable partnership, in accordance with the dates listed in Section A1 and A2, above.

III. Project Animal Registration Requirements

A. All animals must have registration certificates issued by one of the following breed associations: American Guernsey Association, American Jersey Cattle Club, American Milking Shorthorn Society, Ayrshire Breeders Association, Brown Swiss Cattle Breeders Association, Holstein Association of America, or Red and White Dairy Cattle

Association.

Jerseys: Animals must be registered in the herd register of the AJCA and have HR or GR status. Animals with Genetic Recovery (fully registered) certificates are eligible. This does not include Original Animals (OA), Provisional Registry (PR) animals, or J 1 animals.

Ayrshires: Ayrshires must be 87% purebred Ayrshire on the registration certificate as verified by the Ayrshire Breeders Association.

Guernseys: Females in Step 4 of the Genetic Recovery program are eligible. Step four females have a “GR” prefix in their name. No other prefixes are eligible.

Holsteins: Any animal identified with Holstein Association, USA, Inc., that is 87% or higher Registered Holstein Ancestry (RHA) is eligible.

Red and White Dairy Cattle Association: These animals must be true red in hair color and have a registration certificate from the Red and White Dairy Cattle Association (phone 608-676-4900). Registration certificates from other breeds will not be accepted for the Red and White classes.

Brown Swiss: Animals with standard registry Brown Swiss certificate (white with green border) are eligible.

Step II IE Identity Enrollment animals which have a green certificate with black border are also eligible.

Milking Shorthorns: Cattle must have full herdbook six digit Milking Shorthorn Registry Certificates. Tattoo numbers must correspond with registry certificates. Animals must have a base hair color of red, white, or roan according to American Milking Shorthorn Society’s hair color regulations.

Canadian registry certificates will not be accepted except when they are reregistered with the appropriate U.S. breed association.

Animals must show in the same breed show at their qualifying district show and at the PA Junior Dairy Show. An animal may only show in one breed show at district shows and at the PA Junior Dairy Show.

B. Grade Animals

1. Grade animals are accepted at the Troy Fair Youth Show / 4-H Roundup only. 2. Grade animals cannot qualify for district 4-H / FFA competition.

C. Leased Animals

Leased animals may be exhibited at the Troy Youth Show, District 4-H / FFA Shows and the PA Junior Dairy Show. Existence of the lease with a project plan must be recorded by June 1, 2014. Leased animals must be housed in Pennsylvania. Cows may be leased by the exhibitor only if they were previously leased as calves or

yearlings. Parents and guardians are not permitted to lease animals to their children. An exhibitor who owns animals may not lease other animals. Partnership animals are only allowed if the partnership is with a 4-H club or FFA Chapter.

TROY FAIR/4-H ROUNDUP DAIRY SHOW POLICIES:

SUBSTITUTIONS: If for some reason, an animal you enter is not able to show, substitutions may be made. You may substitute “junior” animals, under 2 years of age, for junior animals and “senior” animals, 2 years or older, for senior animals.

ROUND-UP CHAPERONES: Each club must have at least 1 adult chaperone staying with 4-H members in the barns the night before Round up. RADIOS WILL BE TURNED OFF BY 11:00 P.M. Quiet time will be enforced after 11:00 p.m.

***PLEASE NOTE: ONLY 4-H AND FFA DAIRY EXHIBITORS WHO HAVE CATTLE PRESENT WILL BE ALLOWED TO STAY OVERNIGHT IN THE DAIRY BARNS. ALL OTHER YOUTH MUST BE OUT OF THE BARN AREA BY 11:00 PM

MANURE REMOVAL POLICY: Exhibitors are responsible for the removal of all wet manure/bedding from the barns to a central location point. We suggest you bring a wheelbarrow to share with other club members. Stalls are to contain dry bedding only when you leave the barn.

SOMETHING TO THINK ABOUT: There is no other event in our area that draws a larger number of people with little or no agricultural background than the Troy Fair. This is a great opportunity for 4-H and FFA members to show agriculture in a positive light and to educate the public on the very positive aspects of agriculture and the dairy industry.

Exhibitors should be willing to explain daily tasks and to answer questions from people viewing their animals. If you are asked a question you are not sure how to answer, find the nearest leader, extension agent, or parent and have them help you explain. Showing dairy cattle is a learning experience for the 4-H member as well as the people visiting the fair.

4-H Round Up Requirements

4-H projects will be displayed in the Linda Ballard Hulslander 4-H Building. They must be entered and judged on Saturday, July 18 between 10:00 a.m. and 2:00 p.m. Projects must remain on display and will not be released until Saturday, August 1 after 10 p.m. or Sunday, August 2 between the hours of 10 a.m. and 1:00 p.m.

Dairy* - Members select and care for one or more registered or grade calves, heifers, or cows and keep records each year. Enrollment is due June 15.

Along with a 4-H Story and 4-H Activities Report, members must complete:

1. Four complete activities plus goals and highlights and achievement program initialed and dated in pen, in: one per exhibitor

a. Dig into Dairy – Level 1 b. Mooving Ahead – Level 2

c. Leading the Way – Level 3

Or 3 knowledge activities and 3 life skills, dated and signed in pen, in Bradford County

Dairy Skills (each skill must be proven by a photo or a three-sentence explanation of what you did), one per exhibitor

2. Appropriate record book:

a. Beginners: Animal Project Record, one per exhibitor, and Individual Dairy Animal Lifetime Record, one per animal, or PA 4-H Dairy Project Record Book, one per exhibitor
