Rockwall Independent School District Board of Trustees Meeting

December 14, 2020 Regular Session

The Board of Trustees of the Rockwall Independent School District met in regular session on Monday, December 14, 2020 at 5:00 p.m. in Room 600 of the Administration/Education Center of the Rockwall Independent School District located at 1050 Williams Street in Rockwall, Texas. In attendance were:

President Mr. Jon Bailey

Vice President Mr. Russ Childers

President Bailey called the meeting to order at approximately 5:02 p.m., declaring a quorum in attendance and the meeting duly called with notice posted according to provisions of the Texas Open Meetings Act, Texas Government Code Chapter 551.

Vice President Childers led the Board of Trustees and audience in the pledge of allegiance to the flag of the United States of America and the pledge to the flag of Texas and offered the invocation.

During the public comments for public participation, no one from the audience address the Board. During the public comments for public participation, timely submitted public comments in advance of this meeting was provided to the Board of Trustees. During the Superintendent’s Report, Dr. Villarreal updated the Board on the following: Parent Leadership Academy

Dr. Villarreal thanked the Parent Leadership Academy members who completed the program on November 10th with a governance Question and Answer Session. Dr. Villarreal stated that Rockwall ISD values

relationships.

IB Diploma Graduates

Thirty-three students from the Class of 2020 have earned their IB Diploma in addition to their Rockwall ISD High School Diploma. The District had 22 students from Rockwall High School and 11 students from Rockwall-Heath High School participate.

RHS Debate Team Place in Top 6

The Rockwall High School Speech and Debate Team recently attended a competition where they competed in informative and persuasive extemporaneous speech and placed 6th.

Holiday Card Winner

Elementary students across the District submitted artwork for the annual District Holiday Card. Eli Flores, 4th grader at Dobbs Elementary School, was this year’s winner.

UIL Update

Fine Art (High School Bands)

Both high school band programs qualified for and competed in the UIL Area Marching Band Contest on December 5th. Both bands advanced to the final round of competition. Rockwall High School earned a 5th

place finish. Rockwall was one place away from qualify for the State Marching Contest. Rockwall-Heath earned a 9th place finish. This is the second time in school history that the Rockwall-Heath Hawks has

advanced to the 6A Area marching contest and the first time to advance to the final portion of the contest. High School Choirs

Rockwall High School and Rockwall-Heath High School had choir students advance to the final round of the UIL All-Region Choir competition. Rockwall High School had 5 students advance to compete for the State contest and Rockwall-Heath had 5 students placed in All-Region Choir.

Athletics (Football)

Rockwall High School Varsity Football – District Champions – 10-6A undefeated in District 10-6A play – Bi-District Champions – Division I Region II – 8th consecutive year to make the 6A Playoffs. Defeated Wylie

High School on Thursday, December 10, 2020 – 47-7 for their 8th straight Bi-District Championship.

8th in Total Offense in DFW – 479.09 yards per game

3rd in Passing in DFW – 304 yards a game

5th in Scoring in DFW – 49.55 points a game

The Yellowjackets will play DeSoto High School at Children’s Health Stadium in Prosper Friday, December 18, 2020 in area round of the UIL State Football Playoffs.

Rockwall-Heath High School Varsity Football – 2nd in District 10-6A – District Record 4-1. Defeated Garland

on Friday, December 11, 2020 by 42-14.

3rd in Total Offense in DFW – 529.11 yards per game

6th in Passing in DFW – 277.33 yards per game

8th in Rushing in DFW – 251.78 yards per game

2nd in Scoring in DFW – 51.22 points per game

The Hawks will play Temple High School at McLean Stadium on the campus of Baylor University in Waco on Friday, December 18, 2020 at 7:00 p.m. in the Area Round of the UIL State Football Playoffs.

Athletics (Basketball – Boys)

The Rockwall High School Jackets and the Rockwall-Heath High School Hawks have played a very difficult non-district schedule to prepare for District 10-6A play. District 10-6A play begins January 2, 2021 for both teams.

Athletics (Basketball – Girls)

The Rockwall High School Lady Jackets and the Rockwall-Heath High School Lady Hawks have played a very difficult non-district schedule to prepare for District 10-6A play.

Athletics (Soccer – Boys)

Rockwall High School and Rockwall-Heath High School Boys Soccer kicks their season off with playing scrimmages.

Athletics (Soccer – Girls)

Both Rockwall High School and Rockwall-Heath High School Girls Soccer Teams began their season on November 30 with scrimmages.

2020 Texas Tennis Coach Association Brandon Clark Courage Award

Lana Fulkerson, Rockwall High School Head Tennis Coach, was selected as the 2020 Texas Tennis Coach Association Brandon Clark Courage Award winner.

2020 Texas Tennis Coach Association Assistant Head Coach of the Year

Tammi Jones, Rockwall High School Assistant Tennis Coach was selected as the 2020 Texas Tennis Coach Association Assistant Head Coach of the Year.

Winter Break

Rockwall ISD will be closed for Winter Break beginning December 21, 2020 thru January 5, 2021. Thank You – Transportation

Rockwall ISD Transportation Department made a video for the Board of Trustees and Superintendent to show their appreciation to them for the One-Time Retention Incentive Payment to every full-time, permanent Rockwall ISD employee.

Superintendent Dr. Villarreal discussed a draft recommendation of Rockwall ISD legislative priorities. Proposed legislative priority topics include:

1. COVID-19 Pandemic

2. Finance and Public School Funding 3. Assessment and Accountability

4. Finance: Vouchers, Taxpayers Savings Grants, Education Savings Accounts 5. Charter Schools and Accountability Standards

The 87th Legislative Session will convene January 12, 2021 and end May 31, 2021. Many Texas public school districts are in the process of considering their legislative priorities.

Dr. Amy Ellis, Chief Curriculum & Instruction Officer, presented information regarding the 2021-2022 Academic Planning Guide and substantial changes. The purpose of the Academic Planning Guide (APG) is to assist students as they plan their academic future. Counselors work with students, parents, and teachers to select appropriate courses for graduation and provide student services throughout the year utilizing the APG. Provided with this synopsis are the substantial changes to the Academic Planning Guide. Courses that will be added to the Academic Planning Guide are as follows:

SAGE English I Exercise Physiology

Honors (Change of Course Title Per College Board)

All PreAP course titles will be changed from the current title “PreAP” to “Honors” Human Resource Management

Virtual Business Disaster Response

Eastfield Dual Credit (Auto Body Program of Study) Collin College Dural Credit (Pathophysiology)

Upon a motion from Mrs. Duran and a second from Mr. Childers, the Board voted 5 to 0 to approve the additional courses and the one additional full time employee. (Stephanie Adams and Chris Cuny Absent) Dr. Amy Ellis, Chief Curriculum & Instruction Officer, introduced Dr. Matt Redman, Coordinator for Advanced Academics, International Baccalaureate, and Secondary Social Studies to give a report on the Advanced Academics for the Rockwall ISD. Dr. Redman stated Rockwall ISD provides a variety of Advanced Academic offerings for students through our Advanced Placement (AP), International Baccalaureate (IB), Dual Credit, and University of Texas OnRamps programs.

Renae Murphy, Chief Communication Officer, stated Policy CW (LOCAL) states that upon the Board’s request, the Superintendent shall appoint a committee to solicit recommendations for a facility’s name in accordance with administrative procedures. The appointment of Board of Trustee representative(s) on the Facilities Naming Committee for Elementary School #16 are Russ Childers and Jim White.

David Carter, Senior Chief Financial Officer, provided information regarding the District 3rd quarterly demographic data to aid in the projection of student enrollment growth. As part of the analysis process, the demographic team also considers housing activity in all of the subdivisions located within the boundaries of Rockwall ISD. The District uses this data when selecting future school sites to determine which

elementary zones will need relief from capacity demands associated with student enrollment growth. The District also uses this data for budgeting purposes as the District’s funding levels are tied to student enrollment. Templeton Demographics has provided the District administration with the most recent 3rd

Quarter 2020 demographic report. Several of the major takeaways from this quarterly report, include: Annual Enrollment Change:

• The District’s student enrollment for 2020-21 has decreased by [61] or [-0.4%] students from the previous school year. While this is a decrease from the total student enrollment from the previous year, most districts in DFW have seen 5%-6% student enrollment declines.

Economic Factors:

• Rockwall County’s unemployment rate is currently 6.2% which is approximately double what it was at the 3rd quarter report from this time last year (3.0%). However, Rockwall County’s unemployment

rate continues to be lower compared to the unemployment rate of DFW (7.5%), Texas (8.3%), and US (7.7%).

• At the unemployment peak in March 2020, the State of Texas’ unemployment rate peaked at 13.1% but has since decreased to 8.3% as of September 2020.

Housing Activity:

• Despite the COVID-19 pandemic, the housing market in Rockwall County remains remarkably strong.

• Through the 3rd quarter of 2020, both Housing Starts and Housing Closings are outpacing previous

activity from recent years. Enrollment Projections:

• 2020-2021 Current Enrollment = 16,943

• 2021-2022 Projected Enrollment = 17,347 (+405 or 2.4%) Campus Capacity Notes:

• Springer / Shannon – The opening of ES#16 in August 2021 is expected to provide relief for the Springer and Shannon elementary zones.

• Lyon / Stevenson – The campus capacity of both of the campuses has allowed for an enrollment of up to 900 students in the past. However, recent committee recommendations have explored the possibility of moving 6th grade to the middle school which will provide relief for both of these

campuses.

Upon a motion from Mr. Childers and a second by Mrs. Hilton, the Board voted 5 to 0 to approve the HVAC System Replacement at the Rockwall ISD Aquatics Center for $1,600,000 as part of the 2015 Bond Authorization and authorize the Senior Chief Financial Officer to execute the required documentation. David Carter, Senior Chief Financial Officer, presented a request to include the capital improvement projects described below as a part of the Rockwall ISD 2015 Bond Program. These capital improvements would qualify as acceptable bond-funded expenditures and enhancements that address equipment life-cycle replacement, increase energy efficiency and improve District stakeholder comfort and safety should the Board of Trustee approve the recommendation as presented.

Purchase [10] 77-passenger School Buses Locations:

With a motion from Mr. Childers and a second from Mr. White, the Board voted 5 to 0 to approve the School Bus Purchases for the Rockwall ISD Transportation Services Department for $1,050,000 and authorize the Senior Chief Financial Officer to execute the required documentation.

Upon a motion from Mr. Childers and a second from Mrs. Duran, the Board voted 5 to 0 to approve the Facility Study for the Rockwall ISD Aquatics Center not to exceed $75,000 and authorize the Senior Chief Financial Officer to execute the required documentation. In addition, per Rockwall ISD Policy CV (Local), the Board of Trustees shall determine the project delivery/contract award method to be used for each construction contract valued at or above $50,000. To assist the Board, the Superintendent shall recommend the project delivery/contract award method that provides the best value to the District. The Administration would like to recommend the following for the Rockwall ISD Aquatics Center HVAC/Climate System Replacement project.

Consultant Design Services – Estes, McClure & Associates, Inc. Project Delivery Method – Competitive Sealed Proposal (CSP)

Upon a motion from Mr. Childers and a second from Mrs. Hilton, the Board voted 5 to 0 to approve Estes, McClure & Associates, Inc. for the Consultant Design Service and for the Project Delivery Method to be Competitive Sealed Proposal (CSP) and authorize the Senior Chief Financial Officer to execute the necessary documentation. David Carter, Senior Chief Financial Officer, reported on February 15, 2016, the Board of Trustees approved a pool of engineering and consulting firms solicited through Request for Qualifications 1516.12-001 to provide professional services for the Rockwall ISD 2015 Bond Program. In addition, per Rockwall ISD Policy CV (Local), the Board of Trustees shall determine the project delivery/contract award method to be used for each construction contract valued at or above $50,000. To assist the Board, the Superintendent shall recommend the project delivery/contract award method that provides the best value to the District. The Administration would like to recommend the following for the Rockwall ISD Ag Facility Modifications & Renovations.

Upon a motion from Mr. Childers and a second from Mr. White, the Board voted 5 to 0 to approve design documents completed by District Staff for the Consultant Design Service and for the Project Delivery Method to be Competitive Sealed Proposal (CSP) and authorize the Senior Chief Financial Officer to execute the necessary documentation. David Carter, Senior Chief Financial Officer, reported per Rockwall ISD’s Response to COVID-19 protocol, there may be instances on District campuses where enhanced mitigation efforts are required to curb the effect of increased COVID-19 cases. These enhanced mitigation efforts can include, but are not limited to, temperature screening daily staff and students upon entry to the building and at other designated times/locations throughout the day. As part of the Spring 2020-21 Planning process, the District is anticipating the possibility of the need for enhanced mitigation efforts at the high school level. Comparatively, there is much higher number of students and staff at the high school level compared to that of the middle and elementary campuses. Therefore, the District has been in the process of researching efficient means to temperature check a greater number of staff and students in a shorter amount of time. On November 13, 2020, the District solicited proposals to purchase Thermal Temperature Scanners with Request for Proposal 2021.11-003 – Thermal Temperature Scanners. Ten [10] vendors submitted proposals by the deadline of December 3, 2020 – 2:30 P.M. Of the ten [10] proposals submitted, only three [3] met the requirements as specified in the RFP solicitation. A committee comprised of members from the Operations Department and the Student Services Department reviewed the products and documentation. Criteria based on purchasing price, the reputation of the vendor and of the vendor’s goods or services, quality of the vendor’s goods & services, the extent to which goods or services meet the district’s needs, and the vendor’s past relationship with the district were the factors determining evaluation score. The evaluation committee believes the proposal submitted from Ballistiglass provides the best overall value to Rockwall ISD.

Ballistiglass $42,000.00

Raptor PPE $67,490.00

Athena $121,500.00

With a motion from Mr. Childers and a second from Mrs. Duran, the Board voted 5 to 0 to approve the recommended firm to provide Thermal Temperature Scanners for Rockwall ISD and authorize the Senior Chief Financial Officer to execute a contract agreement.

Dr. Kelvin Stroy, Chief Student Services Officer, provided Trustees information regarding amendments to the approved 2020-2021 school calendar, including four additional staff development days in the spring. The days will allow administrators, teachers and staff an opportunity to participate in instructional professional development. A draft of the amended calendar for the spring to include four professional development days: January 29, February 26, March 26, and April 16. There will be no school on these four days. With a motion from Mr. Childers and a second from Mrs. Duran, the Board voted 5 to 0 to approve the amended calendar for the spring to include four professional development days:

a place for public comment. The public comment section will be available for comments from the public from December 15, 2020 thru January 6, 2021.

Mr. White moved to approve the following consent agenda items:
