Chair Bruder called the meeting to order and welcomed members of the Board, staff, and guests at 9:04 a.m.

1. Approval of October 14, 2020 meeting minutes

Motion by member Jim Brown to approve minutes, seconded by member Susan Wynd Novotny. Consent calendar items carried unanimously. Rosanna posted to website on 12/9/2020 D. Chairperson Updates:

Motion by member Megan Barber Allende to approve schedule of 2021 meetings,

Motion by member Susan Wynd Novotny to recommend 2021 officers of the HHSA Advisory Board, seconded by member Susan Baird Kanaan. The item carried unanimously.

F. HHSA Agency Review Evaluation and Assessment:

1. Introductory Letter from Kitchen Table Consulting to All Staff and HHSA Advisory Board

• Kitchen Table Consulting is under the direction and guidance of CEO Carmel Angelo and working closely with the Advisory Board. They have begun reaching out to HHSA staff and other stakeholders for the review of the Agency structure.

2. Receive report from Kitchen Table Consulting about activities and progress to date

• The Ad Hoc Committee was formed from the Advisory Board. Kitchen Table Consulting has interviewed over 68 staff from all levels of the agency and community partners. They have

interviewed 29 Supervisors, 27 staff from Manager, Deputy Director and Director level, and 12

stakeholders. They have been reviewing surveys from previous years and have begun connecting with other rural counties and County Health

Executives Associations of California (CHEAC). They plan to have data prepared and to the Advisory Board by January 4, 2021. The next Ad Hoc Committee meeting will be in January 2021. Kitchen Table Consulting will continue to collect data, schedule additional interviews, and reach out to other agencies.

3. Questions and Answers from Kitchen Table Consulting • Question: What would be the proper way of sharing

information during the review process with staff? • Answer: CEO Carmel Angelo has shared at agency

staff meetings the progress of the review of the Agency structure and has expressed to staff there are no plans for reduction in staff. Bekkie Emery and Jenine Miller who are leading HHSA with Deputy CEO Darcie Antle with support from Mary Alice Willeford have been sharing updates at agency

staff meetings of the review of the agency structure and will continue to provide updates.

• Question: There were concerns from the public: why HHSA does not have a Public Health Director? • Answer: CEO Carmel Angelo stated that HHSA does not have a Public Health Director, but currently has two Public Health Officers; a Public Health Officer and Deputy Public Health Officer. The Public Health Director position is being reviewed for recruitment. In the meantime, Jenine Miller is overseeing Public Health department.

G. Agency Update:

1. Review of Agency reporting structure as Director Tammy Moss Chandler retires

• The HHSA organization charts are in the process of being revised to reflect Bekkie Emery and Jenine Miller as the leaders of the agency with support from Deputy CEO Darcie Antle and Mary Alice Willeford during the review of the structure of the agency. The HHSA organization charts are being reviewed for revision to reflect vacancies and staff that have been diverted to the COVID-19 response. 2. Public Health Accreditation Update

• An informal extension has been requested and approved to March 2021. With COVID-19 pandemic response it was determined to start the process for a formal request of an extension.

3. Updates on Fire Recovery and COVID-19

• Fire Recovery Updates: The phase two clean up of larger debris has begun. The phase one clean up of household hazardous waste has been completed. There are 100 people signed up for Federal

Emergency Management Agency (FEMA) assistance including renters and others that applied for

assistance. The Food and Drug Adminstration (FDA) small business loans have been approved. The right of entry to properties have been received for about 50% to begin clean up. There were 32 dwellings counted from the August Complex Fire and 12 dwellings from the Oak Fire; three people have already begun cleaning up of their parcels. • COVID-19 Update: With the huge surge of cases

throughout California the governor ordered regions with ICU availability below 15% to be placed on a Regionional Stay at Home Order. Currently, only the Northern California Region (of which

Mendocino County is a part) is not on the Regional

Page 4 of 5 Stay at Home Order; the interactive map can be found at https://covid19.ca.gov/. The county is averaging around 20 new cases a day. New

quarantine orders are coming out and can be found here. The two vaccines being considered are Pfizer vaccine to arrive in groups of 975 doses and

Moderna vaccine in groups of 100 doses. The first phase to include hospitals, clinics, nursing homes, health care workers, and first responders; essential workers afterwards. The Pfizer vaccine requires a second dose by 4 days +/- from the 21st day and the Moderna vaccine requires a second dose by 4 days +/- from the 28th day. The testing services at the Ukiah Fairgrounds have averaged about 400 a day. The state has approved for an additional testing site in Fort Bragg and a mobile testing site for all other areas of the county. The testing results have changed over from mulitiple different labs to the Valencia Branch Laboratory with 80-90% of the results back in two days. The COVID-19 dashboard is being reviewed and redesigned to include

vaccinations done.

• Susan Baird Kanaan – Thanked and shared gratitude from our community to Dr. Coren for everything that he has done for our community.

4. Final Thoughts from Tammy Moss Chandler as she retires from County service this month

• Tammy expressed her thanks and gratitude to the board members and shared a few items of interest for the board to consider for future discussions. • The Public Health partnership for laboratory

services was approved at the Board of Supervisors (BOS) meeting on December 8. The joint contract with the regional laboratory collaborative with Marin, Yolo, Solano, and Napa County is in the process of being redone and Mendocino County has been invited and approved to join. The Public Health laboratory services contract to be forthcoming in Spring 2021.

• The new Home Visiting grant was awarded to Public Health to expand Healthy Families America and has implemented many of the LatinX services while utilizing some of the Promotores de Salud model. • Whole Person Care was planned to end this month,

but was recently federally approved for continuation to February 2021.

• The Stepping Up Forum had a few testimonies that led to investigations of what is happening in our jails and brought concerns of mental health and well being of people in solitary confinement. • CEO Carmel Angelo – Thanked Tammy for all her

hard work and county services.

H. Member Reports Regarding Items of General Interest:

1. Megan Barber Allende – Community Foundation is partnering with United Way to help aid surviviors from the fires.

2. Patty Bruder – North Coast Opportunities is available to assist people with immediate needs, rental, housing assistance, etc during COVID-19 and the fires.
