Eighty percent of SHSP funding will be made available to each Regional Homeland Security Council as agreed to in the 2006 regionalization process by employing the funding formula that was revised and approved by the Regional Council

Coordinating Committee in 2012. The State will retain the option of utilizing up to twenty percent of the funding award.

All programmatic priorities identified and funded by SHSP will be presented to and vetted by the Senior Advisory Committee to ensure programmatic priorities are met, DHS resources have been efficiently leveraged, and duplication of effort has been reduced as much as possible and for overall transparency of the

program. Meeting minutes will be documented, shared with all members of the committee and maintained with the Kansas Division of Emergency Management. The Kansas Highway Patrol, as the State Administrative Agency, will have final financial decision making authority only as it applies to the State Homeland Security Grant Program eligibility (guidance), authorization (AEL) and overall responsibility of utilizing program funding.
