The regular meeting of the Edison Township Free Public Library Board of Trustees was held on Tuesday December 13, 1994.

The meeting was called to order by Board President Virginia M. Comito at 4:30 p.m.

PRESENT: Mrs. Comito, Mrs. Rak, Mrs. Engel, Dr. Curcio, Dr. Capraro, Mrs. Spadoro, Mrs. Dowling and Mrs. Krieger.

ABSENT: Mr. Kotak.

I . TRUSTEE ACTIVITIES:

Mrs. Engel made a motion, seconded by Dr. Capraro,to approve the minutes of the November 15, 1994 meeting as presented. All in favor.

Mrs. Comito welcomed new Board member Roberta L. Dowling.

Mrs. Krieger said that Mr. Himanshoo Kotak was also recently appointed; however, he was unable to attend today's meeting.

Mrs. Krieger said that there is still one vacancy to be filled.

Mrs. Dowling said that she would find out the length of her term.

Mrs. Spadoro made a motion, seconded by Mrs. Engel, to approve the following schedule of Board meetings for 1995:

January 10 February 14 March 14 April 11 May 9 June 13 All in favor.

July 11

September 12 October 17 November 14 December 12

II. TREASURER'S REPORT:

Dr. Curcio made a motion, seconded by Dr. Capraro, to approve the Treasurer's Report as submitted. All in favor.

A. Mrs. Krieger summarized the actions taken by the Board at their last meeting in an attempt to solve the disciplinary problems at the North Edison Branch Library. She reported that she received several complaints about our new policy which requires students to show their library cards upon

entering the library. She said that a number of patrons thanked the Branch Head Molly Davis-Bright for the new policy because they feel it is helping maintain order in the library. Ms. Davis-Bright told Mrs. Krieger that the new rules are a tremendous help.

B. Mrs. Krieger reported that she was informed by the library's accountant Bob Morrison that our minimum funding level is

$139,000.00 less in 1995 than in 1994 since the town's

property values decreased approximately a half of a billion dollars. She reviewed a draft of a proposed budget for 1995 and explained that if the town only gives us the minimum amount required we will have a deficit of approxi­

mately $309,000.00.

Mrs. Krieger said that given this worst case scenario, we would have to cut our budget by eliminating our bookmobile

service and security guards, replacing our custodians with a cleaning service, eliminating the position of part-time Children's Librarian and ordering 1500 less books.

Dr. Curcio asked Mrs. Krieger to write a list of these possible cuts in order of priority to present at the next Board meeting.

3 III. DIRECTOR'S REPORT (continued)

Jonathan Capp, an administrative assistant from the Mayor's office arrived at the meeting shortly after this discussion of the budget. Mr. Capp presented updated figures. He explained that the library's share of the pension figure will drop from $54,000.00 to 4,500.00. He said that the township is looking into a new health benefit policy so the figure of $455,000.00 will probably decrease as well.

Mrs. Krieger said that according to her records, we spent approximately $380,000.00 in health benefits in 1994.

Mrs. Engel suggested that we anticipate spending $400,000.00 in 1995.

Mrs. Krieger said that she recently learned that the township council decided to cut bottled water from the budget. She said that she thinks the library spends approximately $2,000.00 annually on bottled water. She will do some research and verify this figure at the next Board meeting.

Mrs. Engel suggested that we present our proposed 1995 library budget to the town's council in 1995.

VIII. NEW BUSINESS:

Mrs. Spadoro made a motion, seconded by Dr. Curcio, to approve the following revision of Section IIA: Board of Trustees

Responsibilities in our policy book:

The Board of Trustees of the Free Public Library of Edison is composed of nine members as prescribed by law. Two members of the Board, the Mayor or designee and the Superintendent of Schools or designee, serve ex-officio with the remaining seven members appointed by the Mayor.

Officers of the Board of Trustees are elected annually by the Board at their January meeting.

The Board of Trustees as the governing body of the Edison Library formulates the policies of the library services and personnel.

The Board is responsible for the selection and appointment of the Director, promotion of the library interests, securing of

funds adequate for a progressive, expanding program, and control of library funds, property and equipment.

The Board of Trustees deals with petitions, suggestions, and complaints which are presented in writing by members of the public.

Regular meetings of the Board are held monthly on the 2nd Tuesday of the month at 4:30 P.M. in the Main Library.

All regular and special meetings of the Board are publicized according to provisions of Public Law 1975, Chapter 231 ("Open Public Meetings Act").

All in favor.

IX. PERSONNEL:

A. Mrs. Engel made a motion, seconded by Dr. Capraro, that the policies governing the Head Custodian shall be consistent with those governing his/her department. All in favor.

This means that Head Custodian Robert Zaccaro is entitled to receive retroactive pay for all overtime performed in 1993 and 1994 as were the rest of his department who are members of the union.

B. The Board reviewed their policy on bereavement leave.

Dr. Curcio suggested that we find out what the township's policy is. Dr. Capraro said he would send Mrs. Krieger a copy of the Board of Education's policy on bereavement

leave.The Board will review these policies at their next meeting.

Mrs. Engel made a motion, seconded by Dr. Capraro, to adjourn the meeting at 5:45 p.m. All in favor.

II ORGANIZATION & ADMINISTRATION A. BOARD OF TRUSTEES RESPONSIBILITIES

The Board of Trustees of the Free Public Library of Edison is composed of nine members as prescribed by law. Two members of the Board, the Mayor or designee and the Superintendent of Schools or designee, serve ex-officio with the remaining seven members appointed by the Mayor. Officers of the Board of Trustees are elected annually by the Board at their January Meeting.
