--- The following changes, modifications, additions and deletions are hereby made to the plans, specifications and other contract documents and they shall have precedence over said contract documents. Parts of the plans, specifications and other contract documents not changed by this addendum shall remain in full force and effect.

1. Exhibit A: Fee/Cost proposal is missing from the copy I have. Would

you please forward one to me?

Response: The sentence that makes reference to Exhibit A “Offeror

must fill out and submit all of its proposed fees on the attached Exhibit A.” is eliminated and you are allow to propose your own form as long as you address the other requirements indicated in the following paragraph of the RFP:

(i) Anticipate the estimated cost of the services;

(ii) Control the costs of the services.

(iii) Also indicate any rate discount that you may offer to MHACY

for this work.

MHACY reserves the right to negotiate fees and cost with the Offeror it tentatively selects and to reject that Offeror should those negotiations be unsuccessful. MHACY must judge the Offeror’s proposed fees to be reasonable.

2. Attachment F, HUD 5369B is missing parts and is unusable. Would

you please forward me a clean copy?

3. The RFP requests an Annual Report. What exactly are you looking

for: Our latest Financial Statements, The Annual Report we submit to the Secretary of State each year of something else?

Response: Your latest Financial Statements.

1. RE Sec E Qualifications: Do we need to submit 3 references for the

Proposing Firm and 3 references for each of the other team members, or is this requirement in the RFP for a minimum of 3 references from the team?

Response: We are requesting three references for the Firm and three

2. Can you provide the details of MHACY’s RAD application to HUD?

Response: The Municipal Housing Authority for the City of Yonkers

manages proximally 2031 public housing units within 18 developments. These developments are organized in 6 AMPs.

MHACY submitted a RAD application that included 6 AMPs, 17 Developments and 1775 units. Cottage Place Gardens was not included in the RAD application.

We received the conditional approval letter for three AMPs; it is our intention to submit the additional information for the other three AMPs within the next few months.

The Municipal Housing Authority for the City of Yonkers (MHACY) is requesting proposals from qualified individuals or firms to provide development and financial advisory services, and assistance in the implementation of a RAD application. The Development/Financial Advisor will be responsible for representing MHACY’s interests as a member of development team(s), identifying, analyzing and securing financial resources to carry out the development activities ( See Sections 2.0 and 3.0 of the RFP).

Develop the overall RAD strategy in coordination with MHACY’s Officials, including, but not necessarily limited to; Financial Strategies, Eligible forms of ownership, Developer vs. Co Developer and General Partnerships. Assist, recommend and implement overall strategy and financial plans to better serve our tenants.

11. Has the authority done any RPCAs or had these contracted?

Response: Yes

12. Is it possible to receive a summary of the most recent physical needs

assessment data for the properties targeted for RAD conversion?

Response: Not at this time, we don’t have the final reports yet. They

should be ready by the time we select the qualified individuals or firms

13. Does the authority intend to convert new developments resulting

from its CNI grant to RAD? What is the development schedule for these projects, and when are they scheduled to be completed?
