Cycle traffic planning in Umeå
… Sustainable development – the Aalborg undertakings (August 2007)
… Action programme to fulfil the environmental quality norm for nitrogen dioxide in Umeå (August 2007)
… Surveys of travel habits that show a decline for cycling mean that it is important to raise cycle planning to the level of a factual basis in the on-going more detailed general outline plans
… Cycle traffic programme adopted by the municipal executive board in 2009
The cycle programme is focused on:
• How do people travel in Umeå?
• Where is the potential to increase the proportion of journeys by bicycle?
• How do we increase the proportion of journeys by bicycle?
• How to design and maintain the future main network for cycle traffic
• Areas for measures • Follow-up

Physical
planning!!
• Proximity so that people can walk and bike! • The optimal city thus has a radius of 5 km. This
means proximity – a city built for people (children, elderly people, ...)
• Let the city grow inwards by compacting it
Safer school roads!!
Encourage more people to cycle to work
• In Umeå, approximately 2/3 of all cycle trips under 5 km are journeys to school, work or recreation.
• In Denmark 60% of journeys to work are made by bicycle. The corresponding figure in Sweden is just under 30%.

Procurement
In the procurement documents the Municipality has specified the prerequisites for the work, e.g.
•when plowing is to begin (4 cm of snow on the main network for pedestrian and cycle traffic )
•when anti-skid treatment is to be carried out
•that anti-skid treatment is to be carried out as a preventive measure on the main network for pedestrian and cycle traffic
•Minimum depth to be cleared of snow
•Types and sizes of machines to be used on some sections
•That the contractor is to have personnel on stand-by round the clock every day
Inspection, documentation and follow-up
Inspection in order to check:
• that the work is carried out according to contract • the work is carried out satisfactorily
Documentation
• Documentation by means of vehicle-mounted GPS Follow-up:
• Established routines for how inspections are to be made • Checklist - what is to be inspected
Communication with citizens:

Underground heating
• The main reason for underground heating is traffic safety.
• Surfaces that are difficult to maintain (risk of major
damage to sensitive surfaces)
• There are approximately 33,000 sqm of underground-heated surfaces in Umeå. • The cost per sqm is
• A traffic data report is drawn up every two years.
• The report shows where in the municipality most injuries occur divided into motor vehicle accidents, bicycle accidents and pedestrian
accidents.
• The report forms the basis for where extra monitoring is necessary. • One major accident risk is the gritting sand that is still lying on
asphalted surfaces in the spring. Many accidents are caused by skidding on this loose grit. To reduce the accident risk the gritting sand is swept up as soon as possible.
