Gas Station Assistant Manager
Tsatsu Gas, branded as a Petro Canada Station, is seeking an Assistant Manager to support the
daily operations of the gas station. The successful candidate will be required to have demonstrated related business experience, good interpersonal skills, and an ability to run a successful gas station and convenience store business. Specific Responsibilities May Include

Economic Development Manager

Agreement with Canada and British Columbia that became effective in 2009. The Tsawwassen First Nation Final Agreement is the first modern urban treaty in British Columbia, and the first to be negotiated through the BC Treaty Commission process.

Position Summary
The Economic Development Manager is an individual with outstanding business acumen, customer service and advanced interpersonal skills. In this role the incumbent will be primarily responsible for creating an economic environment focused on attracting and retaining business ventures while advancing economic, environmental, and social goals within Tsawwassen First Nation (“TFN”). The Economic Development Manager is also responsible for the design and implementation of TFN’s community economic development strategy which will, among other initiatives, stimulate business activity of its Members and investment in TFN.
Engagement, communication and relationship-building will be crucial to promoting and achieving sustainable growth through the expansion and retention of existing businesses and attraction of new businesses in TFN and its Member business enterprises.
The incumbent’s economic development (“ECDEV”) goals and objectives will be achieved in a manner that is consistent with Executive Council’s strategic plan.
Specific Responsibilities
• Overseeing the development and support of TFN Member businesses and joint ventures • Directing the exploration, collection and review of ECDEV opportunities
• Understanding, leveraging and applying TFN Aboriginal rights and title as it relates to potential business ventures
• Conducting or delegating comprehensive feasibility studies and risk analysis of TFN ECDEV opportunities
• Building and maintaining positive relationships with private sector economic development partners
• Adeptly and tactfully interacting with federal, provincial and municipal governments to mutually interpret and establish TFN’s mutual rights and title associated with relevant economic
development opportunities
• Proactively monitor multi-million/billion dollar development and civic construction proposals in the region that identify opportunities for joint ventures
• Maintain ongoing liaison and communication with existing joint venture partners to ensure that plans and objectives are implemented on an ongoing basis, and the joint ventures receive any required support from the Economic Development Manager and/or the TFN Administration and Executive Council
• Maintain liaison and coordinate activities with Finance department and financial related contractors and review relevant monthly costs incurred by the joint ventures
• Provide other related services to the TEDC / TFN as may be requested by the CAO • Act as a point of first contact for joint venture proponents, and provide advice to the TEDC
Board of Directors on the merits of joint venture proposals
• Providing mentorship and direct support in getting TFN Member businesses off the ground, including writing business plans and helping Members with banking activities
• Developing and maintaining productive relationships with other ECDEV employees within other First Nation organizations
• Actively participating and contributing in regular TFN management team meetings
• Creative problem solving through objective and practical evaluation of contributing factors and stakeholder input, while maintaining focus on preestablished goals and priorities
• Model and instill a high level of responsiveness and accountability amongst ECDEV Employees and contractors
Qualifications
• Seven (7) years’ experience of progressively responsible experience in community economic development or closely related field in local government, or equivalent combination of training and experience
• Post-secondary degree in economic development, commerce, marketing, urban, rural, or regional planning, public or business administration, or a related field
• Completion of the National Certification Program for Economic Developers and supervisory training and experience are considered an asset
• Sound understanding of First Nation rights to land or territory, including the Canadian legal system’s recognition of Aboriginal title and its unique collective rights to the use of and jurisdiction over ancestral territories
• Ability to remain calm and collected under intense pressure and scrutiny from internal and external stakeholders
• Advanced ability to distill complex business information into succinct presentation formats that appeal to a wide range of audiences
• Knowledge of key elements of contractual documentation such as scope of services contracts, RFPs and procurement contracts
• Demonstrated problem solving abilities in multifaceted stakeholder environments with competing interests
• Hands on experience in capitalizing on civic infrastructure projects to create TFN business opportunities for TFN businesses
• Leadership level full cycle land development experience highly beneficial • Demonstrated experience in sustainability planning
• Experience in the development of departmental and corporate long-range plans and budget projections
• Natural resource preservation practices and conservation regulations experience, ideally in marine ecosystem and adjacent areas would be desirable
• Policy development, interpretation and applicability experience beneficial
• Methodical new business prioritization, risk analysis and proposal evaluation skills
• Exposure to and working within Agricultural Land Reserve zoning laws and regulations would be a definite asset
• High attention to detail, including report formulation and reporting processes • Project management training and experience is considered an asset
• Supervisory and leadership experience, ideally of subject matter experts, highly desired • Valid Class 5 B.C. Driver’s License
Reporting Relationship
The Economic Development Manager reports to the Chief Administrative Officer, is part of TFN’s management team and must maintain effective working relationships with other Economic Development Contractors, Community Members, external business partners, the Chief and Executive Council. This role will not initially have any direct reports but may expand in the future, depending on growth and/or organizational structure change.
Working Conditions
Work is performed primarily indoors in an office environment, however at times will be required to visit fill sites and development areas. Extensive regional travel will be required to attend in-person meetings when required. Hand-eye coordination and fine manipulation skills are necessary to operate office technology.

Specific Responsibilities
• Coordinate engineering responses to development referrals including the provision of site servicing comments, review of technical servicing documentation, review of
engineering design drawings and ensure compliance to applicable by-laws, guidelines, and regulations.
• Oversee the construction of works and services including the preparation of engineering servicing agreements, construction documentation, field inspections, cost estimates and security releases.
• Participate in project meetings with consultants, contractors, public and stakeholders. • Prepare formal reports, memos, and documents. Provide reporting of work progress and
issue construction memos to contractors as needed.
• Update and maintain TFN infrastructure asset information in coordination with GIS and Operations staff.
• Review soil deposit and removal permit applications and issue permits. Monitor work performed under those permits.
• Coordinate with utility agency requirements for permits within public right-of-ways, utility easements etc.
• Assist with the collection of municipal spatial data using GPS. • Coordinate and monitor TFN water metering program.
• Assist with development of policies, bylaws, and standards as necessary.
• Review tree cutting permits, issue permits, and coordinate work associated with the permits.
• Assist with the development and maintenance of TFN asset management program. • Other duties as necessary.
Working Conditions
Work is performed with a mix of indoor office environment and outdoor field environment activities. Off-site travel and extended hours are occasionally required for meetings, field
inspections, and attending conference and training events. The engineering technologist reports to the land development engineer.
Qualifications
• Diploma in Civil Engineering Technology plus a minimum of five years of related experience with sufficient depth of experience in the design review, construction inspection, and administration of regulations in a municipal environment.
• Eligibility for Registration with ASTTBC as an AScT. • Strong understanding in MMCD.
• Ability to prepare, read, and interpret plans, specifications, contract documents and experience interpreting and providing recommendations on professional reports, review of designs, TFN bylaws and technical specifications.
• Experience with the review and acceptance of development applications, third party utilities, and engineering utility reviews.
• Ability to exercise independent judgment and decision making.
• Effective written & verbal communication skills including the ability to prepare public reports.
• Ability to lead negotiations with external groups such as developers, contractors, consultants, regional third-party utilities, and the public.
• Excellent customer service and interpersonal skills.
• Strong time management skills and a demonstrated ability to manage multiple priorities and deadlines.
• Experience in CAD and civil software models (water/storm/sanitary) is an asset. • Proficiency with computer programs (MS Office).

Regulatory Compliance and Enforcement Officer– Full Time

Regulatory Compliance and
Enforcement Officer to join our team. The position maintains effective working
relationships among staff within the TFN Lands division and related external
technical consultants or contractors.
Specific Responsibilities
•
Ensuring compliance with TFN Acts and Regulations
•
Receiving and investigating complaints
•
Applying and explaining requirements of Regulations
•
Taking action to achieve compliance of violators including verbal and/or
written notice, or laying charges by summons, ticketing or injunction
•
Patrols TFN lands and ensures corrective action is taken for any regulation
violations
•
Participating in drafting amendments to TFN Community Regulations, and
preparing and maintaining reports and records as required
•
Work closely with Delta Police Department, RCMP and other regulatory

Requirements:

2021 biofilm remote sensing technology trial
Field work employment opportunity
The port authority is committed to Indigenous participation in field studies, as part of the ongoing environmental and technical work for the project, when safety relating to COVID-19 permits. The port authority intends to implement a trial this spring to test a new technology at Roberts Bank during the western sandpiper northward migration. The trial will involve flying a drone equipped with a multispectral camera to test if it is possible to map and quantity biofilm on mudflats. In conjunction with the drone flight, the port authority will also be collecting biofilm sediment samples to ground-truth and calibrate the aerial imagery collected. If successful, this technology may inform the development of the western sandpiper prey availability Follow-Up Program element at a later date, if the project is approved. The port authority is seeking one individual to be part of the biofilm sediment sampling field crew.
Role description
Assist in the collection of biofilm sediment samples at predefined locations on the intertidal mudflats of Roberts Bank and west of Westham Island. A total of 60 locations will be sampled, 30 at Roberts Bank and 30 west of Westham Island
Assist in the processing and storage of samples

The skills and qualities required for this position are: - Minimum One Year of Gradework.
- Able to follow complex instructions.
- Physically fit and able to perform manual labour at a fast pace to meet project schedule. - Available from 7:00AM – 3:00PM Monday to Friday and some weekends.
- Driving as required – valid class 5 or other driver’s licences can be acquired after employment begins.
- Certified training and skills listed below are minimum requirements. - Typical activities listed below may change based on project requirements.
