VACANCY ANNOUNCEMENT

Medical Teams International has been working in Liberia since 2003 and is recognized by the Government of Liberia as an accredited Non-Governmental Organization. MTI has actively partnered with the Ministry of Health and Social Welfare in Rebuilding Basic Health Services and is supporting the Ministry of Health and Social Welfare (MoHSW) to increase access to health care services and strengthen the decentralization of the health system through provision of the Essential Package of Health Services (EPHS). MTI also implemented a Safe Motherhood project in Kpanyan District, Sinoe County. MTI has expanded its efforts and is providing Supportive Supervision to health facilities in several counties as well as community education on infection prevention and control, Social Mobolization/Health promotion, Case Management etc. Currently as cases of EVD continue to drop, the country is also transitioning to recovery phase.

Job Summary

The Project Manager leads MTIs response for the OFDA funded Rapid Response Program in MTIs program areas of operations in Liberia and is responsible for timely and high-quality program implementation and support. The Project Manager provides leadership to both Field and Project Coordinators, ensuring adherence to agreed work plans and reporting schedules as well as full compliance to MTIs policies in program quality and evaluation. The Project Manager works in close coordination with Finance, HR and Logistics officers to ensure that programmatic strategies are implemented at the program site.

The Project Manager reports to the Director of Programs and will be based in the Country Office in Monrovia with frequent travel to the field.

RESPONSIBILITIES

Essential Duties and Responsibilities

The Project Manager will:

Program Management

Oversee the day-to-day implementation of the OFDA Rapid Response program in MTIs area of operations, providing constructive leadership to the Field and Project Coordinators to implement, monitor and evaluate work plans and monitoring &evaluation mechanisms as agreed with the Director of Programs.

Program Management and Reporting

In close coordination with the Director of Programs and the Field and Project Coordinator, lead OFDAs Program Opening, Mid-Term and Closing meetings. Review operational aspects of internal and external reports from the program teams and ensure timely submission as required. Lead review of Budget vs. Actual expenditure on a monthly basis with program teams, ensuring timely and accurate feedback to the relevant Field Coordinators and the Senior Management, Finance and logistics departments. In collaboration with the Field and Project Coordinator address any over/under expenditure issues through jointly developed corrective plans.

Finance, Logistics and Information Management

In close coordination with the Finance department, lead the development and management of annual, comprehensive and inclusive program budget. Ensure proper financial, logistics and information management systems and control mechanisms are in place and adhered to the MTIs global and in-country finance and logistics policies. Review and ensure timely submission of monthly and annual finance and logistics reports from field sites as required.

Security Management

Have knowledge of and understand MTIs local security regulations; Monitor the operations security situation, and inform the Security Advisor, and SMT where appropriate, of developments through submission of accurate security and incident reports.

Representation and Coordination

Represent the MTI with local government authorities, non-state actors, UN agencies, NGOs, and OFDA as required at the country level. Represent MTI with beneficiaries and communities to encourage accountability to those we serve. Upon request by the Senior Management Team, organize and facilitate program site visits for stakeholders interested in MTIs Rapid Response Program.

KEY WORKING RELATIONSHIPS

Position Reports to: Director of Programs.

Position directly supervises: None; provides program leadership and technical support to Field Coordinators and Project Coordinators

Indirect Reporting: None.

Internal and/or external contacts: Internal:

Director of Programs and operations; Field Coordinators, Project Coordinators; Finance Manager, HR Officer, Logistics Officer, Security Advisor.

External:

Relevant other stakeholders e.g. OFDA, NGOs UN bodies, local authorities, non-state actors

Specific Desired Minimum Qualifications:

Degree - public administration, international relations, or other related field; Minimum of three - five years overseas professional experience in humanitarian response in conflict-affected areas; Solid experience in both expatriate and national staff management in a cross-cultural environment required; Demonstrated understanding of and experience with humanitarian and development programming and support (Finance, and logistics, Administration and Information Management); Demonstrated

ability to handle sensitive situations diplomatically and possesses strong communication skills; Experience in working with and coordinating with local authorities, the UN, OFDA, INGOs and other stakeholders; Strong interpersonal, intercultural and communication skills; Fluency in English; Excellent oral and written skills and computer skills; and Additional qualities: strong leadership and

organizational skills, ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions.

Grants Compliance Officer – Liberia Programs

Country: Liberia

Reports to: Liberia Country Director, with dotted line to HQ Director, Compliance Short-term contract: 6 months, end date to be determined based in award

Job Summary

This position contributes to the mission of the organization by being responsible for ensuring compliance with USAID and Medical Teams International financial policies and procedures as they pertain to the OFDA RITE grant. This position works closely with the members of the human resource, programs, and finance teams to ensure donor, regulatory, and award compliance. This position requires strong emphasis on post-award close-out and financial compliance

RESPONSIBILITIES

Essential Duties and Responsibilities Financial Accounting

 Ensures all routine [monthly/quarterly/annual] and special financial donor reports are prepared for review and approval of Country Director and HQ Finance prior to timely submission to donors.

 Works with Finance Manager to review financial reports with project managers and Country Director; submits to HQ for review prior to submitting to the donor.

 Assist in developing and maintaining acquisition and assistance tools, templates/formats and other guidance based on grant requirements, for use by MTI Liberia staff.

 Make regular visits to the field offices, project sites and partners to ensure quality in all aspects of finance grant Compliance.

Compliance and Risk Management

 Maintains current knowledge of local government and international institutional requirements related to financial matters, in particular financial award procedures.

 Assists the Director, Compliance in ensuring that appropriate standards, practices, and internal controls are adopted and adhered to.

 Assists the Director, Compliance in ensuring that there is a system in place for appropriate monitoring, auditing, and other measurements of the organization’s compliance with country and grant specific requirements.

 Coordinates and conducts compliance training programs on organization policies, including country and grant specific requirements.

 Perceives future necessities for donor compliance, being familiar with cost extension and re-alignment procedures.

 Coordinates with Director, Compliance and external auditors to complete required donor audits.

 In concert with the human resource, finance and programs department, review, improve and develop policies and procedures and internal standard operating procedures (SOPs) for contracts, grants, and procurement strategies for institutional and foundation grants.  Conduct or facilitate internal risk assessments for potential awards.

 3-5 years relevant professional experience in finance and compliance roles, implementing significant multi-year development projects

 3-5 years managing USAID funded grants or contracts  Experience supervising staff

 Relevant professional experience in Africa Preferred:

Experience in the nonprofit sector.

Knowledge, Skills and Abilities

 Extensive knowledge of generally accepted accounting principles.

 Extensive knowledge of USAID rules and regulations, including SuperCircular and A-133 audit requirements

 Commitment to Medical Teams International's mission statement.

 Proficient in Microsoft word processing and spreadsheet software, and module-based financial management software programs.

 Working knowledge and/or experience in monitoring and evaluation, participatory methodologies and project cycle management.

 Demonstrated planning and organizational skills.

 Demonstrated ability to prepare and analyze complex financial reports.

 Willing and able to live and work in a post-conflict country, and handle high pressure environment. Ability to handle multiple projects simultaneously; flexible.
