Marketing Text: A number of current and future challenges in the Vocational Educational & Training (VET) sector across Europe are outlined in the EU Commission document "A new impetus for European cooperation in VET to support the Europe 2020 strategy" highlighting the
importance of aspects such as attractiveness, quality and performance. The role of individual VET institution managers and their professional staff will be crucial in formulating and
implementing fit-for-purpose responses to systemic sectoral changes such as the shift to learning outcomes and competence-based systems and the growing focus on the validation of prior learning. Despite the high number of papers and proposals calling for change in the VET sector, a key problem is that there is no simple guide for beginning such change.
Summary: This pilot project resulted in the formulation of the implementation of a set of development best-practices (three core elements) in each partner organisation, enabling them, in turn, to document and report on the effectiveness of this transformation. The result is a 'process map' for the implementation of pedagogical systems of truly world-class standard across the VET sector.
CONSORTIUM
In 1999, as a result of the Bologna Declaration, those involved in the European Higher Education area had to respond to very similar challenges to those which the VET sector now faces. Engineers Ireland (which is responsible for the accreditation of all engineers
certificates, diplomas and degree programmes in all Irish Universities and Institutes of Technology) proved highly responsive to the challenges of the Bologna process. As a result, Engineers Ireland is recognised as a pioneer in bringing about world-class pedagogical systems and processes, so much so that the organisation is a key signatory of the
Washington Accord (http://www.washingtonaccord.org/), the main international accord for the mutual recognition of engineering qualifications and professional competence. Engineers Ireland has chosen a selection of European partners for this project, to ensure a range of experience, the ability to partake and benefit from the project and, in particular, the ability to widely disseminate the results of the project itself.
Description: In October 2012, Engineers Ireland, in partnership with leading VET Training centres from around Europe, undertook a two year project to implement a workable guide for the transfer of quality development systems from the higher education sector to VET centres and staff across Europe.
Funding for the project was provided as part of the European Commission’s Lifelong Learning Programme 2007-2013, under the Leonardo da Vinci scheme which focuses on education and training.

Italy Symposium - April 8th - 11th, 2014

Description The purpose of the visit to Italy in April 2014 was to gather a rich picture of the impact of the project and its components initiatives. The project evaluator, Dr. Kiran Sarma, attended the symposium to the complete range of aspects of the evaluation.
The final symposium of the pilot phase of the project took place in Cosenza, Italy from April 8th-11th, 2014. This partner meeting took place after the completion of the implementation phase of the project so the focus of the symposium was to evaluate the implementation phase and project as a whole.
To assist in this evaluation, the external evaluator for the project, Dr. Kiran Sarma NUIG, travelled with the partner group to Italy to conduct a series of face-to-face interviews with each partner to determine the success and lessons learned of the project. These evaluation
interviews, combined with previous symposium and learning diary evaluation report, were compiled by Dr. Kiran Sarma to form the overall project evaluation report.
In addition to these face-to-face interviews project coordinator, Simon Purdue Engineers Ireland, guided the group through a comprehensive evaluation of the project from start to finish. Each partner was encouraged to present their views on the different aspects of the project that worked well and didn’t work well for their institution. This evaluation session produced an interesting group discussion on how other VET institutions would be able to introduce the BESTVET Total Development System into their institutions. This group
discussion, in tandem with the overall project evaluation report, formed the basis for ‘Process Map and Guide’ document that will be the main output of the project.
The project partners collaborated via email and video conference in the weeks after the symposium to produce the final ‘Process Map and Guide’ document and supporting materials which are now available via the BESTVET website in English, Spanish, Portuguese and Italian.
