BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF MORRIS, NEW JERSEY (not less than two-thirds of all members thereof affirmatively concurring) AS FOLLOWS:

Section 1. Pursuant to N.J.S.A. 40A:2-39, it is hereby determined that $20,443.28 of the proceeds of obligations originally made available pursuant to Bond Ordinance #953401 of the County of Morris, New Jersey (the “County”), finally adopted June 24, 2015, are no longer necessary for interior and exterior upgrades to the Ruth Davis Drive Home, including all work and materials necessary therefor and incidental thereto, for which the obligations previously were authorized.

Section 2. The $20,443.28 described in Section 1 hereof and made available pursuant to N.J.S.A. 40A:2-39 is hereby reappropriated to provide for renovations of restrooms located at the Morris County Administration and Records Building, including all work and materials necessary therefor and incidental thereto.

Section 3. The County hereby certifies that it has adopted a capital budget or a temporary capital budget, as applicable. The capital or temporary capital budget of the County is hereby amended to conform with the provisions of this bond ordinance to the extent of any inconsistency herewith. To the extent that the purposes authorized herein are inconsistent with the adopted capital or temporary capital budget, a revised capital or temporary capital budget has been filed with the Division of Local Government Services.

Section 4. This bond ordinance shall take effect 20 days after the first publication thereof after final adoption, as provided by the Local Bond Law.

BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF MORRIS, NEW JERSEY (not less than two-thirds of all members thereof affirmatively concurring) AS FOLLOWS:

Section 1. Pursuant to N.J.S.A. 40A:2-39, it is hereby determined that $143,000 of the proceeds of obligations originally made available pursuant to Bond Ordinance #953430 of the County of Morris, New Jersey (the “County”), finally adopted May 11, 2016, are no longer necessary for upgrades to interior of Ruth Davis Drive Building, including all work and materials necessary therefor and incidental thereto, for which the obligations previously were authorized. No money has been spent under Bond Ordinance #953430 and, as a result, $6,984.61 of the $8,000 appropriated from the Capital Improvement Fund for the purpose described in Bond Ordinance #953430 is also being reappropriated as provided for herein.

Section 2. The $143,000 proceeds described in Section 1 hereof and made available pursuant to N.J.S.A. 40A:2-39 and the $6,984.61 from the Capital Improvement Fund are hereby reappropriated to provide for renovations of restrooms located at the Morris County Administration and Records Building, including all work and materials necessary therefor and incidental thereto.

Section 3. The County hereby certifies that it has adopted a capital budget or a temporary capital budget, as applicable. The capital or temporary capital budget of the County is hereby amended to conform with the provisions of this bond ordinance to the extent of any inconsistency herewith. RES-2021-142

WHEREAS, the Board of Chosen Freeholders (n/k/a the Board of County Commissioners) (hereinafter "Board") established the Morris County Flood Mitigation Committee (hereinafter "Committee") by resolution dated March 14, 2012; and

WHEREAS, the Committee reviewed and evaluated the CORE application from the Borough of Lincoln Park (hereinafter "Lincoln Park"), in the Project Area designated as "South-10"; and

WHEREAS, the Committee adopted Resolution 2021-02 that recommended the parcel at 52 Riveredge Road, Block 123, Lot 19 for preservation in Lincoln Park; and

WHEREAS, the total property acquisition cost of this parcel in the South-10 Project Area is estimated to be $270,000; and

WHEREAS, Lincoln Park will be deriving the required 25% property cost-share match utilizing a grant from the NJ-DEP Green Acres program in the amount of $67,500; and

WHEREAS, Morris County’s 75% participation in the property cost-share is $202,500; and

WHEREAS, Morris County will reimburse up to 75% of eligible soft costs, including demolition, the Committee estimates these soft costs at approximately $50,625; and

WHEREAS, the combination of $202,500 in property cost-share and $50,625 in soft cost allowance yields a total project area cost of $253,125; and

WHEREAS, the specific dollar amount for the property will be determined upon approval of a fully signed contract and the execution of a grant agreement between Lincoln Park and the County.

NOW, THEREFORE, BE IT RESOLVED that the Morris County Board of County Commissioners accepts the recommendation and dollar amount submitted by the Committee and directs the Treasurer to issue a Certificate of Availability of Funds indicating that funds in the amount of $253,125 are available from the Morris County Dedicated Open Space Account #13-290-56-580557-888 to preserve the herein described parcel of property in Lincoln Park.

WHEREAS, as of July 1, 2014, Passenger Vehicle Transportation (PVT) vehicles are required to be registered with special service-specific license plates; and

WHEREAS, title NJS 48:4-1 states that “special paratransit vehicle means any motor vehicle used exclusively for the transportation of persons who are at least 60 years of age or who have disabilities and/or who are the clients of social service agencies, provided that the motor vehicle is used in a service provided by a county either directly or by contract, or provided by a nonprofit organization, and the service is included by a county as part of its county plan required by section 6 of P.L. 1983, c.578 (C.27:25-30), regardless of whether a person is charged or donations are accepted ”; and

WHEREAS, the Morris Area Paratransit system must fulfill the PVT license plate requirements.

NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of the County of Morris, in the State of New Jersey as follows:

1. The Director of the Board of County Commissioners or his/her designee is authorized to certify that the Morris Area Paratransit System operates paratransit vehicles.

2. The Director of the Board of County Commissioners or his/her designee is authorized to execute the Paratransit Certification and other documents the Motor Vehicle Commission requires on behalf of the County of Morris.

BE IT RESOLVED, by the Board of County Commissioners of the County of Morris in the State of New Jersey as follows:

1. That the County of Morris hereby awards a grant not to exceed $150,000 from the Morris County Open Space, Recreation, Farmland and Historic Preservation Trust Fund to the Borough of Kinnelon for a project entitled Boonton Avenue Recreation Facility.

2. That the Board of County Commissioners hereby accepts the dedication of any facilities under County jurisdiction, including but not limited to sight triangle easements, bridge maintenance easements and roadway dedications (per official map) as required by the grant agreement.
