PROJECT HIGHLIGHTS

In the late 1990s, the City of Atlanta’s Department of Aviation approved a 10-year capital improvement program that would enable the world’s busiest airport, Hartsfield-Jackson Atlanta International (ATL), to reduce delays, accommodate forecasted demand, and enhance customer service. Parsons, a partner of International Aviation Consultants, played a significant role in the development, planning, design, and construction of several projects, including a new air traffic control tower, terminal construction, landside access and parking facilities, and the $1.2 billion Fifth Runway, one of the most complex structures of its kind and one of the largest construction undertakings in Georgia’s history. The runway configuration makes ATL one of the few airports in the world capable of accommodating triple simultaneous landings in instrument flight rule (IFR) conditions.

PROJECT HIGHLIGHTS

Abu Dhabi International Airport is one of the fastest-growing airports in the world. To accommodate the increasing volume of passengers, the airport embarked on an ambitious expansion program in 2005. Providing program and construction management services, Parsons worked with the customer to plan, design, and construct Terminal 3, built to accommodate an additional 3.5 million passengers, in just six months. Additional projects have included a new 4.2-kilometer runway and parallel taxiway designed for superjumbo jets, two gates intended for new large aircraft, and a new air traffic control tower. When completed in 2016, the new Midfield Terminal Complex will provide the necessary capacity for the 20 million passengers expected annually as part of the airport’s continued growth. With options allowing it to support nearly twice that capacity, the airport will undoubtedly continue its reign as a top-rated facility for carriers and passengers alike. FORT LAUDERDALE-HOLLYWOOD

PROJECT HIGHLIGHTS

Parsons is the construction project manager for the expansion of Runway 9R-27L at Fort Lauderdale-Hollywood International Airport (FLL). The runway expansion is vital to the airport’s long-range program and to the overall air traffic system in the United States. When complete in 2014, the project will extend the south runway to 8,000 feet, widen it to 150 feet, and change its designation to 10R-28L. The program includes bridge structures with tunnel characteristics, which will carry the new runway and parallel taxiway over U.S. 1, the Florida East Coast Railway, and surrounding roads. Parsons’ construction management services will include oversight of multiple phases, extensive traffic maintenance, deep foundations, structures, and a significant amount of life safety components.

PROJECT HIGHLIGHTS

The new Guangzhou Baiyun International Airport, five times the size of the original airport and now a 24-hour operation, is capable of handling 80 million passengers and 360,000 aircraft operations annually. Parsons’ total-solutions approach enabled the customer to allocate resources effectively, improve service without driving up costs, and increase profitability, both at the airport and throughout the surrounding region. The new facility features a 130-gate main terminal and connection building, four concourses, parking, a hotel, and China’s largest air-traffic control tower. As an international hub for commerce and travel, the new airport contributes to the economic development of the region and provides new opportunities to its citizens, resulting in a facility that is not just expansive, but also momentous.

Raleigh-Durham Airport Authority

PROGRAM VALUE LOCATION

$631,000,000 Raleigh-Durham, North Carolina

PROJECT HIGHLIGHTS

As program and construction manager, Parsons served as an extension of airport staff on Raleigh-Durham International Airport’s largest development program in its 66-year history, which included the replacement of the existing Terminal 2 with a new 1 million-square-foot terminal with 36 jet contact gates. Parsons also served in the same capacity for the Taxiway D relocation, the General Aviation Terminal construction, and a new central energy plant installation, successfully bringing the airport up to its own rigorous standards — without any disruptions to airline operations. Constructed in two phases, the new terminal features many sustainable elements, including a material that reduces heat loads on glass, the use of renewable wood resources, and a computerized building management system that maximizes energy efficiency.

PROJECT HIGHLIGHTS

Washington Dulles International and Ronald Reagan National airports serve as economic engines and ports of entry for the D.C. metropolitan region. Parsons, as the managing partner of a joint venture, is providing program and construction management to the Metropolitan Washington Airports Authority’s capital construction program, a multibillion-dollar effort to accommodate projected growth, transition passengers quickly and comfortably through the airports, and improve security processing. These efforts include the construction of an automated people mover system and a new air traffic control tower at Washington Dulles, and the renovation of the existing main terminal, the construction of a new terminal, and landside and parking improvements at Ronald Reagan National. The program’s success will allow both airports to reach their potential and provide superior service to the nation’s capital.

PROJECT HIGHLIGHTS

The Miami-Dade Aviation Department selected the Parsons joint venture team to design, build, operate, and maintain the automated people mover (APM) system at Miami International Airport (MIA). This $259 million, 1.25-mile APM is constructed to shuttle travelers and airport workers to and from rental car facilities and regional public transportation services. The MIA Mover has the capacity to transport 3,000 passengers per hour while reducing carbon emissions from vehicles on the airport’s roadway network by 30 percent. The project was completed within budget and on time, opening to the public in September 2011, and received the Occupational Safety and Health Administration’s highest national safety award, Voluntary Protection Program Star Status. As MIA’s first LEED Gold project, the MIA Mover will serve as a local benchmark for sustainability.

PROJECT HIGHLIGHTS

Miami International Airport’s North Terminal is American Airlines’ hub for Latin America and the Caribbean, handling up to 70 percent of the airport’s total traffic. To provide enhanced operating capability, the North Terminal Development Program added a new terminal that operates 50 dual gates to support both international and domestic passengers, a 400,000-square-foot Federal Inspection Services area, and a people mover capable of transporting 9,000 passengers per hour. As general management contractor at-risk, Parsons was able to construct a terminal that significantly reduces the airport’s carbon footprint, provides more than 115,000 local jobs, and contributes more than $6.5 billion annually to South Florida’s economy. The new North Terminal, four stories tall and more than one mile long, has the capacity to serve Miami’s significant international travel market well into the future.

PROJECT HIGHLIGHTS

Little Rock National Airport initiated a 10-year renovation plan to recapture space and support its continued growth. Parsons is providing construction management at-risk services for the Phase 1 Terminal Redevelopment Program. This program is divided into 10 sub-projects, each on a concurrent timeline. Each sub-project is procured and constructed separately by Parsons through a competitive bid process that supports 15 percent disadvantaged business enterprise participation on every project and is phased to allow for uninterrupted airport operations. This unique phasing and temporary relocation was important to the early design process and is coordinated with owner-furnished projects, including baggage handling, transportation security upgrades, closed-captioned television service, and other associated improvements. As an extension of airport staff, Parsons is working to support Little Rock National Airport’s 2020 Vision Plan to position it as a leader in regional transportation.

PROJECT HIGHLIGHTS

The Tom Bradley International Terminal at Los Angeles International Airport underwent a major renovation to enhance the passenger experience and safety for its nine million annual users. Parsons, as construction manager for the terminal, provided constructibility reviews, front-end document preparation, construction management, schedule reviews, and construction closeout to ensure that modifications were executed according to industry best practices. With its newly renovated international terminal, the airport is one of the few in the nation equipped to meet Federal Aviation Administration requirements for superjumbo jets. In addition, substantial efforts were made to establish and adhere to rigorous design and construction standards to make the terminal more energy-efficient and environmentally friendly, which resulted in a LEED Silver certification. The terminal is the largest public project in Los Angeles’ history to achieve this recognition.
