PHILOSOPHY of ORGANIZATION

OMGAA exists for the purpose of teaching each child the fundamentals of the sport they are participating in, and to provide the framework for the wholesome participation at each child’s playing ability.

• Having fun while learning and being treated with dignity is each child's right and each adult's responsibility.

• Coaches and parents shall stress sportsmanship, team spirit, and acquiring skills more than

winning. In addition to learning the

fundamentals, the child, parents and coaches should learn and remember how to lose graciously.

• Coaches shall employ appropriate language when dealing with impressionable youth. Profanity will not be tolerated by coaches or parents.

THE SPORTSMAN'S CREED

THE PLAYER: I will live clean and play hard. I will play for the love of the game. I will win without boasting, lose without excuses, and never quit. I will respect officials and accept their decisions without question. I will never forget that I represent my team.

THE COACH: I will inspire in the players a love for the game and a desire to win. I will teach them that it is better to lose fairly then to win unfairly. I will lead players and spectators to respect officials by setting a good example. I will try to be the type of person that players want to become.

THE PARENTS: We will never boo a player, coach or official. We will

appreciate a good play no matter who makes it. We know the team gets the blame or praise for their conduct, not just the individuals.

THE OFFICIAL: I know the rules. I will be fair and firm in all decisions. I will call them as I see them yet not be afraid to correct my own mistakes. I will treat players and coaches courteously and expect the same treatment in return. I know the game is for the players, and will let them have the spotlight.

(7)

CODE OF ETHICS

OMGAA board members, coaches, assistant coaches, umpires, coordinators and volunteers will:

• Aspire and maintain personal conduct above ethical reproach.

• Maintain a commitment to the highest levels of personal and public integrity.

Unethical conduct or actions should be reported to the OMGAA board at 391-2627, and will be dealt with on an individual basis by the board. Unethical conduct or actions could include, but are not limited to:

• Any unlawful abusive act or acts against or directed toward a child or children. • Actual or perceived conflicts of interest.

• Any unlawful act or acts against or directed toward or on behalf of OMGAA and/or OMGAA board members, coaches, assistant coaches, umpires, coordinators, and volunteers of OMGAA.

COACHES’ RESPONSIBILITIES

Coaches Certification

A coach is responsible for the development and conduct of all players on the team. A coach’s primary function is to teach skills and develop the players socially, psychologically, and physically. Coaches are accountable to the OMGAA Board of Directors and will follow the guidelines listed below:

1. Hold a parent/coach meeting prior to the first season game to explain the rules, goals, and objectives to the team.

2. Clearly state the expectations of the players and parents for the season. 3. Always be positive and use constructive criticism only!

4. Encourage team play and values rather than individual accomplishments. 5. Develop players to play a variety of positions within the player’s physical and

mental abilities.

6. Enforce all rules without prejudice toward any one player.

7. Maintain team discipline. These matters should be explained in full and be private between player, parent, and coach.

8. Support the OMGAA philosophy.

9. Conduct yourself as a role model for the players and the parents.

Any complaint as to a coach's behavior and/or coaching philosophy will be reviewed by a committee made up of the OMGAA Chairman, appropriate Baseball Director, and the League Coordinator for the age group involved; also the Umpire Coordinator if needed.

• This panel shall have final say as to what disciplinary action will be taken.

• Recourse to disciplinary action is to notify the appropriate Baseball Director the desire to appear before the board at the next regularly scheduled board meeting.

(8)

Sponsors

Community Sponsor

Each year the association is faced with ever increasing costs. To those businesses and individuals that sponsored a team in the past, OMGAA would like to extend a very appreciative “THANK YOU”.

Without all of the team sponsors, YOUR membership costs would be even higher than they are now. Our sponsors are an integral part of the association's revenue. Their contribution help to directly offset the costs involved with providing our community youth with a positive alternative to the choices each youth faces in today’s world.

As an association, we encourage our membership to support the businesses that support our programs. We ask that individual members also “thank” our sponsors by patronizing those businesses that support OMGAA. Each member has a much more powerful message to send than any marketing campaign. OMGAA needs continued active team sponsors, and as members of this community, team sponsors need OMGAA members.

Elections

The annual election of Officers and Directors is held during the regular scheduled board meeting in October. A notice of elections is published in the local newspaper at least 15 days prior to the October meeting date.

Association Meetings

Monthly board meetings are held at 7:00 p.m. on the third Tuesday of every month, except in the summer, when the meetings start at 9:00 p.m. The location is subject to change; however, most meetings are held at the Maple Grove Community Center.

JUNIOR BASEBALL LEAGUE RULES

FOR

National Nine Year Old

Games will be scheduled at 5:30 p.m. and 7:00 p.m. No new inning may begin more than 1 hour and 15 minutes after the scheduled start time. A new inning is considered to have started immediately after the first pitch in the top half of the inning.

• We will be using a Pitching Machine for the first half of the season. Each batter will be allowed 4 strikes, for each at bat, and no batter will be walked.

• At mid-season (specific data TBD each season), all games will be a player pitch for the remainder of the season and end of the season tournament. Each batter will be allowed 3 strikes and 5 balls for each at bat. Pitcher can only pitch 1 inning per game during the regular season. During the end of the year tournament, a pitcher may pitch a maximum of two innings. Any part of an inning pitched shall constitute a full inning pitched.

• All make-up games scheduled after the mid-season switch will be player pitch. • There will be a five-run limit per inning, per team.

• All games will be five innings in length or within the games time limit.

• A game halted because of the time limit will be considered a complete game.

• Games stopped due to inclement weather or darkness will be considered an official game, provided that four innings have been completed, or three and one half innings if the home team is leading. • The strike zone shall be from the shoulders to the bottom of the knee, and to one ball width to either

side of home plate, as called by the umpire.

• Coaches must ensure equal playing time for all players.

• No player that arrives on time will sit 2 innings until all players have sat 1 inning.

• All players should play a non-outfield position for 1 full inning within the first 4 innings of every game at which they arrive on time.

• Teams must list their full roster and bat all available players. Official team rosters are established by OMGAA and filed with the League Coordinator. Roster changes are not permitted without written approval from OMGAA.

Metal cleats are not allowed; soccer-type shoes with molded cleats are permitted.

• Batting line-up will be in a continues order for regular season games. For example, if batter #4 was the last out of the game batter #5 starts the next game. All teams must have a set batting order by the 3rd game played. Players missing a game or arriving late will resume their normal slot in the continuous order.

• Balls and strikes are not subject to review; the umpire’s call is final.

∗ The first incident of a coach or player arguing a ball/strike call will result in a warning to the player, coach or both.

∗ Subsequent incidents will result in the player being called out, the coach removed from the game, or both.

• A dropped ball by the catcher on the fourth or third strike will result in the batter being called out. The play is dead, and the runners may not advance.

(15)

JUNIOR BASEBALL LEAGUE RULES

FOR

National Nine Year Old

(cont.)

• The bases will be 60 feet apart, and the pitching mound will be 40 feet from the leading edge of home plate, as arranged by the grounds keeper. Coaches may not relocate bases.

• The infield fly rule shall not apply.

• The barrel of any game used bat shall not exceed 2-1/4 inches in diameter.

• The pitching machine is to be operated by the umpire. If a league provided umpire is not present, both opposing coaches must agree on a single adult volunteer umpire.

In the event that the pitching machine is or becomes inoperable, or is unavailable (locked up), the game will be played by having each coach pitch to their team (overhand). No walks will be permitted. • No intentional bunting is allowed.

• Base stealing is prohibited.

∗ Runners may not lead off any base until a pitch has reached home plate. • Pick-off attempts can be made after pitched balls, but not from the pitcher.

∗ If a legal pick-off attempt is made, the runner may then attempt to advance.

∗ If no pick-off attempt is made, the runner must return to the base. The first incident of a runner failing to return to base prior to the ensuing pitch will result in a dead ball called strike, and a warning to the coach and player. All runners must return to their base, and the ball will be re-pitched, unless the batter is ruled out. Subsequent incidents will result in a dead ball called strike, the offending runner will be called out, all other runners must return to their base, and the ball will be re-pitched unless the batter is ruled out.

∗ All runners may advance one and only one base on an overthrow, at their own risk. Once any runner safely advances one base, or is thrown out in the attempt, the play is dead, and all runners must hold to their respective bases, while the ball is returned to the umpire for the next pitch. There shall be only one overthrow for each at bat.

• The defensive team will play 9 players, and may place the traditional pitcher any place within the diamond formed by the baselines.

• No stealing is allowed on a pitched ball missed by the catcher. • Any batted ball which comes in contact with the pitching

TRAVELING PHILOSOPHY

"The will to win can not be accomplished without the will to prepare."

The OMGAA traveling coaches teach fundamentals to our youth at a more advanced level and accelerated pace. As an association, we want to develop the entire team, not just one or two players.

Our coaches constantly have to strike a balance between the accelerated level of the competition and appropriate playing time for our children. To this end, our coaches strive to make sure each child plays in every league and tournament game.

Time

Half of the league games are held in cities within the Twin Cities area. These cities are usually within a 30-minute drive of the Osseo/Maple Grove area. The traveling teams typically play in 3-5 weekend tournaments during the 13-week season.

Cost

Costs will be somewhat higher than the National and American Leagues due to the quality of the uniforms, equipment needs, and league and tournament fees.

Support

Our traveling programs represents our community. We expect them to compete at the highest possible level, while demonstrating outstanding sportsmanship at all times.

Junior Traveling Baseball

for

Ten – Fifteen year Olds

• The player’s age as of May 1st

, determines the age group in which they play. However, if they are in the same grade as the next older age group, they can play up with that age group.

• Games are generally governed by High School Rules, except where modified by an individual league or tournament rule.

• League games will be played during the week.

• Traveling teams will play in a minimum of three tournaments. They may also qualify to play in the MSF or USSA State Tournaments, for a total of five weekend tournaments during the thirteen-week season.

• Some teams may have an opportunity to play in an AAU / USSA Regional or National Tournament. The decision to play in these tournaments will be reached by vote of the parents and coaches of the children on these teams.

TRAVELING FASTPITCH SOFTBALL

OMGAA will provide three programs, a recreational league (refer to page 28) and a summer and fall traveling league. The players’ age on December 31, will determine which age level she will play at.

Traveling League (Summer)

There are 5 levels currently being offered; 10U, 12U, 14U, 16U and 18U. The 10U typically ranges from ages 8-10. The number of teams at each level will depend on interest. The traveling league is a more competitive league than the house league; therefore more commitment is required from each player. The number of games played is determined by the number of teams in the league. The teams participate in 3-4 tournaments around the metro area. Play begins in May for the 10U, 12U and 14U leagues and ends in early July. Play begins in June for the 16U and 18U leagues and ends in late July. Girls 10U, 12U, 14U and 16U interested in playing traveling softball must attend the scheduled try-out. Coaches are volunteers and are chosen by the director and members of the board. The teams play in the Suburban Fastpitch League supported by the MSF/MMFL.

Fall League

Fall softball will be offered beginning in August. It is similar to the summer traveling league with the exception of the number of games and tournaments. More information to follow as it becomes available.

TRAVELING FASTPITCH SOFTBALL PROCEDURES

• Team selections are determined through an OMGAA identified tryout procedure.

• League games are scheduled as double headers and are played multiple nights per week. • Games are five to seven innings, depending on the age level, and governed by the American

Softball Association (ASA) rules.

• Tournament participation is scheduled for weekends throughout the season, two to four tournaments per team, depending upon age level.

• All teams are registered with the ASA and will compete in a MSF/MMFL end of the year league tournament with the opportunity to qualify for, and participate in the state, regional and national tournaments.

(29)

Fastpitch Tryouts

Traveling fastpitch softball teams will be determined through an OMGAA designated tryout system at (Date and Time to be determined) using the following procedures:

• Tryouts will consist of the following categories: ∗ Ground balls

∗ Fly balls ∗ Batting ∗ Pitcher tryout ∗ Speed evaluation

• Outside evaluators will be used.

• “A” traveling team will consist of the top 5 players; based on tryout scores, and 6 or more players of the coaches’ choice. • “B” traveling teams will consist of 11 or more players of the

coaches’ choice after the “A” team is selected.

(30)

FASTPITCH RECREATIONAL SOFTBALL

for

9 - 18 Year Olds

OMGAA provides both a recreational house program and a competitive traveling program. For information on the Traveling Fastpitch Softball Program refer to pages 26 and 27.

Recreational (House) League

There are different levels of house leagues formed by school grade levels. Depending on registrations, the leagues are split between 4-6 graders and 7-12 graders. Third graders that were 9-years old by December 31, are eligible to play with the fourth graders. The house program provides recreational leagues, aimed at introducing the game and developing skills. It is designed for anyone who wants to participate - no experience is necessary. Teams are formed per the OMGAA Team Selection Policy. Coaches are volunteers and chosen by the director. There will be a minimum of 14 regular season games played in Maple Grove and Osseo. The games start after Memorial Day and run through July. The games are usually on Monday and Wednesday evenings with a Saturday double-header in June and end of season tournament that concludes on a weekend.

OMGAA Harassment Policy

OMGAA believes that every participant has the right to an environment free of unwelcome verbal or physical conduct which harasses, disrupts, or interferes with the individual’s performance or which creates an intimidating, offensive, or hostile environment. OMGAA will not tolerate its members engaging in this type of behavior. Any member participating in such negative conduct will be subject to appropriate corrective action, which may include termination from all activities.

Member Harassment - Any unwelcome conduct directed toward a member that illegally discriminates against that member, unreasonably interferes with an individual’s performance, or creates an intimidating, hostile or offensive environment.

Sexual Harassment - Any unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct of a nature where:

• submission to such conduct is made either explicitly or implicitly as term or condition of an individual’s participation.

• submission to or rejection of such conduct is used or threatened to be as the basis for participation.

• such conduct unreasonably interferes with an individual’s performance or creates an intimidation, hostile, or offensive environment.

(31)

Volunteers

As with many community based, non-profit organizations, OMGAA has been, and will continue to be, successful because of a seemingly endless amount of energy from a few members. However, this endless source of energy is poor assumption made by all of us. Many very talented individuals have stepped forward with good ideas and lots of enthusiasm, only to be overwhelmed by what is an endless list of tasks to be completed. To further the success of YOUR association, and to keep this organization moving forward into the future, YOU need to become actively involved in YOUR association.

As a volunteer, YOU are not expected to become committed to softball / baseball for the entire summer. Most of the work to be done is completed well before the softball / baseball season begins. If YOU can organize, YOU are needed. If YOU want to become involved in a community youth program, OMGAA needs YOU. No matter how seemingly small YOUR contribution may be, YOUR involvement makes YOUR association stronger and better.

Many of us have very fond memories, which are in some way or another connected to our nation’s pastime sport, baseball/softball. YOUR association is asking YOU, as a member, to become involved. Through YOUR involvement about 1500 youths of our community will experience a positive baseball/softball childhood experience. As a community, we must continue to implement and strengthen avenues for youth involvement. Tell us what area interests YOU, and the association will do everything possible to find a fit for YOUR talents. Only through YOUR involvement can this association claim to be a community-based organization.

How do you get involved?

• Come to the open board meetings held on the 3rd Tuesday of every month at the Maple Grove City Community Center.

• Email the President or League Director for more information. See web site www.omgaa.org • Just jot down your name, interests, phone number and mail it to:
