1, Res._, a proposed resolution adopting a budget for the fiscal year 2021 which begins January 1, 202L

2, Bill_, a proposed ordinance authorizing the City of Maryland Heights, Missouri, to issue

its taxable industrial revenue bonds ( Riverport Land Partners, LLC Project), Series 2020,

in a principal amount not to exceed $ 15, 500, 000 for the purpose of providing funds to pay

the costs of acquiring, constructing and improving an industrial development project in the

city; approving a plan for the project; and authorizing the city to enter into certain

agreements and take certain other actions in connection with the issuance of the bonds.

3, Bill_, a proposed ordinance approving a lease and development agreement between the

City and Champ Landfill Company, LLC.

legal action/ advice, personnel, and/ or acquisition of property involving the City in accordance

REGULAR CITY COUNCIL MEETING

Maryland Heights Government Center

December 3, 2020— 6: 45 p. m.

CALL TO ORDER A Public Hearing before the City Council of the City of Maryland Heights PUBLIC HEARING was held on Thursday, December 3, 2020 via Zoom virtual meeting. Mayor

Moeller presided and called the hearing to order at 6: 45 p.m.

City Administrator Tracey Anderson reviewed the proposed budget, both Revenues and Expenditures. Ms. Anderson stated that a Budget Workshop

was held on November 17, 2020 presenting a balanced budget.

Tracey reviewed how the issue of the Coronavirus effected the Budget for

the coming year. All salaries are frozen as well as any travel and training

with the exception of training needed to maintain certifications.

Further, the Capital Improvements program was revised in October to reflect

changes due to the Coronavirus over the next five years.

There were no questions from the Mayor and City Council and no comments from the public who were attending via Zoom and the hearing concluded at 6: 55 p.m.

CALL TO ORDER A meeting of the City Council of the City of Maryland Heights was held on

Thursday, December 3, 2020 via Zoom virtual meeting. Mayor Moeller

presided and called the meeting to order at 7: 00 p. m.

PLEDGE OF ALLEGIANCE Mayor Moeller led the Pledge of Allegiance.

Following roll call, the City Clerk reported a quorum was present.

Also present were: T. Anderson, City Administrator, C. Baber, Director of Public Works, B. Carson, Chief of Police, J. Cova, City Clerk, G. Macaluso,

MOMENT OF SILENCE Mayor Moeller requested a moment of silence in honor of Maryland Heights

Police Officer Matthew Schmitz who passed away earlier in the week of

natural causes.

APPROVAL OF AGENDA Moved by Councilman Rhea, seconded by Councilwoman Bietsch and

unanimously carried to approve the Agenda as submitted.

APPROVAL OF MINTJTES Moved by Councilwoman Taylor, seconded by Councilman Rhea and

Reg. Mtg.—11/ 19/ 20 unanimously carried, to approve the regular meeting minutes of November 19, 2020 as submitted.

PUBLIC FORUM None

COUNCIL COMMENTS Councilwoman Baker stated there would be a Community Development and Neighborhood Preservation Committee meeting on Tuesday, December 8th at

5: 30 p. m. Tl is meeting will be virtual.

Councilman Rhea announced that there would be an inaugural tree lighting ceremony at the Community Center on Friday, December 11' at 6: 00 p. m.

Also, Pictures with Santa will be taken at the Community Center Monday,

December 14t" through Wednesday December 16th. Registration is required. Pictures will be taken between 6 p.m. and 7: 30 p.m. on those specific days.

MAYOR' S REPORT Mayor Moeller stated that the next regular meeting of the City Council is scheduled for Tl ursday, December 17, 2020 at 7: 00 p.m. Mayor Moeller stated that this meeting will be virtual.

The Public Hearing for the 2021 Budget will be held prior to the City

Council meeting on the 3rd at 6: 45 p. m.

CITY ADMIN. REPORT City Administrator Tracey Anderson reported that senior rebates continue

with most being completed.

Res. 2020- 1322 Resolution 2020- 1322 was introduced, a resolution adopting a budget for the 2021 Budget Adoption year 2021which begins January 1, 2021.

Moved by Councilman Rhea, seconded by Councilman Caverly and unanimously carried, to approve Resolution 2020- 1322 by title only.

Resolution 2020- 1322 passed 8 Aye, 0 Nay, to be submitted to the Mayor for

approval.

Bi114624— Industrial Revenue Bill 4624 was introduced, an ardinance authorizing the City of Maryland Bonds for a project known as Heights, Missouri to issue its taxable industrial revenue bonds( Riverport

Riverport Land Partners, LLC Land Partners, LLC Project) Series 2020, in a principal amount not to exceed Assigned Ord. No. 2020- 4561) 15, 500, 000 for the purpose of providing funds to pay the costs of acquiring,

constructing, and improving an industrial development project in the city'

approving a plan for the project; and authorizing the city to enter into certain

agreements and take certain other actions in connection with the issuance of

the bonds.

Moved by Councilman Rhea, seconded by Councilman Dirck and carried, to

approve the first reading of Bi114624 by title only.
