ABOUT THE NILS SCHEME
Upper Murray No Interest Loan Scheme (Upper Murray NILS) has been set up to provide local people on low incomes with flexible and affordable credit for the purchase of essential new household
or personal items
Loans may be available for fridges, washing machines, dryers, heaters, furniture, small appliances, medical equipment, and repairs to essential items
Loans are available for up to $1,500 free of any interest, fees and charges
Terms can be up to two years and repayments will be recycled to provide loans for other people in the Upper Murray region
Upper Murray NILS is a non-profit initiative run by the community, for the community You may be eligible for a no interest loan if:
You hold a current Health Care Card, receive a Centrelink payment or have a low income
You have lived at the same address in the Upper Murray area for at least 6 months or can otherwise show a continuing long-term connection to the area
The item you require is brand-new and is being sold by a registered business
You are willing and able to repay a loan (this is shown by how you are managing your current finances, including any arrears, and whether you are able to repay a loan without incurring hardship).
You have no outstanding NILS loans

Loans are not available for:
Bonds or rent in advance Rent or mortgage arrears
Living expenses such as food and accommodation Utility bills including gas, water, electricity and telephone
Cash advances Travel and moving expenses Debt repayment and consolidation Cheques to a third party for a private sale
Upper Murray No Interest Loan Scheme is open only for a few hours each week. Loan applications will be considered as quickly as possible but decisions may sometimes be delayed

(Loans are not available for bonds, rent, living expenses, utility bills, cash advances, travel and moving expenses, debt repayment or consolidation, private sales)

Rights and Responsibilities
In your contact with Upper Murray NILS, you have rights and responsibilities
Your Rights
You must be treated fairly and with respect regardless of your personal circumstances or beliefs
You must be advised how your personal details are recorded and who has access to that information
You must be asked for written consent before any of your personal information can be given to a party outside of the Upper Murray NILS program
You must be informed about the scheme’s eligibility criteria
You must be informed about the loan decision-making process
You must be advised of the terms and conditions of the loan
You must be supported with appropriate referrals, mentoring and financial education where applicable
You may access your file during the program’s scheduled business hours on prior request in writing to the Loans Worker
If you are dissatisfied about the program or the conduct of its staff, you may lodge a written complaint which will be dealt with fairly and without retribution
Your Responsibilities
Act in a manner that respects other applicants, our staff and the customers and staff of organisations who are providing us with meeting venues
Ensure information provided for the purpose of the loan enquiry and interview is true and correct and that no false or misleading information is given at any time
Make regular loan repayments as stated in your loan agreement
Contact us if you have difficulties making repayments
Tell us if you need a new or replacement repayment book
Tell us if Centrepay is no longer available to you due to changes in your circumstances
Tell us if you change your home and/or postal address, email address or telephone or mobile number during the term of the loan
