Valerie Fleishman provides the strategic and operational direction for NEHI. As Executive Director, she oversees the institute’s policy research, programs, opera-tions, fundraising and communications. Under her leadership, NEHI’s programs seek to improve chronic illness care, promote disease prevention and wellness, and speed the adoption of valuable innovations across the health care system. Ms. Fleishman joined NEHI at its founding in 2002. She has over 15 years’ experi-ence in health care, health policy, technology and innovation. Prior to joining NEHI, Ms. Fleishman was a director in Health and Wellness at Scient Corporation, where she led strategic consulting engagements with leading biotechnology, medical device and pharmaceutical clients in areas such as telemedicine, disease management, health information technology, clinical trials, and sales and marketing strategies.

Previously, Ms. Fleishman was a manager in Arthur D. Little’s Global Strategy Practice. She also worked in product management and brand marketing at Johnson & Johnson’s McNeil Consumer Products.

Ms. Fleishman received her bachelor’s degree, cum laude, from Harvard University and her masters of business administration from the Harvard Business School. In 2008, she was honored as one of Boston’s “40 under 40” by the Boston Business Journal.

Brian Johnson grew up in the medical devices industry -- as a child, he and his older brother used the surgical staplers his father sold for U.S. Surgical Corp. as toy guns. One episode involving about $10,000 worth of surgical staples earned him an early lesson about medical technology and its impact on people’s lives. While pursuing his master’s degree in business and economics journalism from Boston University, Mr. Johnson covered the 2004 Democratic National Conven-tion in Boston for The Associated Press. He worked as a reporter for The Eagle-Tribune, covering business and economics , local government and crime in the Merrimack Valley.

Mr. Johnson conceived the idea for MassDevice.com in 2007 and launched the publication in March 2009 with Brad Perriello. As publisher, he has spearheaded the growth of the publication from 0 to 75,000

read-ers each month and led the company to profitability in 2011, just two years after launch.

Kathy Buto is Vice President for Global Health Policy, Government Affairs &

Policy at Johnson & Johnson. She has responsibility for providing policy analysis and developing positions on a wide range of U.S. and international issues,

includ-ing the Medicare drug benefit, government reimbursement, coverage of new

technologies, and regulatory requirements. In addition to reviewing how federal,

state, and international government policies affect Johnson & Johnson products

and customers, she is responsible for helping to identify areas of opportunity for J&J to take leadership in shaping health care policy.

Prior to joining J&J, Ms. Buto was a senior health adviser at the Congressional

Budget Office, helping to develop the cost models for the Medicare drug benefit. Before that, she spent

more than 18 years in senior positions at the Health Care Financing Administration, including Deputy Director, Center for Health Plans and Providers, and Associate Administrator for Policy. In these positions, she headed the policy, reimbursement, research, and coverage functions for the agency, as well as manag-ing Medicare’s fee-for-service and managed care operations.

Ms. Buto received her bachelor of arts from Douglass College and her masters in public administration from Harvard University.

Justine Carr, MD, is Chief Medical Officer and Senior Vice President of Quality and

Safety at Steward Health Care System. Steward is a clinically integrated network based in Boston with 10 hospitals and more than 2,000 physicians. It is the sec-ond largest physician network in New England, serving over 1.2 million patients annually. Steward is one of the 32 programs designated by CMS as a Pioneer Accountable Care Organization. At Steward, Dr. Carr has led multiple initiatives in clinical integration, including standardization of policies and best practices in clinical excellence and prevention of harm.

Dr. Carr is chair of the National Committee on Vital and Health Statistics, an 18- member committee advisory to the Secretary of Health and Human Services on health data strategy. She

has been a member since 2004, serving also as co-chair of the NCVHS Quality Subcommittee. NCVHS

holds hearings and makes recommendations to the HHS Secretary in areas of population health, quality,

data standards, administrative simplification and privacy.

Dr. Carr is an internist and hematologist and formerly held assistant professor positions in Medicine, Sur-gery and Pathology at Harvard Medical School. Dr. Carr received her medical degree at Columbia College of Physicians and Surgeons and trained at Presbyterian Hospital, Massachusetts General Hospital and Beth Israel Deaconess Medical Center.

John Fallon, MD, has been the Chief Physician Executive and Senior Vice Presi-dent at Blue Cross Blue Shield of Massachusetts for over eight years. He is responsible for ensuring the highest standards of medical care for its members. He is also accountable for helping expand health care strategies involving quality,

effectiveness, efficiency and their relationships to new payment methodologies.

Prior to joining to BCBSMA, Dr. Fallon was CEO for the entire clinical enterprise at the State University of New York’s Downstate Medical Center, including Uni-versity Hospital of Brooklyn and the clinical faculty practice plan. He still main-tains his academic appointment as Clinical Professor in the Graduate Program of Public Health. His professional experiences also include the Partners HealthCare System, where he was chairman of the physician network. He was also the founder and CEO of North Shore Health System, a large physician-hospital organization in Massachusetts. He is chair of the National Council of Physician Executives at the Blue Cross Blue Shield Association.

Dr. Fallon practiced Internal Medicine for over 20 years and did his residency at Boston City Hospital. Dr.

Fallon is Board Certified in Internal Medicine and is a Fellow of the American College of Physicians.

David Cutler, PhD, has developed an impressive record of achievement in both academia and the public sector. He is currently the Otto Eckstein Professor of Ap-plied Economics in the Department of Economics and holds secondary appoint-ments at the Kennedy School of Government and the School of Public Health. Professor Cutler was associate dean of the Faculty of Arts and Sciences for Social Sciences from 2003-2008.

Honored for his scholarly work and singled out for outstanding mentorship of graduate students, Professor Cutler’s work in health economics and public

eco-nomics has earned him significant academic and public acclaim. Professor Cutler

served on the Council of Economic Advisers and the National Economic Council during the Clinton Ad-ministration and has advised the presidential campaigns of Bill Bradley and John Kerry. He was the senior health care adviser for the Obama presidential campaign and a senior fellow for the Center for American Progress.

Professor Cutler received a bachelors degree from Harvard University and a doctorate in philosphy in eco-nomics from MIT.

Gene Lindsey, MD, has been President and CEO of Atrius Health and also of its

largest affiliate, Harvard Vanguard Medical Associates, since February 2008.

Previously he was Chairman of the Board of Directors for Atrius Health and Chair-man of the Board of Directors for Harvard Vanguard Medical Associates.

Dr. Lindsey joined Harvard Vanguard Medical Associates in 1975 and practiced cardiology and internal medicine at the Kenmore, Wellesley and West Roxbury Harvard Vanguard practices. He served on the board of Harvard Community Health Plan/Harvard Pilgrim Health Care from 1991 to 2000.

Dr. Lindsey received his medical degree from Harvard Medical School. Dr. Lindsey is a sought-after speaker on the health care topics of payment reform, accountable care organizations, practice innovation,

quality and efficiency.

Michael S. Jellinek, MD, is the Chief of Clinical Affairs for Partners HealthCare,

Inc, and a professor of Psychiatry and of Pediatrics at Harvard Medical School. From 2001-2012, Dr. Jellinek was the president of Newton Wellesley Hospital, a 240-bed acute care hospital and member of the Partners HealthCare System (along with MGH,Brigham and Women’s Hospital and North Shore Medical Center). In 1996, he was named senior vice president for administration and had responsibility for hospital wide operations, space planning, construction and the Departments of Radiology, Pathology and Pharmacy.

Dr. Jellinek earned his medical degree from the Albert Einstein College of Medicine in Bronx, New York. He

completed pediatrics training at Montefiore Hospital and Medical Center in Bronx, NY, and residencies in

child psychiatry at Children’s Hospital Medical Center in Boston, and in psychiatry at Massachusetts Gen-eral Hospital also in Boston.

Amy Whitcomb Slemmer became the Executive Director of Health Care For All Massachusetts in 2008 after 20 years of health policy and management experi-ence. In this role, she was crucial to supervising the implementation of Chapter 58, better known as Massachusetts Health Care Reform.

Prior to joining Health Care For All, Ms. Whitcomb Slemmer had a diverse career

in Washington, D.C. where she served as the executive officer of American Red

Cross Biomedical Services, which is responsible for more than half of the na-tion’s blood supply. She also worked as executive director of DC Vote, where she

gained national attention for her efforts to help local residents obtain full Con -gressional voting rights.

Serving as legislative counsel for the National Association of People with AIDS, Ms. Whitcomb Slemmer garnered bi-partisan support to increase funding for HIV/AIDS research. As founder of Slemmer & Associ-ates Grassroots Advocacy, she guided health care organizations through the federal legislative process. Ms. Whitcomb Slemmer was the director of public education for the Health Care Reform Project and began

her career on Senator Edward M. Kennedy’s health care policy staff.

Ms. Whitcomb Slemmer earned a juris doctorate from Georgetown University Law Center. She graduated with honors from Wheaton College with a bachelor of arts degree.
