flrst
proposal
seeks
to
adapt
the
second framework
programme
pursuant
to
Artlcle
1301(2)
of
the
EEC
Treaty. Thls
adaptatlon
concerns
the
amount
whlch

was

1987,
to
spend
after
1991
(the
"overhang") and
the
breakdown
of
the
total
amount
deemed
necessary
as
betweon
the
dlfferent
actlvltles
envlsaged.
The second
proposal
would

by
ECU

amount

necessary
for
the
speclflc
programme
on
non-nuclear energy and
the
ratlonal
use
of
energy
(Joule).
Furthermore,

of
the
second

pursuant

sentence,

the

to offset
