Job Description

Position Head of Child Rights and Protection Grade

Department &

Location Programme Department, Country Office of Plan International Bangladesh (Dhaka) Date July 2015 Reports to: Deputy Country Director-Programme

Purpose: Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programmes that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

Plan Bangladesh is currently implementing its 4th country strategic plan (CSP-IV) developed for five years covering fiscal year 2016 to 2020 towards a longer term vision of a Bangladesh where

“Children and Youth (irrespective of ethnicity, location, gender, religion, disabilities or sexual

orientation) grow up in a safe, protected, enabling environment where their rights are realized

and their voices heard and valued.”

We will contribute towards this vision by designing and implementing quality programs and projects in major areas following right based approached. These major areas are: Health, Education, WASH, Child Protection, DRM & Climate Change and Youth Economic Empowerment.

As a country level Head of child rights and protection, the position holder is primarily responsible for developing the child rights and protection portfolio at national level as well as linking this to regional and global initiatives where appropriate. Plan’s current focus includes combating child marriage and addressing gender based violence, develop and scale up community based child protection mechanisms, support birth-registration and prevent child trafficking. There is also a growing emphasis on child protection in emergencies.

The position will also lead the advocacy and networking for child rights and child protection programme of Plan international Bangladesh to influence policy audience with an intention to mainstream evidence based intervention and to be a credible technical partner of government and others in child rights and child protection areas.

The other major responsibilities of this position is to lead grants proposals development for the sector in line with the CSP-IV and oversees grants projects that are implemented at national level and/or at different districts outside Plan’s programme areas.

Dimensions of Role:

 This position reports to the Deputy Country Director - Programme of Plan International Bangladesh  Directly supervises National level Technical Advisors of Child Protection, Inclusion & Gender, Child Rights

Governance & Citizenship and Project Managers of key child rights and child protection projects (four to six direct reports). Provides technical support and functional guidance to with Child Rights and Protection programme implementation specialists located at divisional offices and projects offices.

 Overseas the management and disbursal of child rights & child protection projects budgets implemented at national level of approximately USD …………million per annum; also has an delegated authorities of

expenditure upto USD ………..

 He/she represents Plan in the national and international child rights and child protection forums, networks, donor communities, INGOs as well as different government and non-government committees.

 Develops the child rights and protection strategies and implementation guidelines to be used implementing programmes and projects at the national level, Plan’s working areas as well as in other districts throughout the country.

 Develop child rights and child protection portfolio by leading proposal development with support from the Grants Mobilization unit.

 Continuous communication internally with technical and implementation team at central and local level at the same time externally with Asia Regional Office, relevant NOs, donors, development partners and government.

 He/she will take proactive stance in identifying and mitigating CP related risks in the design and implementation of the programmes and project interventions for Plan International Bangladesh and its partners.

Key Result Areas (KRA) 1: Advocate for Plan’s programme, strategies, approaches, interventions with government, development partners and INGOs and support to emerge as a lead technical partner on Child Protection and Child Rights

Indicators for success

 Effective linkage and strategic networks with government’s relevant ministries and departments (including MOWCA, MOSW, MOLGRD and Prime Minister’s Cabinet Division), donors, UN and I/NGOs are established and maintained to ensure influence at national and regional level.

 Evidences generated through planned researches and studies from child rights and child protection programme for doing advocacy to achieve CSP IV objectives of child protection programme.

 Child marriage programme advocacy and communication strategy including necessary materials developed and used at different levels to do evidence based advocacy.

 Plan’s global campaign, strategies are implemented with necessary focus in the context of Bangladesh involving relevant government and non-government organizations.

 Child rights and child protection programme, projects, interventions and activities acknowledged by government and others and adopted by mainstream and alternative systems.

Key Result Area (KRA) 2: Lead Child Rights and Child Protection Team and design/develop high quality and effective programme, projects, interventions following Child Centred Community Development (CCCD) that effectively support to achieve CSP IV objectives of Plan International Bangladesh.

Indicators for success

 Child Rights and Protection Programme component of CSP IV that covered child marriage, child trafficking, and community based child protection developed with detail strategies, plan, interventions and process along with theory of change and result framework.

 Country Programme Implementation Plan (CPIP) developed with detail operational plan and quality standards in different areas like implementation, advocacy, communication, documentation, monitoring and evaluation and research.

 Project designed and developed aligning with Plan’s global and national programme and operational strategies that support the specific objectives of child rights and child protection component as well as overall objectives of CSP IV of Plan International Bangladesh; CCCD principles and strategies are reflected in all designed interventions.

 Programme and projects interventions are integrated (with other thematic areas of CSP IV, having clear mapping of integration), maximized the use of existing structure and system, linked with big thematic picture, sustainable and have clear exit strategy.

Key Result Areas (KRA) 3: Ensure quality implementation of designed child rights and child protection programme, projects or interventions in a planned way with structured monitoring, supervision and

follow up mechanism to achieve CSP IV Child Rights and Child Protection programme objectives at the Divisional level in coordination with the Divisional Manager and team.

Indicators for success

 Implementation plan, guidelines and standards of Child Rights and Child Protection programme developed and disseminated among the implementation team and partners to ensure quality implementation of designed programme, projects and interventions that achieve the CSP IV Child Rights and Child Protection objectives.

 Technical documents, modules, manuals, guidelines on CP and related issues are developed aligning with national and international level standards and at the same time programme strategies and approaches.  TOT designed, organized and rollout for both technical and implementation cadres of the programme team

and partners including government.

 Implementation, coordination and management of child rights and child protection portfolio, at field level are done as per action plan, quality standards, allocated budget and timeline that maximize the result to achieve the CSP IV child rights and child protection programme objectives.

 Monitoring and supervision mechanism developed with necessary guidelines and tools along with specific feedback mechanism that continuously improve the activities and interventions to achieve the Child Rights and Child Protection programme objectives of CSP IV.

Key Result Areas (KRA) 4: Lead quality implementation of designed child rights and child protection programme, projects or interventions for Grants projects with a National scope.

Indicators for success

 Ensure grants are managed following project management standards as per programme quality policy  Implementation plan, guidelines and standards of Child Rights and Child Protection programme developed

and disseminated among the implementation team and partners to ensure quality implementation of designed programme, projects and interventions that achieve the CSP IV Child Rights and Child Protection objectives.

 Technical documents, modules, manuals, guidelines on CP and related issues are developed aligning with national and international level standards and at the same time programme strategies and approaches.  TOT designed, organized and rollout for both technical and implementation cadres of the programme team

and partners including government.

management/OD needs) are channelled to partner in a systematic way.

Key Result Areas (KRA) 5: Manages team and performance of child rights and child protection programme team and enriched them to deliver high quality results including coping with the latest changes in sectors both for global policy changes and disaster.

Indicator for success

 Demonstrated common understanding and vision about programme by all team members along with clear line of sight and structured communication.

 Responsibilities distributed among the team members in a balanced ways to ensure quality outputs and support provided in terms of regular feedback, coaching, mentoring to develop professional capacity and performance of the team.

 Learning and knowledge management facilitated for child rights and child protection programme.  Monitored and provided objective feedback related to staff performance, including completing staff

 Monitored and ensured CPP reporting as per IH guideline and periodical CPP reports updates and review of CPP standards and submitted to IH on an annual basis.

Key Result Areas (KRA) 6: Provide support to raise fund through developing high quality concept note, proposal, research, technical document, reports as well as maintains a network and relationship with external and internal donor and development partners.

Indicator for success

 High quality concept note, proposal developed submitted and accepted by donors.

 Effective linkage and relationship established and maintained with NOs, internal and externals donors and development partners.

 Different technical documents and reports developed submitted and circulated

 Study, evaluation, research, case studies and action research on child protection programme and

interventions are planned and conducted/supported by child rights and child protection team and outcome of which are incorporated in new proposals and programme innovations.

Dealing with Problems:

Application of knowledge required for the role, complexity of problems handled & the degree of investigation,

analysis, & creative thinking required to solve them.

 Convince relevant programme advisors, CMT members through providing justifications of the programme design and implementation.

 Keep an eye on internal and external environment including government that have potentials to affect to programme planning and implementation.

 Develop programme integration mechanism with WASH, Health, Education, DRR & Climate Change and YEE (youth and eco through influencing and supporting other Head of Programmes, Extended CMT members.  This positions holder needs adapt tactical style to work with and influence national level govt. officials to gain

support towards Plan’ programmes and approaches. Communications and Working Relationships:

 In depth knowledge on development theories and issues; understanding of and ability to serve as a development practitioner focusing on Child rights and Child protection issues following Plan’s CP procedure.

 In-depth knowledge on CR and CP issues and condition and legal frame-work of Bangladesh and its implications in the Plan’s programme

 Knowledge of right based approach

 Demonstrated experience as a development practitioner in strategic planning, monitoring and implementing

Skills

 Ability to analyze child rights and protection situations and can establish linkages to response strategically.  Ability to demonstrated strategic planning, monitoring and reporting

Qualification and Experience Required

PhD or Masters in Child Rights/ Sociology/ Protection with 10 years or more of progressive experience in an INGO/ National NGO/ UN/ Government in the similar field.

Physical Environment and Demands:

May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.

Based at the Country Office of Plan Bangladesh with at least 40% travel to projects areas, meeting with donor agencies, government offices and partner organizations.
