As the builder and operator of Hawaiian Waters Adventure Park (now known as Wet ‘n Wild-Hawaii), we were blessed to have Jerry Pupillo as our first employee when he began work for us as assistant general manager and director of marketing in 1997.

Over the years our company has built and operated 22 waterparks, theme parks and adventure parks throughout the U.S. and china. We have employed well over 100,000 people during this time. I can say, unequivocally, Jerry was the best co-worker I ever had the pleasure of working with.

He is gifted with remarkable insight, common sense and maturity. Apart from his excellent marketing and management skills, his charisma and leadership set him apart from other high achievers. The incredible success we enjoyed at the waterpark was in large part due to his hard work and knowledge of community.

Perhaps most of all, we valued Jerry’s integrity and character. Jerry’s word is his bond. He always, always does what he says he will do. He not only always met his obligations but also always exceeded our expectations.

In the 24 years I have known Jerry I have seen him handle extremely difficult and delicate situations with

professionalism and wisdom. I have expressed to him many times that I envy his patient and level-headed approach to problem solving and conflict.

As you might imagine, I have offered Jerry on many occasions leadership positions in our company, which included partial ownership. He has always kindly thanked me, but made it clear that he is dedicated to Hawaii and its future and that is where his family and he will remain.

In reviewing the position for which Jerry is being considered with City, I don’t believe you could find a more

qualified, trustworthy and dedicated individual. His breadth of experience, knowledge of the community and natural business skills will benefit the City and citizens immensely.

It is my great pleasure to write this letter of recommendation for Jerome “Jerry” Pupillo. As the Chief Operating Officer for Premier Parks, I began working with Jerry when we hired him to lead our team as the General Manger of Wet’n’Wild Hawaii in 2014. Jerry came to us with an impressive resume in the entertainment/hospitality industry and very well connected to the communities on Oahu. During his tenure I have been extremely impressed with not only his skills in leadership, customer service and community involvement, but also his skills in budgeting, forecasting and capital project planning and execution. I have no doubt his vast experience will greatly benefit the Department of Enterprise Services and the citizens of the City and County of Honolulu.

As the General Manger for Wet’n’Wild, Jerry brought many new and exciting ideas and attractions to the park. This has been

everything ranging from managing the installation and marketing of new thrilling water slides to signing partnerships with local vendors for food truck and craft fairs. Most notably in 2018 Jerry secured Chief’s Luau as nightly entertainment hosted on the grounds of Wet’n’Wild. Not only did this bring added revenue, but it also brought visitors from around the world to the property.

As I am sure you can tell from Jerry’s extensive resume of experience and service to his community, the quality of his work and

commitment to Hawaii speaks for itself. As his manager and co-worker for the last six years, I can attest that Jerry is an impressive, reliable, consistent, and fiscally responsible employee who supports his colleagues and his community, takes initiative, and is an absolute pleasure to work with. The citizens of the City and County of Honolulu will undoubtably benefit from his leadership and appointment as the Director of the Department of Enterprise Services.

Having known and done business with Jerry Pupillo since his tenure at

Kualoa Ranch in the 90’s and continuing to the current day while he

served as President for the Hawaiian Waters Park, I can

wholeheartedly recommend him to you for a position with the City of

Honolulu.

I am writing this letter of recommendation to show my full support of the appointment of Jerome A. Pupillo

to the Director of the Department of Enterprise Services. I feel it is important for me personally and professionally to publicly recommend Mr. Pupillo’s appointment. My willingness to support Mr. Pupillo stems for my 10+ years of working with him in numerous areas, both personally and professionally. Mr. Pupillo and I have been lucky enough to partner together to lead two of Hawaii’s top local and tourist destinations, Sea Life Park Hawaii and Wet n Wild Hawaii. Through Mr. Pupillo’s leadership at both destinations, he was able to have a tremendous positive impact on the many people with whom he interacted on a daily basis, while also positively impacted the financial positions of the destinations.

Mr. Pupillo is not only savvy at improving the businesses with which he works, but he also makes a point to improve in other ways as well. For instance, Mr. Pupillo and I have created other local business opportunities such as the Modem American Circus in the Fall of 2013. Through this venture, we were able to bring live entertainment to all five major Hawaiian islands over ten weeks, performing over 60 shows, with 45,000 people, employing hundreds of local residents, and donating over $75,000 to local charities. It is through these professional experiences that I was able to create a personal relationship with Mr. Pupillo over the years. His willingness to lead selflessly while creating an environment where all parties had the opportunity to succeed was one of the most enjoyable aspects of working with him. This is further exemplified through his board membership at organizations such as United Cerebral Palsy Association of Hawaii and Hawaii Pacific Health.

I believe Mr. Pupillo is not only a good fit, but perhaps the best pick to lead the Department of Enterprise

Services. As outlined above his leadership is exemplified not only in his success in business but in his ability to build, cultivate, and maintain relationships. His willingness to lead by example and serve the community is critical in his new role. I am excited for the citizens of the City and County of Honolulu as we all will be able to witness Mr. Pupillo’s ability to drive revenue, operate safely, lead with equality, all while creating an environment where as many people can be successful as possible.

Greetings from the mainland: Valparaiso, Indiana, near the shores of beautiful Lake Michigan. It is my distinct honor to be able to share some thoughts regarding Jerry Pupillo, whom Mayor Blangiardi has recommended as the new Director of the Department of Enterprise Services for the city of Honolulu. Jerry was a student of mine for three consecutive years in physical education classes at Wilbur Wright

Middle School(6th_7th8thgrades) in Munster, Indiana back in the early 1980’s. He also was an outstanding

member of our wrestling team, which was coached by myself during these years. In addition, Jerry played on ourgthgrade football team as well.

My earliest memory of Jerry was at an elementary wrestling camp practice: where this butterball kid showed up, sitting amongst his buddies, looking no larger than the oversized duffle bag he was holding on to. Needless to say, he has come a very long way since then. These years provided me with an extended opportunity to observe Jerry in many different settings.

Even at this early age, it was apparent that Jerry was a very special person. He had a unique ability to make everyone around him feel better about themselves. There was this inner goodness that radiated outward from him. His magnetic personality was infectious; it seemed that everyone loved him, except perhaps opposing wrestlers whom he routinely thrashed on the mat. He was a fierce competitor in athletics, yet it was obvious that he sincerely cared about others. This sensitivity was an especially attractive quality, much appreciated by Jerry’s peers and teachers. The valuable lessons of teamwork and leadership experienced during these early formative years have served him well through his years of professional development.

Reflecting back, Jerry has displayed a continuing fierce loyalty toward his faith in God, his family, childhood friends and, yes, even his early teachers and coaches. It seems to me that these positive qualities have been instrumental in Jerry’s continued professional accomplishments; and may I say, personal as well, evidenced by his lovely wife and two beautiful daughters. These same qualities will certainly be instrumental in this important new responsibility serving the city of Honolulu.

I am honored to have been asked to write this letter of recommendation for a man who’s had a profound effect on my business and a great mentor, Jerry Pupillo.

I met Jerry in 2012 when he was General Manager of Sea Life Park. I asked him how one

might go about opening a visitor industry luau at his facility. Rather than to charge me top dollar and not care if I were to sink or swim, Jerry instead put together a fair, mutually

profitable, win-win arrangement, and then set out on a course to do everything in his power to help make it a success. His philosophy was obvious to me: If the project wasn’t going to work, no one would ever be able to say it was his fault.

Jerry is a giant. A giver. Selfless. He leads by serving others. Walks with him through the park are always interrupted as he stops to pick up little pieces of trash on the ground as a way of showing his staff how a real man should conduct himself. Humanity comes first; business second. And family trumps it all.

As Director of Enterprise Services, every business arrangement Jerry orchestrates will put all parties in the best position possible to succeed, to make money. When everyone wins, everyone will come back for more, and they will come back often. Good business, fair business. In the eight years I have known Jerry, I’ve seen him do it countless times.

We need this. Kudos to Mayor Blangiardi for recognizing these qualities in Jerry Pupillo. The City will benefit. I’m looking forward to the journey.

Aloha kakou. I believe Jerry will do a fantastic job in carrying on exemplary work with

our Department of Enterprise Services. I have known Jerry for over 15 years as I have

done numerous blessings with and for Jerry. He asked me to be part of Hawaiian

Waters Adventure Park and Wet-n-Wild as well as his house and his 25th wedding

anniversary renewing of their vows. He is very focused in his leadership style while

being compassionate toward those who work alongside of him. His employees seem

motivated and enjoy their work even while I see him pushing them forward to be

better His family life is very good. His daughters respect him as their dad and his wife

loves and supports him in his desires to move the family ahead. He also loves to cook

and serve others.

All of these characteristics are ones that will benefit Jerry as the Director of the

Department. His background fits well into overseeing people that help others,

whether

it

be the Blaisdell, the Shell, the zoo, or our golf courses. His opportunistic

attitude and view of business will also benefit the cabinet under Mayor Blangiardi with

teamwork, grit, cooperation and vision.

I have no doubt he will bring the attitude of success and accomplishment to the

Department and will work hard to accomplish the goals set before him. I highly

recommend the appointment of Jerry Pupillo as the Director of the Department of

Enterprise Services.

My name is Leroy Marsh and I have been a teacher and head football

coach at Munster High School for the past 47 years. It is a privilege for

me to write this letter of recommendation for one of our student

athletes, Jerry Pupillo of Munster High School. His personal character

and integrity are impeccable and he has represented Munster High

School and our town admirably during the past twenty-five years.

First of all, let me give you a little background on Jerry and his career

here at Munster High School. Jerry was a state ranked wrestler for his

entire high school career, He had a great career here at Munster High

School, both athieticaHy and in the classroom. Jerry was a four-year

starter in wrestling at Munster and won many dual meets and

tournaments. He finished as the #3 wrestler in his weight class in

Indiana, out of hundreds of other wrestlers in the state. He was also

one of our team leaders his entire career. Jerry was a team captain

and one of the most respected student-athletes in town as he went

down to the elementary schools to teach younger students his craft.

He comes with great genes physically, mentally and emotionally. Mom

and Dad were very supportive of the academic and athletic process.

He has a very supportive family unit to help him in his future

endeavors. His immediate family, wife: Marilu and daughters Carina

and Katryna are also very supportive of his career choices.

Perhaps Jerry’s best attribute at Munster High School was his

never-ending work ethic on the mat and in the weight room. He worked non

stop, year-round, to become a superior athlete. No one ever out

worked him. More importantly, he was and is one of the finest young

men that I have ever coached. He worked very hard to achieve

athletically and became one of our best athletes. Any awards he won

for us were done with lots of sweat and lots of heart. He was also a

very unselfish player with no big ego to feed, always puffing the team

first.

He has great compassion for the less fortunate of our society and

helped in community projects through the years for them. During his

high school career, Jerry played a major role in our Mustang Toy

Roundup for the needy during the holidays. He helped to raise funds

and deliver toys to over 800 children each year in our area. He was

also very involved in many of the youth activities within our athletic

department and school system like DARE and others.

I do appreciate your time and I look forward to speaking with you in

the future about Jerry Pupillo. Feel free to contact me anytime to

discuss his future. You should be proud and excited to have Jerry join

you in your endeavors.

I have known Jerry professionally since 1992 when he worked for me as the Supervisor of the Executive Tower at the Hilton Hawaiian Village. Most people recognize that the Village is the largest hotel and resort in the state, but it was also the largest Hilton enterprise in the world. His early work clearly demonstrated a promising career in hospitality, but Jerry transitioned from hotels to attractions at a time that was critical for our visitor industry. For Hawaii to compete globally, we needed to expand our attraction offerings and Jerry incorporated his global experiences and marketing expertise to local attractions like Kualoa Ranch and Sea life Park as well as in a new start-up when Hawaiian Waters entered the state. Jerry was promoted consistently, and he was shortly General Manager of the enterprise for over 10 years.

Jerry has vast experience in hospitality attractions, business acumen, marketing, and demonstrated management. He has further been very engaged in our community through his numerous board service and leadership roles. Pali Momi Medical Center Board Chair, West Oahu Economic Development Board Founding Member, Kapolei Chamber of Commerce Founding Member are a few of the organizations where he has demonstrated his community focused collaboration skills which would now benefit our government. My decades of executive leadership allow me to confidently state that Jerry Pupillo would be a great leader for the City as the Director of Enterprise Services.

I am the owner and President of Premier Parks, LLC. Our company owns and operates the

Wet’n’Wild Hawaii Water Park in Kapolei. Shortly after acquiring the park, I had the good

fortune to hire Jerry in 2014 as the General Manager. Jerry has done an absolutely fantasticjob

running the park for these past six years.

A devoted family man? Jerry has all the personal and professional qualities one would want in

any great leader. He possesses the highest integrity and unquestioned ethics and values that

permeate his personal and professional conduct. Jerry is very bright, a great communicator and

quite empathetic. He brings real passion to his work. An extremely hard worker, Jerry leads by

example.

Jerry is a team player with a consensus management style and is quite adept at building internal

and external support, In addition to being responsible for all operating aspects of our business,

he also has led the marketing of the park on the island and internationally. He has been the

public face of our park, successfully interfacing on our behalf with the government and various

community groups. I have no doubt that this successful experience will be very helpful in his

new role.

As General Manager, Jerry has been successful in bringing other attractions to operate at our

park helping to improve our profitability. Committed to protecting the environment, he also

proposed and led the effort to bring solar energy to the park by way of erecting carports with

solar panels throughout our parking lot.

Jerry has overseen multiple capital projects which he brought in on time and on budget. He

really understands how to build realistic operating and capital budgets and then manage to

them.

In my opinion, Jerry’s successful experience with us and several other leading attractions on the

island make him an ideal candidate for his new role.

Appointment of Jerome A. Pupillo as Director of the

Department of Enterprise Services

It is my great pleasure to strongly recommend Jerry Pupillo for the position of Director of the

Department of Enterprise Services for the city of Honolulu. As an engineer and researcher that

has worked for both nonprofit and industrial organizations for over 30 years, I know that Jerry

has the knowledge, experience, and drive to excel in this position.

I have personally known Jerry for over 40 years. This friendship spans being high school

wrestling and football teammates to summer jobs to professional interactions. An example of the

latter is Jerry helping me with the translation and interpretation of documents for international

standards. As chairperson of an ISO Subcommittee for Dentistry, I work with several

international delegations from around the world on the development of standards concerned

with the performance, safety, and specification requirements of dental products. Over the years,

Jerry has been extremely helpful with the translation of documents and correspondence, along

with providing guidance on cultural viewpoints. He has always handled this interaction with

professionalism and a perspective of contributing to improved global health.

Jerry’s extensive experience of almost 30 years of managing public attractions and

entertainment along with indoor and outdoor venues, including Kualoa Ranch, Sea Life Park,

and Wet’n’WiId make him an ideal candidate for the position of Director of the Department of

Enterprise Services. However, as someone who has worked in the nonprofit, research, and

education sectors for over the last 20 years, it is Jerry’s continuous work in public service that I

find truly commendable. Jerry has remained exceptionally active in his community serving on

numerous nonprofit boards and economic driving organizations including Pali Nomi Medical

Center, West Oahu Economic Development Association, Kapolei Chamber of Commerce,

United Cerebral Palsy of Hawai’i, and Visitor Aloha Society of Hawaii.

Jerry’s significant professional and public service accomplishments listed above all speak to his

knowledge, hard work, and dedication. In addition to those accomplishments, as a friend, I can

attest to Jerry’s commitment to his family, friends, and to the better good of his community.

Therefore, I whole heartedly recommend Jerry for the position of Director of the Department of

Enterprise Services under the leadership of Mayor Rick Blangiardi.

My name is John Morgan and lam the president of Kualoa Ranch. This letter is in support of Jerry Pupillo’s appointment as Honolulu’s Director of Enterprise Services.

I have known Jerry Pupillo for over 25 years. He worked for us in the 1990’s and at that time, proved his abilities to think strategically and communicate effectively. As our Director of Sales and Marketing, he had a good understanding of how to integrate and optimize the different functions of sales and operations to achieve the desired results of the company.

After he left Kualoa Ranch to open and manage Hawaiian Waters Adventure Park and in the years since, he has continued to excel at both the water park (now Wet n Wild) and Seal Life Park. During this time, he has not only managed the attractions well, but developed and maintained relationships with a wide variety of constituents.

I think his proven insight, initiative and leadership would be invaluable to the City and County

SUBJECT: Resolution 21-3 Appointment of Jerome A. Pupillo as Director of the Department of

Enterprise Services

I’ve known of Jerry for nearly two decades but had the pleasure of working with him for seven

years at Wet’n’WiId Hawaii. When he re-joined the organization in 2014, where my firm was

the public relations agency of record, I had no idea what a delight it would be to work with him.

Jerry makes things happen. When a challenge appears, he heads straight at it with a smile on

his face. It’s really inspiring to see someone who, as the top official at the waterpark, will pick

up rubbish as he walks through the park or cook staff breakfast in the kitchen. Jerry often

showed his appreciation for his employees by holding staff lunches where everyone eats

together. We talked often about how he truly loved giving many on the West Side their first job.

Jerry also is very involved in the community, sharing his knowledge and expertise with others,

through his roles as a founder of both the West O’ahu Economic Development Association and

the Kapolei Chamber of Commerce. At the park, Jerry was always adamant about doing things

to give back to the local community and under-acknowledged groups as well —from Special

Olympics and Champions Day event to Christmas In July benefiting HUGS and other nonprofits,

to First Responders Week in September to honor the many local first responders, including City

& County Fire, Police, Ocean Safety and EMS.

Everyone who works with Jerry always had something nice to say to say about him, and our

marketing meetings were literally filled with laughter. He often told me

“Our Job is to Give

People Fun”

and he himself lives that through everything he does. But being a truly nice guy is

only part of it. Jerry is a visionary who rolls up his sleeves to develop new experiences and

reasons for people to visit his establishment. He always had hi5 pulse on what the guests—

residents and visitors alike—desired. With Aloha at the core of his decision-making, he was

always able to cater successfully to all guests, whether they were from here or international or

national travelers.

Jerry will bring this experience with him as he oversees both the Blaisdell and the Waikiki Shell

two important destinations for both O’ahu residents and visitors. His background is the

perfect fit to ensure these City jewels continue to provide must-see entertainment and

attractions to benefit Honolulu.

For all the reasons mentioned previously, I strongly recommend Jerry be confirmed as the

Director for the Department of Enterprise Services. He will do great things in this role!

Dear Chair Waters and members of the Honolulu City Council,

Mahalo for the opportunity to submit this testimony in strong support of

Jerry Pupillo’s appointment as the incoming director of the Department

of Enterprise Services.

I have enjoyed a working relationship with Mr. Pupillo for a number of

years.

In his current role as the General Manager of Wet’n’Wild

Hawaii, he has done an exemplary job not only overseeing a premier

attraction here on O’ahu, but also of navigating the park through the

early days of the COVID-19 pandemic before successfully re-opening.

The park’s more than 20 years of success highlight the fact that Mr.

Pupillo has been a strong driver of business on the Leeward side of

Testimony

Mr. Pupillo’s record of leadership speaks volumes about his

capabilities. He is an alum of the Pacific Century Fellows, a leadership

program that I established in 1997 to bring together and foster the

skills of burgeoning local leaders. He was an outstanding member of

his cohort, and his performance as a Fellow previewed the success he

has enjoyed as a professional.

Mr. Pupillo is a capable and qualified leader who would more than

adequately fulfill his duties as the director of Enterprise Services. For

these reasons, I strongly support Resolution 21-3.
