CITY OF SCHOFIELD PERSONNEL COMMITTEE REGULAR MEETING MINUTES

The Personnel Committee meeting was called to order by Chairperson Joan Joss at 5:15 P.M.on the above date.

1. Approve Minutes: Motion by DUNST, seconded by JOSS to approve the minutes from the prior meeting. Carried.

2. Discussion and recommendation of hiring of UWSP intern for Public Works Department: Discussion was held regarding the hiring of Ryan Holterman, a UWSP student majoring in Hydrology. Motion by DUNST; seconded by JOSS to approve recommendation to Council to hire Ryan Holterman as part of the Public Works Department. Motion carried.

Meeting Adjourned at 5:00 p.m. Motion made by DUNST, seconded by JOSS. Motion Carried.

Dear Rick:

Our records indicate that the most recent collective bargaining agreement between the City Of Schofield and Local Union 662 provided for Health and Welfare Plan C6 benefits, excluding retiree coverage. The new required contribution rate is as follows:

Plan C6

Effective Date Per Employee Per Week

Current Rate $355.30

12/31/2017 $365.30

Also be advised that the waiting periods for new hires must be in accordance with Question and Answer #1 of Special Bulletin 2013-1 (attached). Collective Bargaining Agreements ratified on or after July 1, 2013 will not be accepted unless the waiting period under the terms of the agreement is no more than thirty (30) calendar days unless the Board of Trustees explicitly consents in writing to a longer period.

Lastly, Fund policy requires that health and welfare contributions be submitted on all employees covered by the agreement for all compensated periods, including full-time and non full-time employees after they have been on the Employer’s payroll for no longer than 30 calendar days.

However, if your agreement has historically excluded or limited health contributions on non full-time employees, the agreement may or may not be in compliance with the Fund’s policies.

If you have historically excluded non full-time employees, please contact the Fund at 847-518-9800, ext. 3247 for discussion and information prior to completing your negotiations.

GRANDFATHERED PLAN NOTICE

This group health plan believes this plan is a “grandfathered health plan” under the Patient Protection and Affordable Care Act (the Affordable Care Act). As permitted by the Affordable Care Act, a grandfathered health plan can preserve certain basic health coverage that was already in effect when that law was enacted. Being a grandfathered health plan means that your plan may not include certain consumer protections of the Affordable Care Act that apply to other plans, for example, the requirement for the provision of preventive health services without any cost sharing. However, grandfathered health plans must comply with certain other consumer protections in the Affordable Care Act, for example, the elimination of lifetime limits on benefits.

Questions regarding which protections apply and which protections do not apply to a grandfathered health plan and what might cause a plan to change from grandfathered health plan status can be directed to the plan administrator at Research and Correspondence Department, Central States, Southeast and Southwest Areas Health and Welfare Fund, 9377 West Higgins Road, Rosemont, IL 60018-4938 or call Toll-Free 1-800-323-5000. You may also contact the Employee Benefits Security Administration, U.S. Department of Labor at 1–866–444–3272 or www.dol.gov/ebsa/healthreform. This website has a table summarizing which protections do and do not apply to grandfathered health plans.
