PSE’s Natural Gas Tariff Filing – Do Not Redocket

Dear Mr. Johnson:

Puget Sound Energy (“PSE”) submits in connection with Docket UE-190784 the following tariff

sheets to replace the tariff sheets that accompanied PSE’s September 18, 2019 filing which was

submitted under PSE’s Advice No. 2019-34. This filing includes the following portion of the

Company’s WN U-2 tariff for natural gas service.

Original Sheet No. 174-A - Schedule 74, Gas Conversion Burner Rental Service (Continued) Attachment “A” to Schedule 74 – Form of Termination Letter and Bill of Sale

The primary purpose of this substitute filing is to update the final date to schedule optional

inspection and maintenance appointments from March 24, 2020 to March 31, 2020, and to

explain in Attachment “A” Form of Termination Letter that customers will continue to receive

all of the services of their lease through the program end date of March 31, 2020, even if they

return a signed copy of their Bill of Sale before that date. There are also minor revisions to the

Termination Letter that improve clarity for customers as they move through this process.

The tariff sheets described herein reflect the original issue date of September 18, 2019, and

effective date of November 1, 2019. As required by WAC 480-90-193, PSE will post the

proposed tariff sheets on the PSE web site coincident with the date of this transmittal letter.

Puget Sound Energy Natural Gas Tariff Revision – Filed Electronically

Dear Mr. Johnson:

Pursuant to RCW 80.28.060 and WAC 480-80-101 and WAC 480-80-105(1)(c), please find

enclosed for filing the following proposed revision to the WN U-2 Tariff for natural gas service

of Puget Sound Energy (“PSE”):

Original Sheet No. 174-A - Schedule 74, Gas Conversion Burner Rental Service (Continued) Attachment “A” to Schedule 74 - Form of Termination Letter and Bill of Sale

The purpose of this filing is to discontinue PSE’s Gas Conversion Burner Rental Service and

transfer ownership of PSE’s equipment (gas conversion burners) to the customer effective March

31, 2020. PSE is discontinuing this service through the operation of the tariff schedule language

and consistent with WAC 480-90-194. PSE is not disposing of the equipment through WAC

480-143-180, since that rule does not apply in this instance. WAC 480-143-180 only requires a

public service company to file an application for Commission determination if the property to be

disposed of has a market value that exceeds the greater of 0.1% of the public service company’s

rate base last established by Commission order, or $20,000. In this case, the equipment to be

disposed of has a market value between $500,000 and $1,000,000, which is less than 0.1% of

PSE’s last established natural gas rate base of $1,765,436,979, namely $1,765,436.98.

The proposed tariff schedule language also clarifies the timeframe that a customer may request

an appointment for a service appointment for performance of any required maintenance of the

rented gas conversion burners. These optional service appointments are available on a first-come,

first-served basis.

Attachment “A” of this filing includes a Form of Termination Letter and Bill of Sale. Upon

approval of this filing, PSE will send a copy of the Termination Letter and Bill of Sale to each

customer taking service under this schedule, to allow customers to elect whether they would like

to take ownership of their conversion burner rental equipment and to offer an opportunity for a

free service appointment to inspect and perform any necessary maintenance to Company-owned

equipment prior to April 1, 2020.

The tariff sheet described herein reflects an issue date of September 18, 2019, and an effective

date of November 1, 2019. Posting of the proposed tariff changes for public inspection and

review, as required by law and the Commission’s rules and regulations, is being completed in

accordance with WAC 480-90-193(1). As noted above, this proposed tariff change would restrict

access to this service, by discontinuing a service, and disposing of the property by transferring

ownership of PSE’s equipment to the customer. Notice to individual customers will be provided

by mail to each customer that will be affected under the provisions of WAC 480-90-194(1) at

least 30 days prior to the requested November 1, 2019, effective date.

GAS CONVERSION BURNER RENTAL SERVICE (CONTINUED)

5. TRANSFER OF OWNERSHIP: On March 31, 2020, the Company will, at Customer option,

transfer ownership of any and all of PSE’s equipment (gas conversion burners) associated with this specific service to the Customer. The Customer will be provided with the documents included in Attachment A of this tariff schedule which will provide details for taking ownership of the gas conversion burner or having the equipment removed. All Customers are eligible for a one-month rental charge credit in consideration for taking ownership if they execute the sale documents and take ownership of the gas conversion burner. For Customers that do not take ownership of the gas conversion burner, PSE may remove the gas conversion burner.

6. DISCONTINUANCE OF SERVICE: At 11:59 p.m. March 31, 2020, the Company will discontinue this service. All operation, maintenance, repair or replacement for the gas conversion burner will be the responsibility of the (former) Customer after that time. The Company will not perform any operation, maintenance, repair or replacement of the gas conversion burner after that time. Customers who retain possession of the gas conversion burner after March 31, 2020, for any reason, irrespective of whether ownership of the gas conversion burner is transferred to the Customer or PSE attempts removal, take the gas conversion burner “as is,” with no express or implied warranties, including any specific warranty that the gas conversion burner is suitable or sufficient for heating Customer’s home or that the gas conversion burner is suitable or sufficient for use in the furnace, boiler or any other equipment the gas conversion burner is installed in. Customer also accepts all liabilities related to the gas conversion burner and releases PSE from all responsibility and liability related to the gas conversion burner.

7. AVAILABILITY OF SERVICE APPOINTMENTS: The Customer may request a service appointment for conversion burners owned and maintained by the Company at no charge per existing service under this schedule. These optional service appointments will only be available on a first-come, first-served basis, and must be scheduled by March 31, 2020. These optional field service appointments will be not be available after 11:59 p.m. March 31, 2020. Dear Valued Customer,

Effective November 1, 2019, Puget Sound Energy (PSE) received approval from the Washington Utilities and Transportation Commission to end its gas conversion burner rental service on March 31, 2020 (Service Termination Date).

This letter serves as formal notification of the termination of the gas conversion burner rental agreement for the above-referenced service address. You will have the option of either taking ownership of the rented gas conversion burner or having the equipment removed.

To take ownership of your rented gas conversion burner, please review, sign and send the enclosed Bill of Sale in its return mail envelope to PSE by March 31, 2020. You will continue to receive the service of your lease until April 1, 2020. When you choose the option to take ownership of the rented gas

conversion burner, you will receive a one-month rental charge credit in consideration for taking ownership.

If you acquire ownership of your rented gas conversion burner, your gas conversion burner requires periodic inspections and maintenance to ensure that it continues to operate safely and reliably. You will be solely responsible for ensuring that your gas conversion burner is inspected and maintained. Failure

to do so could result in the gas conversion burner failing, which could result in serious property loss or injury.

You may schedule a free service appointment for inspection and maintenance of your rented gas conversion burner until March 31,2020. These optional service appointments will be scheduled on a first-come, first-served basis. You can schedule an appointment by calling Lease Services at 1-800-421-7368, Monday-Friday, 8:00 AM – 5:00 PM.

contact your local heating company. If you are interested in purchasing a new energy efficient furnace, a PSE Energy Advisor can provide information on eligible rebates.

If you do not wish to take ownership of your rented gas conversion burner, please contact PSE’s Lease Services Department at 1-800-421-7368 to schedule a free removal of the gas conversion burner from the above-referenced service address.

THIS BILL OF SALE (“Bill of Sale”) is made from Puget Sound Energy (“Company”) to the customer named below (“Customer”)

1. Company has been leasing to Customer a natural gas conversion burner (“Appliance”). Company discontinued its leasing program for this Appliance. Company offered to transfer ownership of the Appliance to Customer, and Customer has chosen to accept ownership of the Appliance on the terms of this Bill of Sale effective April 1, 2020.

2. For good and valuable consideration, the receipt and sufficiency of which are acknowledged by Company and Customer, Company assigns, transfers, conveys and delivers to Customer all of Company’s right, title and interest in and to the Appliance. In conjunction with the transfer of ownership of the Appliance, Company will also provide Customer with a one-month rental charge credit

3. CUSTOMER IS ACQUIRING LEGAL OWNERSHIP OF THE APPLIANCE “AS-IS” WITH NO EXPRESS OR IMPLIED WARRANTIES. COMPANY DISCLAIMS ALL WARRANTIES, INCLUDING ANY IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE. Without limiting this general disclaimer of warranties, Company specifically disclaims any implied warranties that the Appliance is suitable or sufficient for heating Customer’s home or that the Appliance is suitable or sufficient for use in the furnace, boiler or any other equipment the Appliance is installed in.

4. The Appliance requires periodic inspections and maintenance to ensure that it continues to operate safely and reliably. Company will no longer provide inspection or maintenance for the Appliance after March

31, 2020 (“Service Termination Date”). This means that after the Service Termination Date (i) Customer

will be solely responsible for all maintenance and repair, regardless of the cause of the issue, (ii) Company will have no obligation to maintain, repair, replace or supply parts for the Appliance, other than the limited inspections and adjustments specified in Gas Rule 24, and (iii) Customer will be solely responsible for ensuring that the Appliance is inspected and maintained. Failure to do so could result in the Appliance failing, which could result in a fire, serious injury or death and property damage.

5. This Bill of Sale is binding on Customer’s successors, assigns, heirs, and personal representatives. 6. Customer accepts this Bill of Sale and all of its terms and conditions, agrees to release Company from all responsibility and liability related to the Appliance, and accepts all ownership and responsibility for the Appliance.

7. The person signing below represents and warrants that such person is the owner, contract purchaser or authorized representative of the household with the authority to execute this Bill of Sale.
