Problem/Challenges addressed

An African school dropout perennial problem due

employment, pregnancy and marriage related

The Covid-19 induced economic shocks that have placed pressure on children to work and generate income for

their financially distressed families, ending up as permanent

dropouts.

Covid-19 Locked-up opportunities to achieve the global community grand plan of ensuring that all girls and boys must complete free,

equitable and quality primary and secondary education by 2030.

Solution

Trip-CHANCE mobilizes parents & partners via Community Savings/Credit

SACCOs to finance independent Local Educational Mentors to provide affordable, and quality

education for vulnerable school Re-Entry.

At the same time, Trip- CHANCE helps parents mobilize the resources necessary to enable their children to Re-enter

school via their SACCOs.

By connecting Parent/SACCOs to local education providers in low- and middle-income

communities, Trip-CHANCE is tackling the global education crisis and helping more children re-enter and complete

schools.

THE PRODUCT

Trip-CHANCE targets school dropouts at primary school level (aged 11 years plus) able to write the Primary Leaving

Examination (PLE) exams following 9-

months of accelerated learning Mentorship program

Trip-CHANCE targets school dropouts at post primary school level (aged 15 years plus), able to sit and write the Uganda Ordinary level Certificate of Education exams following 9-months of accelerated learning Mentorship program.

Trip-Chance also accommodates school dropouts/Grade Repeaters, able to sponsor them selves provided they are able to write the National Grade exams following 9-months of accelerated

Mentorship program

Trip-CHANCE also welcomes Mature- Age Adults ,irrespective of age , gender, marital status, or disability status – provided they are able to write the National Grade exams following 9- months of accelerated Mentorship program.

PLEDGES TO ENSURE

That Trip CHANCE guarantees that average cooperative credit savings parents/guardians, students and community volunteer mentors together become actors: as basic educational financiers, trainers, entrepreneurs and

beneficiaries via Results Based Financing (RBF)

-That The Parent SACCO backed RBF supports the Trip- CHANCE to achieve the desired results of

school –retry, grade completion and passing.

-That The RBF Mechanism holds out the promise of making more effective use of the SACCO –Parent raised education financing resources.

-That The Flexible Accelerated Learning schedules and greater involvement of women mentors addresses school dropout causes related to employment, pregnancies, and early marriages.

-That Involvement of

communities including Flexible payments via SACCOs,

reflects community

commitment to take a large share of the responsibility for their own development.

TRIP-CHANCE (SACCO) GRASS ROOTS SET-UP

Beneficial /Applying Savings Credit Cooperative Societies (SACCO) Must be legally Registered with 60 members

SACCO Must have been in existence for 3 years and operational

SACCO Must be willing to incorporate in its current activities a savings mobilization activity for educational financing/credit for its members or children of its members

Members Must able willing to save as they can–e.g. via digital, daily, weekly, monthly or quarterly for the educational financing activity via their Savings/Credit Outlets

Following verification and agreement on above terms, where

applicable and feasible SACCO is facilitated with basic equipment for safety of funds and documents (e.g a safe box, computers and a

photocopier with scanner plus basic office furniture

Motivational Financing done to address the SACOO basic Utilities expenses e,g rent , data , office stationary and electricity for one year

SACCO members/parents Mentored and equipped with tips on saving mobilization for educational financing objectives

Relevant available and qualified SACCO staff trained are in educational loan administration and governance

SACCO facilitated with relevant Educational tracking loan tools e.g. manuals, and accounting package

SACCO are supported and linked to Microfinance Center and other Government programmes for additional SACCO Support and organizational development.

HOW WORKS

RESPONSIBILITIES OF PARENTS/GUARDIANS RESPONSIBILITIES/ROLES OF SACCOS

Parents/guardians with a candidate (11 plus years) for School Re-Entry ,must be a saving member of a registered savings & cooperative credit society (SACCOs) and able to borrow now or in future from the SACCO-to finance Child School Re-entry/Completion

Parents/guardians agree to Use the SACCO resources to pay only Trip- CHANCE registration fee equivalent to US$60-US$120(primary/post-primary levels), payable over 9-months period to cover (a) accelerated learning & (b) mid- term/national exams fees.

SACCO officially pledge to remit appropriate parent/membership

savings –to cater for parent’s Trip-CHANCE registration fees

obligation in specified

periods/dates as documented in the contract between the parent,

SACCO and SWEET Africa- subject to the savings capacity

of the parent/guarding and SACCO lending policies to

members

HOW WORKS

RESPONSIBILITIES/ROLES OF MENTORS RESPONSIBILITIES/ ROLES OF STUDENTS

Responsibilities/Roles

-Mentors are selected from retired teachers with a preference for females, and qualified applicants who must agree

& consent to volunteer/operate under the Parent/Guardian SACCO

supported Results Based Financed (RBF) Accelerated Learning.

-Mentors must either (a) volunteer space or (b) mobilize space (for at least 30 students) (c) commit 3days/week with the student.

-Mentors in the database are matched with the student applicants based on age, gender, current student grade, and locations

-Must be a school dropout (11 years Plus) & willing to enroll in 9-month accelerated learning mentorship program & write the final grade exams

-Must not be enrolled in any other similar program -Must Commit to interact with Mentor-3 days /weeks -Willing to write the SWEET African Midterm Exams -Willing to write the National Grade Exams

(Primary/Post Primary)

SCHOOL RE-ENTRY MARKET

Over 300,000 Ugandan primary/post primary (PLE/O’ Level) School

dropouts/year due to either tuition/costs, or employment or pregnancy, or early

marriage related issues-a with a large surge expected due to Covid-19 shocks.

Over 100,000 Ugandan Grade Failures (PLE/O Level) who want to re-enter and complete school.

A large number of unknown Ugandan Adults/

Mature-age who want to re-enter school and up grade.

Over 20,000 Ugandan established SACCOs that can be mobilized and leveraged to promote the TRIP-CHANCE program.

REVENUE MODEL

SACCO 60 % PAID FEE COVERS RBF MENTORING STUDENT ACCELERATED LEARNING (AL)

The Revenue model derived from the Results Based

Financing (RBF) for Education theory works as follows. After contract signing, SACCO pays Trip-CHANCE US$60

registration fee spread over 9-month for Primary School Re- Entry & US$120 spread over 9-month for Post Primary Re- Entry, with 60% fee used to achieve RBF milestones for Mentoring (40%) Completing Midterm (20%)& Final (35%) exams+5% pass bonus.

SACCO 40% FEE COVERS FACILITATION OF STUDENT AL SUPPORT ACTIVITIES

The balance-40% fee is Earmarked for SWEET Africa to Facilitate student/mentor matching (7%)supervision of student exam registration/writing (9%)RBF results ,

monitoring and achievement (8%)packaging accelerated learning (ALP 28%) plus payment for exam centers &

official exam fees (48%).

Mentors are paid based on the achievement of agreed-upon RBF

milestones that include student mentoring for :

(A) Accelerated learning (6- 9months-40% RBF payment for 30 plus-mobilized/mentored students)

(C) writing the National Exams (35% RBF payment for 80%

plus students who write the final National exams)

(B)writing the SWEET Africa Mid-term exams (20% RBF payment for 80% plus-

students mentored and who write the midterm exams)

(D) a bonus (5% RBF payment- for 50% plus students who write and pass the national grade exams(primary/post- primary)
