1. Justification
Introduction
A major
factor contributing to
an increasein
t.herisks to
which workersare exposed
is noise.
Whenit
exceedscertain
threshold -values, iCaffects health
and workingefficiency.
Its effects
range frompsychological nuisance
to
organic damage,in particular
hypacusia, whichis
oneof the
commonest recognized occupational diseasesin
ouLindustrialized countries. It is
thereforenot

and hearing which may be due to excessive exposureto

Moreover presentscientific
knowledge enablesthe risk to
hearingto
be assessed rea.sonablyaccurately, unlike effects other
than thoseinvolving
heari-ng.The problem
It
has been established by many studies onthe subject that, while
nopredictions
can be made concerningthe effect of
exposureto a
given noiselevel at
work onthe auditory acuity of
anindividual, the effect of
suchexposure on a grsup- uay be assessed and
the
percentageof its
memberssufferlng
someloss of
hearing nnay beestimated.
By wayof
an example,the table
gi-ves valuesfor
male workers 60 yearsold
who have been exposedto
various noiselevels for
40years.

These measures must be supplemented by
health surveillance of
workerswhose exposure
is liable to
exceed theselimits.
Such surveillance must be capableof
detectingat
anearly
stage thoseindividuals
whose hearingis at risk,
andallowing the
required measuresto
be taken beforetheir
handicapdeteriorates
beyond an acceptablelinlt,
An analysis
of
the costs andbenefits arising
froma protection
progranmeagainst noise has been attempted on several occasions,
but it
hasnot
beenpossible
to
reach anyquantitative
conclusions; nevertheless, as regardstheir quality,
theresults
seem posiLive andthis is certainly the
casein
the medium
term.
As a gui-de,a
programme invoLving noise measurement, auciiometric surveillanceof
workers and reductionof
exposure by means of hearing protectors represents an annual expenseof the order of
20 ECU perperson exposed. Technical measures Eo reduce noise
vary greatly in
costbut may have
positive spin-off.
The
benefits,
sueh asindustrial relations or the social
and economic costrelated to a
givenstate of health,
appeardifflcult
to quantify
.Consultation and cooperation
Wtren preparing
this
Proposal,the
Commission consulted extensively theinterested parties
throughthe
Advisory Cornmittee on Safety, Hygiene andHealth Protection
at Work.
Furthernore, the measures proposed arein line
with the
recommendationsof the International
LabourOffice (in particular
ILO Convention 148) andthe
Inter-Governmental Maritime ConsultativeOrganization, and take
into
account recent work done by the World HealthOrganization,
the International
Organizationfor
Standardization (ISO), andthe International Electrotechnical
Commission (IEC).2.
