SOLUTION

The key technical challenge for handling non-standard documents is the recognition of dynamic data fields; STG has developed a unique solution by leveraging TeleForm IDR, standard TeleForm fields as well as system/form script to intelligently classify low quality and unformatted documents by sequences and maximize TeleForm system automation. Meanwhile, STG has also brought in multi-layer data validation and database lookup with customer’s own databases to increase the TeleForm data identification accuracy.

CUSTOMER

The 1199SEIU Funds began with the Local 1199 Benefit Plan. Formed in 1945, its goal was to provide basic health, disability and life insurance benefits to just 300 New York City retail drugstore workers with employer-paid contributions. In 1948, the Benefit Fund became self-insured and self-administered. Since then, the Fund has continued to grow, providing the infrastructure to support additional benefit funds that provide coverage for healthcare workers throughout the industry in hospitals, nursing homes and home care agencies. Today, the five jointly administered Benefit Funds provide a full package of benefits, including hospital, medical, prescription, dental, vision and quality of life benefits to more than 400,000 members, retirees and their families.

CHALLENGE

1199SEIU has been a long time TeleForm customer, due to dramatically document types and formats rising in the last decade, intelligent identification, classification and data extraction became a serious challenge to its IT & Operation.

One of the key issues is that there are significant increases of variety of official claim forms nationwide as well as personal supplement documents. Creating traditional forms for each document is not practical as an option form classification and validation was heavily relying on manual processes that creates huge overhead, processing delay and human errors.

Business users need a faster and more efficient way to process documents for their clients from all sources include mailroom, email attachments, fax server and file servers. With that in mind, the company has searched service provider of HP OCR solution, HP Autonomy TeleForm, and decided to engage STG to enhance their current TeleForm powered Claim Processing solution.

IMPLEMENTATION

With extensive technical expertise, and rich experience with HP Autonomy TeleForm implementation, STG professional services team collected detailed requirements from 1199SEIU business users and IT team; elaborately designed solutions utilizing TeleForm and seamlessly integrated with 1199SEIU's major backend applications.

STG introduced TeleForm IDR component into the solution to perform full page OCR to extract values dynamically against miscellaneous images in various formats. A set of dynamic classification scripts also developed to instruct TeleForm to automatically assign the right template for data extraction.

STG has integrated TeleForm with its high-speed Kodak scanners via ISIS interface in the past. In 2014, HP Autonomy stopped supporting ISIS in v10.3 release while 1199SEIU heavily relies on the advanced imprinting function of the Kodak scanners, which is only natively supported by ISIS off the shelf. After carefully analysis and meetings with HP Autonomy ECM R&D team, STG

successfully discovered and implemented a customized solution to preserve the connectivity via ISIS interface. Meanwhile, STG has also developed a new solution based on TeleForm naturally supported TWIN driver to enable the advanced imprinting function for the customer.

Additionally, the tremendous amount of incoming forms from client’s new added fax servers are brought into TeleForm system with no human interaction, which greatly increased the business productivity with no extra burden on client’s IT department.

The solution monitors the fax export folder lively and detecting metadata sheets along with associated image files. For each fax metadata sheet, a customized TeleForm system script will generate a Batch Header File (BHF) into the pre-configured Auto Batch Creation folder of TeleForm, so that TeleForm will be able to pick up the fax images from Fax Export Folder, pass in the metadata to each TeleForm form field and then start the batch auto processing. Batch-auto-submission has also been enabled, so that with very minimum human interaction, all fax images can be exported from TeleForm server to the client's image repository along with the metadata, and all processing details and TeleForm field data will be stored in a customized detail tracking table on client’s MSSQL database.

Story

Multiple tailored TeleForm jobs were set up, each one of which was designed to handle one of client’s major type of forms. Features such as system checkpoints, image preprocessing, customized fields and Form identification setup have also been utilized to maximize the identification speed and accuracy. Meanwhile, each job was also used as identification ID in form and system script to provide entry point to customized features inside and outside TeleForm.

The following screenshot shows the customzied identification drop-in setup for one TeleForm job, which utlized IDR tempalte and identification system script.

RESULTS

 Client’s TeleForm solution now handles more than 1000 forms daily with less than 1% misclassification rate.

 With the customized integration, client’s TeleForm solution now is fully operational with Kodak high speed scanners 24 X 7 nationwide without service interruption although the legacy ISIS interface is no longer supported in current TeleForm version.

 Client’s other content management system and billing system now is able to seamless receive the images and data exported from TeleForm nearly in real time.

 Fax server fed images are processed by TeleForm with very minimum human interaction, 30% plus business processing efficiency added.
