Solution Delivery Manager ROLE PURPOSE
The role of Senior GeoSpatial Intelligence Analyst assists with the maintenance and development of the Councils GeoSpatial Technology as a critical corporate information resource. Senior GeoSpatial Intelligence Analyst is responsible for building digital databases, gathering and verifying data and applying and analysing this data to solve issues.
Senior GeoSpatial Intelligence Analysts are required to bring together a lot of different aspatial and spatial data sets, preform spatial analysis, prepare reports, research, prepare maps, maintain databases and provide professional opinion aligning projects to business as usual.

Area of Responsibility Summary of Activities
Providing geospatial intelligence services
Providing geospatial intelligence service to TCDC through
representation of data on spatial products including maps, imagery, reports, presentations and applications:
Develop, maintain and deliver a standard set of spatial services to meet TCDC operational needs.
Develop and deliver spatial products and outputs to meet specific internal and external requests, including key stakeholders
Ensure the requests are logged, tracked and meet agreed service level agreements and key performance indicators
Maintaining TCDC's geospatial technology
Maintain geospatial systems in accordance with TCDC capability model.
Maintaining core TCDC aspatial and spatial datasets to meet TCDC geospatial standards
Management of TCDC's geospatial technology (ESRIs ArcGIS Platform) and online presence (ArcGIS Online).
Develop, deploy, and maintain geospatial mobile technologies and capabilities (Survey123)
Continually review and assess geospatial technology and data.
Setup and maintain mapping workspaces.
Undertake specific development tasks to spatially enable Council applications.
Maintaining and updating procedural and technical document including supporting quality assurance scripts for TCDCs spatial data.
Ensuring data validation processes are met through liaison with TCDC's area and district staff and maintaining a process of continuous improvement to ensure data meets TCDC's quality standards
Standards, Policies and Procedures
Continually review and develop standards for geospatial systems and data.
Enforce implementation of standards
Technical support and training Developing and delivering technical support and training to TCDC staff and external stakeholders as required
Provision of level first to third level support for any geospatial
technology issue arising. Including data, software, hardware, and web

Continuous improvements Identify and deliver where appropriate, continuous improvements to add value to TCDC operations through the user of geospatial technology
Projects Participate or lead project work as appropriate and as required.
Data Capture and Management Archive superseded aspatial and spatial data as necessary.
Undertake data entry, data inquiry as required.
Transfer correction information to suppliers including CoreLogic, LINZ etc.
Input aspatial and spatial data as required into geospatial technology.
Relationship Management Establish and foster sound professional relationships and promote a culture of innovation with Council’s key stakeholders, external stakeholders and vendors.
Customer Focus Ensure services are delivered in an effective and customer focussed way, and that effective working relationships are maintained with key stakeholders.

Participates in Emergency Management activities.

Thames Valley Civil Defence and Emergency Management Support
Provide Geospatial support and solutions to Civil Defence and Emergency Management
Maintain geospatial technology solutions, including: aspatial and spatial data, web & desktop solutions.
Work in the Intelligence Function under CIMs and provide geospatial app support for field staff.
Assist with Emergency Operating Centre Setup.
Participates in Emergency Management activities.

COMPETENCIES
SKILLS
Quantitative, statistical and analytical thinking. Ability to identify and utilize spatial and aspatial datasets, and information resources relevant to TCDC business including the ability to work with incomplete data.
Experience in analyzing reports and information prepared by others and providing insights into reliability and credibility of the methods employed and the conclusions reached
Working knowledge of geospatial analysis and modelling techniques and experience in using the software available for carrying out such analysis

KNOWLEDGE/QUALIFICATIONS
Experience in working with a range of corporate technologies
Degree in GIS or IT degree level or equivalent qualification in a relevant discipline involving geospatial technology. Desirable Masters in GIS or equivalent master's degree level qualification
Programming experience, preferably .Net, Python, ArcGIS Arcade, SQL
Minimum 5 - 10 years' experience in GIS with a background in local government
Civil Defence & Emergency Management Training CIMS Level 2 or equivalent.
Experience in working with Geospatial Information Systems (GIS) to analyse and present spatial relationships between data from various sources. Working knowledge of ESRI environments required (ArcGIS version 10.x, ArcGIS Online and Mobility). Knowledge in relational database environments using SQL Server (2008, 2010, 2016).
Working knowledge of ESRI's Portal for ArcGIS and ArcGIS Online to deliver TCDC's web bases systems to a wide audience. Understanding of the principles of web-based application development and deployment required.
