SUGAR SECTOR

Havjng received

the

European Parliament's Opinion,

the

Councrl examrned the

Commission proposal on

the future

Comrunity sugar arrangements

to

be

applicd

from

1

July

1991.

In

view

of the

guidelines which emerged from

the

discussions, the Council agreet]

to

extend

the existing

sugar arrangements

for a further

two

years.

The national

aid Italy is

authorj.zed

to grant is set at

70%

of the

amount

fixed in

t98B/1989 and granted

to

farmers as

well

as

to undertakings.

The amount

of

natronal ard

United Kingdom

is

authorized

_{to grant to the refining industry is set at}

It

should

also

be noted

DETERMINATION OF THE COMMUNITY STANDARD QUALITY OF SHEEP CARCASES

The Council

held a detailed

discussion on

the

Commission proposal

for

determrnrng

the

Community standard

quality of fresh or chilled

sheep carcases

to

apply from

the

1991 marketing year

for

purposes

of

determining prices.

Since agreement proved impossible

at this

stage

in the

discussions,

the

Council

wiII

continue

its

examination

of the

question

at its

next meetrng.

INI+,ARD PROCESSING ARRANGEMENTS IN THE MILK SECTOR (IPA)

The Council examined

the

Commission proposal aimed

at

temporarily suspendrr,g

inward processing arran8ements

in the milk

sector

until the

end

of the

199111992

milk

year.

Following

its

discussions,

the

Council adopted

a

Regulation excluding milk products from inward processing arrangements although derogations from

this

suspension are provided

for

-

products

not available

on

the

Community market

-

Cheddar, Edam, Gouda, Gruyère and Emmenthal cheese processed

into

processecl cheese

or

powdered cheese lactoserum.

DEVELOPMENT OF THE COMMON AGRICULTURAL POLICY

The Council heard an

oral

report

from Mr MAC SHARRY on the Commissionrs thoughts

on

the

development

of

the

common

agricultural policy,

which had

the

followrng

aims :

-

guaranteeing

the

competitivity of

Community agriculture

-

reorienting

support

for

farmers by

taking

account

of

the

diversity

of

the

structures

of

holdings and production

in

such

a

h,ay as

to

control

productron and guarantee income aid

-

strengthening

structural

aid.

The Council agreed

to

examine

this

question

further

and

in

greater

detail at

its

next meeting on

the

basis

of

a

written

comrunication which

the

Commission would submit.

URUGUAY ROUND

-

AGRICULTURAL ASPECT

The Council heard

a report

from

the

Commission

taking

stock

of the situatlon

regarding

the multilateral

trade

negotiations

(Uruguay Round) on

the agricultulal

aspect

following the

suspension

of

proceedings

after the

Heysel Conference in

December

of last

year.

Durrng

the

exchange

of

views which followed the Commisslonrs statement, the

Council stressed

the

importance

it

attached

to the

negotj.ations being contrnued

in a spirit of

constructive co-operation and confirmed the Cornmunity's wrsh to

negotiate

globally

balanced

results.

The CounciJ. agreed

to

keep

this

itemm on

the

agenda

for its

nexL meetings so as

to

keep

a

close eye on how

the

negotiations developed.
