RESOURCE CONSENT CRC175273

Pursuant to Section 104 of the Resource Management Act 1991

The Canterbury Regional Council (known as Environment Canterbury)

GRANTS TO: Christchurch City Council

A DISCHARGE PERMIT (S15): To discharge construction phase stormwater and dewatering water.

COMMENCEMENT DATE: 27 Apr 2017

EXPIRY DATE: 27 Apr 2019

LOCATION: 239 Gardiners Road, Harewood, Christchurch

SUBJECT TO THE FOLLOWING CONDITIONS:

Limits

1 The discharge shall be only:

a) sediment laden stormwater from exposed areas; and b) dewatering water

during the construction of a water pump station at 239 Gardiners Road, Harewood, legally defined as Section 1 SO 496002 and Section 2 SO 496002, at or about map reference NZ Topo50 BX24:6670-8716 as shown on Plan CRC175273, attached to and forming part of this resource consent.

2 Construction phase stormwater and dewatering water shall be discharged via a

land based treatment train to the Styx River. The treatment train shall include but not be limited to;

a) Settlement tanks/ponds; b) Vegetated buffer strips;

c) Use of the existing swale and wetlands following settlement of sediment; or

d) Equivalent sediment removal methods detailed in the site Erosion and Sediment Control Plan.

3 The concentration of total suspended solids in the discharge to the Styx River shall

not exceed 50 g/m3.

4 Stormwater generated within the site from all rainfall events up to and including a 24 hour duration 2 percent annual exceedance probability rainfall event shall be retained on site and shall not discharge into any surface waterway without treatment detailed in Condition (2).

Prior to the Commencement of Works

5 Prior to the works described in Condition (1) the consent holder shall ensure that all

personnel working on the site are made aware of and have access to the contents of:

a) This consent document;

b) Excavation land use consent CRC175275; and

c) Groundwater take for site dewatering purposes water permit CRC175274.

Erosion and Sediment Control

6 The discharge shall occur in accordance with an Erosion and Sediment Control

Plan (ESCP) which shall detail the sediment control measures that will be taken to ensure compliance with the conditions of this consent. The consent holder shall prepare the ESCP in accordance with:

a) Environment Canterbury’s "Erosion and Sediment Control Guidelines for the Canterbury Region" Report No. CRC R06/23, February 2007 (ESGC), or any updates to this document; or

b) An equivalent industry guideline. If an alternative guideline is used, the ESCP shall provide details of the relevant alternative methods used and an explanation of why they are more appropriate than the ESCG.

7 The ESCP shall include, but not be limited to: a) A map showing the location of all works;

b) Detailed plans showing the location of sediment control measures, on-site catchment boundaries, and sources of runoff;

c) Drawings and specifications of designated sediment control measures; d) A programme of works, which includes but is not limited to, a proposed

e) The management of stockpiled soils during excavation works; f) Inspection and maintenance of the sediment control measures; g) Sampling procedures and protocols;

h) Defined discharge points where stormwater leaves the site;

i) The description of best practicable options to be applied to mitigate sediment discharge beyond the site boundary;

j) The method(s) for stabilising the site if works are abandoned; and k) The method(s) for stabilising the site and decommissioning erosion and

sediment control measures after works have been completed.

8 The ESCP shall be submitted to the Canterbury Regional Council, Attention: Regional Leader - Monitoring and Compliance, at least ten working days prior to earthworks commencing, for certification that it complies with the conditions of this consent.

a) The discharge shall not commence until the consent holder has received the certification from the Canterbury Regional Council that it consistent with the conditions of this consent.

b) Notwithstanding Condition (a), if the consent holder has not received the certification within ten working days of the Regional Leader - Monitoring and Compliance receiving the ESCP, the discharge may commence.

9 The Erosion and Sediment Control Plan may be amended at any time. Any

amendments shall be:

a) For the purpose of improving the efficacy of the erosion and sediment control measures, and shall not result in reduced discharge quality; b) Consistent with the conditions of this resource consent; and

c) Submitted in writing to the Canterbury Regional Council, Attention: Regional Leader - Monitoring and Compliance, prior to any amendment being

implemented.

10 During construction of the Water Pump station , the consent holder shall take all

practicable measures to prevent the discharge of sediment-laden stormwater into any part of the stormwater system for the developed site, or into any water race, or outside the boundaries of the site. Measures shall include but not be limited to:

a) The installation of structures to intercept run-off to divert clean water from the construction areas and to control sediment-laden water;

b) The installation of site perimeter controls or sediment fences to separate the site from adjacent boundaries and any surface waterways;

c) The location of any stockpiles of material inside the site perimeter controls; d) The installation of stabilised entry and exit points; and

e) Restricting the maximum area of unsealed/unconsolidated surfaces to two hectares at any one time.

Inspections and Maintenance

11 Erosion and sediment control measures shall be inspected and maintained by the

Consent Holder at least once per week. A record of the inspections shall be kept in a log book and provided to the Canterbury Regional Council on request.

12 The consent holder shall inspect any cut-off drains, bunds, or storage and soakage

areas after each rainfall event and remove any sediment accumulation if greater than 200 millimetres in depth.

13 All exposed surfaces shall be stabilised once earthworks are complete or if the exposed area is not to be earthworked for a period of 14 days or more.

14 Erosion and sediment control measures shall not be decommissioned until the catchment requiring those measures is stabilised and the permanent stormwater system is operational.

Abandonment

15 If the consent holder abandons work on-site, they shall first take adequate preventative and remedial measures to control sediment discharges, and shall thereafter maintain those measures for so long as necessary to prevent erosion or sediment discharges from the site.

Decommissioning

16 The erosion and sediment control measures shall not be decommissioned until the site is stabilised and the stormwater system for the developed site is functioning.

17 Once construction of the site has ceased:

a) Decommissioning of sediment and erosion control measures shall be

undertaken. Decommissioning shall be only undertaken when dry weather is forecast for a period suitable to allow decommissioning to be carried out without rainfall occurring and all disturbed areas are stabilised.

b) Any visible debris, litter, sediment and hydrocarbons shall be removed from all sediment control measures.

Administration

18 The Canterbury Regional Council may, once per year, on any of the last five

working days of March and September, serve notice of its intention to review the conditions of this consent for the purposes of:

a) Dealing with any adverse effect on the environment which may arise from the exercise of the consent ; or

b) Requiring the adoption of the best practicable option to remove or reduce any adverse effect on the environment.
