z The Challenge
– The IRS realized it needed to take aggressive action to improve customer satisfaction at all levels and the performance of its current workforce in order to meet the growing demands from both taxpayers and the Congressional oversight Committees
z The Goal
– Develop a agency-wide “Performance Development System” that implements new workforce competency and reengineering models in order to fill employee gaps
z The Approach
– Pearson worked with IRS leaders to develop a modern workforce reengineering program
– Pearson designed and validated new workforce competency models for various positions
– Competency models were approved by IRS subject matter experts and union representatives
– These models drove development of over 20 new competency-based training needs assessment tools for the selected positions
– Assessment tools were used as the building block of the Individual Development Plans (IDPs) of IRS employees
– Conducted rigorous validated studies to meet IRS guidelines

– Assessed over 30,000 IRS
employees for core competencies
– Performed “outcomes studies” to document changes in performance post training intervention
– Demonstrated overall gains in
customer service, problem solving, and other selected competencies
– Documented overall performance gains ranging from 2-5% for certain employees
