Senior Data Analyst
Organisational Environment
The Queensland Catholic Education Commission (QCEC) is a 16 member body established by the Catholic Archbishop of Brisbane and the Bishops of Cairns, Townsville, Rockhampton and Toowoomba (the Bishops of Queensland) to support and advance Catholic education in Queensland.
The role of QCEC is essentially strategic and a partnership with the five Diocesan and seventeen other Catholic school authorities that administer and manage schools across the state. QCEC is the peak body for Catholic education in Queensland and is the entity recognised by governments for the purpose of funding. The Bishops of Queensland and those acting for public juridic persons (including Religious Institutes) which operate Catholic schools in Queensland have delegated the following authority and functions to QCEC:
1. Authority and prime responsibility for state-wide policy making, research, advocacy, reporting and negotiations concerning government funding, industrial relations and public relations on state-wide issues.
2. Authority and collaborative responsibility to work collaboratively, in policy-making and action, in areas in which other educational authorities have primary responsibility for such policy-making and action
3. Authority and responsibility on an ‘ad hoc’ basis through a consensus of the Commission, to provide services on request or be involved in projects as requested and on behalf of other educational authorities.
A number of committees have been established by the Commission to inform its decision making.
The Commission is provided with operational support by a Secretariat of around forty staff who report via unit groups through to the Executive Director QCEC.
In accordance with its Mission Statement, QCEC Secretariat is constantly mindful of education in the wider mission of the Catholic Church and seeks that all employees support QCEC vision, mission and values.
Purpose of the Position
The position of Senior Data Analyst provides expertise in assisting the Queensland Catholic Education Commission carry out delegations in accordance with its constitution and prioritised strategic objectives. Operationally, the purpose of the position is to:
• Manage the collection, storage and use of education data sets (involving administration of an Azure SQL Database).
• Perform research and analysis, prepare reports and present findings on financial and educational topics.
• Develop and maintain a business intelligence solution for use within the organisation using TIBCO Spotfire, Power BI and similar tools.
• Provide strategic advice on data related matters.

of the Position
Data Management
Technical• Ensure the structure of QCEC’s data management facilities (including a SQL database) are updated and maintained in accordance with relevant industry best practices and standards
• Manage technical issues and changes associated with data management within the secretariat • Collect, manage and facilitate the use of existing and new datasets, minimising the risk of business
disruption posed by the management of data
• Manage legacy issues when new technologies or tools are introduced • Ensure data is reported / provided as required by Government.
Strategic
Understand and provide advice to QCEC on:
• The use of data as prescribed in legislation and data sharing agreements
• the effective management of QCEC’s data environment (what is available, what legislative restrictions exist)
• the ways in which staff and other stakeholders can utilise data and reporting to improve the effectiveness of their work
• Future policies that may impact on data management (such as national student identifiers)
Relationships
• Maintain effective relationships with Commonwealth, State and Government Statutory body staff in relation to Educational Data.
• Participate in approved national (NCEC) and local (school authority) discussions around data and data management
Key Performance Indicators • The data warehouse is effective and its integrity maintained
• Datasets are managed effectively stored securely or within the data warehouse as appropriate • Minimal business disruption from the management of the data
• Effective support is provided to QCEC from a data perspective • QCEC fulfils its data management and reporting responsibilities.

Analysis and Business Intelligence
Technical
• Provide advice and assistance to staff in performing analysis, developing reports and presentations, and in the use of Business Intelligence tools
• Manage and minimise the risk of business disruption posed by existing or new business intelligence services
Analysis
• Answer queries, provide raw and analysed data
• Work with QCEC staff and QCEC’s external stakeholders on data analysis initiatives
• Analyse available datasets, research topics and work with educational experts to provide key insight into the Catholic Education sector.
• Prepare and deliver presentations and reports to QCEC on research topics, information management and business intelligence best practices and tools
Reporting
• Structured Reporting
• Advice on contemporary best practice reporting
• Support to staff in accessing and producing reports using business intelligence and other technologies from the data held by QCEC.
• Develop mobile/cloud based BI reports and dashboards for use by QCEC • Manage and maintain QCEC’s BI environment
Strategic
• Understand the Education data landscape; the data available and how it is reported / presented • Understand the Education sector including the politics, community expectations and opinions to
help prioritise, and make relevant, research and analysis. Key Performance Indicators

• Data, information and high-quality analysis is available to staff both in and out of the office. • The Commission remains well informed and confident in the advice it is provided with.

Overall reporting responsibility for the position is to the Executive Director. On a day to day basis the position reports to Chief Financial Officer through the Manager - Financial and Data Analysis.
