The learning management solution will initially serve Incident Management employees and the Framework Agreement will enable the Environment Agency to extend this to the whole of the organisation.The Framework Agreement will also provide options to replicate learning portals and call off elearning content creation by the provider.

We require an Enterprise Learning Management System with a learning Portal for Incident Management employees called Incident Management Academy. The learning portal will act as a single point of access for all our Incident Management learning. The solution will initially serve 6 000 users but must be scaleable up to 12 000 users for the whole of the Environment Agency. The solution should provide the ability for training course scheduling and management as well as content management. It will allow tracking and reporting of performance and capability. Web based classrooms, mobile and social learning should also be included within the solution. We also require the ability to design and maintain interactive learning content in house with supplier support.We welcome suppliers working collaboratively to deliver the above requirements.

On Tuesday 29 November 2011 John Griffiths AM, Welsh Government Minister for the Environment and Sustainable Development, announced that he will create a Single Environment Body (SEB) for Wales, the vesting date is 1/4/13. This framework or contract will be available for use by the SEB from this date, however, the Environment Agency acknowledges that the SEB may set up their own arrangements in future.

Precise information on deadline(s) for lodging appeals: The Environment Agency will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers.
