This meeting of the Village Board of Trustees will be conducted remotely via Webex video conference call in accordance with Section 7(e) of the Illinois Open Meetings Act, as amended by Public Act 101-0640 ,and Governor Pritzker’s Executive Order 2020-38. The meeting is open to the public for online viewing and a limited number of members of the public will be permitted to listen to and provide comment during this meeting in the Northbrook Village Hall Boardroom, 1225 Cedar Lane. In-person attendees will be accommodated on a first-come/first-seated basis and will be required to comply with social distancing and wear face coverings at all times in Village Hall. Please note that social distancing guidelines limit capacity of the Boardroom to a maximum 10 persons, including Village Staff. Therefore we encourage all members of the public who can view the meeting virtually to do so.

The importance of connectedness for our collective mental health during this time of isolation and social distancing cannot be underestimated.

CATCH knows that emotional well being is, in large part, dependent on feeling connected to one's community,

one's family and one's friends. Our slogan proposals reflect that and we are hopeful that the board will like one, or more, of these.

Public Works staff has prepared a presentation for the December 8, 2020 Committee of the Whole Meeting providing an overview of the Village of Northbrook’s water infrastructure, information on the Water Plan and its development, and looking forward at the areas of emphasis for the components of the water utility.

Staff will be present at the December 8, 2020 Committee meeting to address any questions that may arise.

FOLLOWING CONSTRUCTION OF HUEHL ROAD TOWER AND THE MAIN BREAKS INCURRED WHILE

1. Mission Brook Sanitary District’s Wholesale Water Agreement has a most favored nations clause in the agreement with the Village. This

sets their rate equal to the lowest wholesale customer’s rate.

2. The Village began supplying water to the Village of Riverwoods in FY 2007/08. The Wholesale Water Agreement limits their rate to

90% of the Village’s rate to its residents and businesses. Additionally, the Village of Riverwoods’ rate was locked until FY 2017/2018.

3. Village Board Approved $2.4 million Equity Fund Transfer from General Fund to the Water Fund to delay planned rate increase.

4. In FY 2020/21 the Village Board deferred the planned 10% water rate increase for Northbrook customers due to COVID-19.
