Borrowing

Borrowing can be used to spread the burden of a high-cost activity over several years. We usually consider it appropriate to spread the cost of an activity because the benefit of the activity lasts the same time or longer than the repayment period.

With a potential 10-year loan period, repayments would have some impact on rates for 13 years.

The Hekeao Hinds Managed Aquifer Recharge is a pilot of environmental infrastructure to address water quality.
