Centralization as a Vehicle for Telco Transformation

Communications service providers (CSPs) can transform their operations in many ways to make themselves more efficient and agile, but the most ambitious programs involve a strong element of centralization. Cen-tralization promises CSPs more streamlined processes and operations, cost optimization, improved control, and better quality assurance and customer experience.
Centralization projects can encompass a wide range of core CSP operations, including:
Data center operations
Customer care, call center systems and CRM processes
Procurement and vendor management
VAS platforms and systems
Enterprise-specific platforms
BSS
OSS
Network operations
Network/data security and managementOther shared service operations (including HR, finance, etc)
Current priority areas for CSPs are process, organizational, and technology issues surrounding network and telco IT platform centralization.
Centralization has jumped to the top of many CSPs’ agendas. According to a global online survey conducted by Ovum, over half of operators have implemented or are implementing a centralized operations strategy of some sort, and a further quarter are considering it.
Operators around the globe are devoting their energies to centralization projects, whether it be Orange or Vodafone centralizing their NOCs around European or Indian regional hubs, XL Axiata centralizing its OSS in Indonesia, or Telefonica Moviles modernizing customer-facing IT systems across its Latin American proper-ties. These projects may vary dramatically in content and scope, but centralization is the common thread running through them all.

A number of trends are running side by side: large operating groups centralizing their NOCs, operators adopting common tools and standardized processes that are centrally managed, and other operators that are already relatively centralized structurally turning their attention to simplification and automation. According to a global online survey conducted by Ovum the overwhelming majority of operators (73%) surveyed believe they need assistance with centralization and that a project should be closely coordinated with a third party, and a further 5% believe that a third party should take a leading role (see figure). Only 23% of operators believe they can handle a project wholly in-house.
Clearly operators do not believe that they can tackle this type of project alone, although the preference for a close partnership rather than simply handing over responsibility to a third party suggests that they still wish to retain some control over the direction of such projects.
It does make sense to work closely with a partner on a centralization initiative. A managed services en-gagement, for example, can bring platform, process, and people management expertise to the table, fol-lowing formal lines of engagement imposed around KPIs and SLAs. Contact between the business and re-gional NOC teams can then be supported by a rigorous system of service fulfilment, trouble ticketing, and other managed operations.
Successful centralization programs need to be broad-based, flexible, and closely aligned with CSPs’ strate-gic objectives. This favors the choice of managed services partners (MSPs) that can offer a broad portfolio of services and are able to demonstrate a strong governance model and a high degree of responsiveness to CSPs’ changing business needs.
