Atkins offers a full-service ITS team that has long been at the forefront of ITS development and deployment. We have assisted clients with their ITS needs by helping them achieve their safety, security, and efficiency goals through ITS solutions. With our agency partners, we have helped secure funding to design, build, operate, and maintain their ITS infrastructure.

Atkins independently evaluates and tests ITS technologies and software at the Florida Department of Transportation’s (FDOT) traffic engineering research laboratory (TERL) before they are approved for use in the state. Our specialists at TERL develop and maintain FDOT’s ITS standard specifications, approved products list, and a statewide device procurement contract. Our hands-on experience allows our clients to receive better products at reduced costs, while manufacturers have an opportunity to improve products prior to deployment.

3. Arlington Entertainment District ITS

Services, City of Arlington, Texas. System manager services performed required an accelerated ITS deployment schedule driven by the opening event at the new Cowboys stadium. Fifty closed-circuit television cameras were designed and installed within seven months of notice to proceed. Additional fast-track infrastructure design included portable and permanent dynamic message signs and the design of reversible lane control signal systems on three arterials in the congested Entertainment District. Technical assistance was provided in system software selection and evaluating candidate locations for an event traffic operations center. A novel phone-based traveler information system provided traffic and parking information for travelers en route to the District.

2. Managed Motorways, Highways Agency, United Kingdom. Services included comprehensive initial ITS planning and all infrastructure design services for two managed motorway projects, both of which featured hard/dynamic shoulder running, on the M4/M5 and M62 freeways.

4. Ramp Metering Operations and Support, Georgia Department of Transportation (GDOT) and North Carolina Department of Transportation (NCDOT). Operation of GDOT’s ramp metering program. Evaluating ramp metering feasibility and defining deployment criteria for NCDOT.

Today’s traveling public demands reliable, real-time information about travel conditions to

efficiently reach their destinations. To make informed travel decisions, drivers require more information than what is provided by

intermittent radio traffic updates. Many agencies, in partnership with private industry, use mobile devices, in-vehicle applications, websites, telephone systems— through the national 511 initiative—and other advanced means to provide timely, accurate, and reliable information.

Atkins has nationally recognized traveler information experience having planned, implemented,

and operated traveler information systems, providing client-side services to develop requests for proposals, oversee testing and post-implementation services, and conducting advanced traveler information systems (ATIS) feasibility studies across the country. 1. I-4 Dynamic Message Signs Design-Build, Florida Department of Transportation, District Five. Performed all design services associated with the replacement of 16 obsolete monochrome dynamic message signs with full-color/full-matrix signs along I-4 in Orlando.

2. SafeTrip-21, I-95 Corridor Coalition, US Department of Transportation. Developed a long-distance, real-time trip planning website, and also developed and deployed travel time displays at two welcome centers along I-95 to provide better and more diverse traveler information.

Atkins has extensive experience planning, designing, constructing, operating, and maintaining traffic operations centers (TOC). We recognize that experienced, professional TOC experts are key to successful operations as they must fully understand the complexities of managing a TOC and deliver effective results. Our TOC operations experts have considerable experience and have worked in some of the world’s most sophisticated TOC scenarios. Additionally, our services can include implementation of the CREST operator certification procedures to help ensure a high level of efficiency and professional development. CREST is an occupational standard in the United Kingdom that is now being implemented in the United States.

1. Metrolina Regional Traffic Management Center Control Room Upgrades, North Carolina Department of Transportation. Services included development of user requirements, alternative design evaluations, design of control room renovations, and life-cycle costs for a replacement video wall system. 2. NC 511 Statewide Traffic Operations

Center (STOC) and Division 5 Onsite Staffing Support Services, North Carolina Department of Transportation. Provided all operations staffing at the recently opened STOC facility near Raleigh. The 24/7 operations include traffic incident management and traveler information system input and management.

3. Traffic Wales Control Rooms, Welsh Assembly Government, United Kingdom. Services involved continuous monitoring of the entire Welsh trunk road network including several major tunnels and bridges, analyzing traffic conditions, and providing timely information to the traveling public and operations stakeholders. Developed and implemented the CREST program, a certification and career development program for traffic management center operators.

When flowing traffic is disrupted by an incident, safety is compromised and congestion increases. As skilled incident management (IM) experts, Atkins has extensive experience developing strategic IM plans for transportation agencies. These plans address surveillance and detection technologies as well as procedures and metrics that can help resolve incidents quickly. Technologies include coordinated mobilization and response processes to assure response teams arrive swiftly and employ information dissemination protocols to help travelers navigate around incidents. ITS can most simply be defined as the application of technology to transportation. As part of this multi-year contract, we provide monthly, agency-wide statistical reports to the board of directors. These reports include operational data such as the tool shown to the left.
