January 2021 Annual Meeting Minutes

PCA Office Hours Monday - Friday 8:30am – 2:30pm

COMMUNITY COMMENTS – The hearing of community comments began at 6:32PM on January 12th, 2021 via virtual meeting due to COVID-19 gathering restrictions. 12 residents called into the meeting.

CALL TO ORDER – President Frank Gerry called the January 12th, 2020 Prestbury Citizens Association (PCA) board meeting to order at 6:32 p.m. Directors present were: Tom Brewer, Kathy Buzecky, John Osterman, George Hauser, Tim Kanive, Doug Raskosky, Lindsay Yates and Mike Krzus. Jeanette Catellier, from Associa Chicagoland, Nicki Leroy PCA Board Assistant, was also in attendance.

A motion was made by John Osterman and seconded by Mike Krzus to approve the January 12th, 2021 agenda. The motion carried.

A motion was made by Mike Krzus and seconded by George Hauser to approve the 2020 Annual Meeting Minutes. Motion carried.

PRESIDENT REPORT –

2020 was a challenging year in many respects yet the PCA Board was able to accomplish many of its goals and objectives as planned and in a fiscally responsible manner.

From a financial view, the Board was able to deliver routine operations and services within the planned budget approved for 2020. Many large reserves projects were completed as well with highlights below. Furthermore, the Board has set forward a 2021 budget that will hold monthly assessments flat at the $120.08 historical rate for single family homes and $90.06 rate for multifamily homes for the 4th straight year. The only increase will be for trash pickup for those homes within the Advance Disposal contract -going from $20.18 per month to $20.79 per month, a 3 % increase of 61 cents.

There were a number of projects completed in 2020 with none larger that the Lake Prestbury Embankment Modification Project, i.e the “damn” Dam Project. The project which originated back in the 2012-13-time frame was completed in the fall of 2020 with final payment being sent

to the contractor in December 2020. From a budget of $1.30 million the final expenditures came in at about $1.21 million primarily spent during 2019 and 2020. This likely was the largest single project conducted within PCA since the early construction of Prestbury. Early indications from the Illinois Department of Natural Resources is that they will approve the final construction as-built. For those historically involved with the project, delays plagued the start of the project due to the multiple approvals and design inputs received from IDNR, Kane County, US Army Core of Engineers, the Village of Sugar Grove and the Illinois EPA. Once the complex regulatory pathway was navigated and the structured plan was approved, the budget forecast became stable and construction commenced in July 2019. Once again, a big thank you to the residents of PCA for their patience throughout.

The Board also began the long-awaited Parks and Trails project in earnest in 2020 with a rebuild of the Winthrop New playground and installation. We were pleased with the construction quality and have plans in place to renew/enhance the Hankes Road playground in 2021.

The Covid pandemic impacted Prestbury community activities as it did all of us. PCA’s playgrounds, clubhouse, and pool were closed/limited from beginning of spring to early July in compliance with Illinois DPH and Kane County guidelines. With the release of IL phase 4 reopening guidelines on June 26, we were able to develop use guidelines and reservation protocol to enable a controlled and compliant re-opening. With the outpouring of community support to open the pool, The PCA board in close consultation with legal counsel, opened the pool in early July. This was a difficult decision for the Board with a split vote amongst us but we elected to move forward following the prescriptive state mandated opening guidelines. A big thank you also goes to Chicagoland pool operations who added additional staff to accommodate our increased needs for a special registration process and multiple cleanings between use cycles. We were pleased that the pool remained open through Labor Day as planned without any major incidents.

2020 was also a year where a number of PCA service contracts came due for rebid/renewal.

This was a major undertaking and I want to thank all of those on the PCA Board and support staff for the outstanding assistance.

PCA also has a small staff the help us manage our operations, maintenance, and contracted firms to manage our legal needs, engineering, and financial operations. The following staff are recognized with a big thank you for their major contributions throughout the year.

Also, I want to recognize two PCA Board members that will be stepping down this year after serving a full elected term. They are Kathy Buzecky, our outgoing Secretary who also spearheaded our three-year pool upgrade objective with excellent enhancements to the pool and facilities. And Tim Kanive who managed our Security Committee and led our PCA upgrades in web technology for the site. This included wireless WIFI installation to our pool area, office and Cheshire Club. He also helped guide us to selecting an online reservation website that enabled pool access to the residents this summer. He is presently working on a PCA website upgrade. Thanks again to both for their strong contributions to the community.

In closing, as PCA moves toward to 2021, we have a strong remaining board in place and welcome the new PCA Board members as part of our election process. The Community is on sound financial footing and hopes to take on additional projects to enhance Prestbury as a desirable location to reside.

After close to 6 years, I am stepping down as a PCA Board member, including the last three years as your President. I have enjoyed the challenge and am gratified by the number of accomplishments made in that time. It’s been a great team to work with, thank you all.

TREASURER’S REPORT – DISCUSSION OF 2021 BUDGET - With the budget as it stands, we are able to maintain assessments at their current state. We are able to do this while continuing to move forward with community projects and upkeep.

ASSOCIA CHICAGOLAND MANAGEMENT REPORT – The current Legal Status Report, the Delinquency Report, and the Financals were provided to the Board.

COMMITTEE REPORTS –

ARCHITECTURAL STANDARDS - While 2020 was a challenging year because of Covid-19 many Prestbury residents worked on projects to replace, rebuild, add, repaint, resurface and generally made improvements to their homes and our community more beautiful. In 2020, Architectural Standards Committee approved 71 applications.

Going forward into 2021, the Architectural Standards Committee will make it a goal to update the current document, online as well as the Application form.

We look forward to working with our residents in 2021!

CLUBHOUSE & OFFICE BUILDING – Access to the Cheshire Club and the office building in 2020 was significantly limited by the restrictions imposed by the state government in response to the Covid-19 pandemic.

It is unfortunate that changing restrictions and the short notice often associated with those changes upset many plans for using these facilities. With the distribution of the vaccine, it seems that things may return to some semblance of normal and that the facilities will again be available for everyone’s use and enjoyment sometime later in 2021. When the restrictions are lifted, we will try to let everyone know via Town Square and e-mail.

The facilities are in excellent condition. This year, we were able to repair the dormers and trim on both buildings and all facilities now share a common architectural theme. We also had some minor painting performed both inside and out.

We look forward to a day when the facilities will again be available for everyone’s use and enjoyment. Once again, we’d like to express our appreciation to the Clubhouse Committee:

Laura Fulton, Laurie Masco and Sue Ochsenschlager, whose contributions continue to have a positive impact in many ways and to Nicki Leroy for effectively coordinating the scheduling of the activities that were able to take place last year.

As always, suggestions that might enhance or expand the utility of the facilities are welcome.

MAINTENANCE – Lakes - Common Areas

Again, this year we have controlled pests and mosquitoes through our contractors hired for that purpose.

In spite of another very wet spring, the grounds have been kept in great condition by our contracted crews. Our lakeshore stabilization zone and other naturalized areas continue to be cared for and maintained. An effort to lower the height of the lakeshore stabilization plants has been made.

Thanks once more for a great job by the beautification committee chaired by Joanne Verdeynne. They voluntarily plant and maintain the beautiful spring, summer and fall flower beds and urns around our community.

Mailbox and split rail fence repair and replacement is continuing.

Several large, leaning and dangerous trees along our woodland path have been cut down.

Many dead and dying trees were removed from our common areas.

The grating protecting the entrance culvert to Lake Prestbury was found to be damaged during the high water flow this spring and was repaired.

The brick surfaces surrounding the Cheshire Club and Office Building that showed signs of sagging and sinking were repaired.

Weed and algae control efforts continued at Lake Blackberry. A harmless dye that was introduced into the lake for the last couple of years, to block sunlight and reduce photosynthesis has shown success in retarding weed and algae growth. This along with our normal weed harvesting has the lake looking much better.

A Lake Blackberry water entrance culvert on the northeast shore draining the Swanbrook parking area was repaired.

All of our susceptible non-woodland, common area trees have received fungicide and/or scab treatments and/or insect treatments. All of our non-woodland trees have received fertilization in an effort to keep them as healthy as possible.

An area of shoreline on the southeast side of Lake Prestbury (across the bay from Turtle Cove) that was suffering from erosion was restored and hardened with large boulders.

A fish census using electro shocking equipment was conducted on both Lakes Prestbury and Blackberry. Restocking using recommendations from the specialist that conducted the surveys was also done on both lakes. It should be noted that the restocking was done to replace some missing year classes of fish and not due (for Lake Prestbury) to any effects of the dam restoration.

Various selected sign beds and mailbox beds around the the community were replanted.

The boat pad behind Fernilee and Hatherley Courts was improved and expanded. The Cedar Gate Circle boat pads were cleaned up and received new sand.

A major trimming of 110 trees along Golf View Road was done in order to prevent them from rubbing against larger trucks passing by.

Evergreens that were interfering with access to the walking path from Winthrop New Park to Swanbrooke were trimmed.

PARKS / TRAILS / TENNIS COURTS – PLAYGROUND and PARK

As part of the review of the common areas conducted in 2019, our parks were identified as needing to be updated and improved. During 2020 we worked on the Winthrop New Park and installed an all-weather base layer of poured rubber, new equipment and a covered pavilion.

The playground was installed in October and the pavilion was finished in December. This upgrade provides paved walkways from the street to the playground allowing year round play without the mud and dirt when it rained. The new playground has had great use and acceptance from the community. During 2021 there will be a design and upgrade planned for the Hankes Playground area. Thanks to everyone for making these parks a place where children and families can enjoy the outdoors and our wonderful community.

TRAILS

With increased usage of the trails during the Spring / Summer it became evident the bridge in the main trail of Normandy Woods was in need of repair/replacement. A floating dock was designed and installed in early October to extend beyond the current bridge and covering the muddy areas at each end of the existing bridge. The bridge design also allows it to float when the water level rises and falls in the creek and hand rails were installed over the creek area.

The new bridge has received good feedback and provides a safer crossing to the creek even during wetter weather. If you have not taken a stroll thru the woods, please bundle up this winter and give it a try. The bridge is located on the trail crossing between N Buckingham and New Bond Street.

TENNIS COURTS

This was a difficult year with trying to maintain social distancing and operate within state guidelines during the various stages of the pandemic. Thanks to all who participated and helped maintain a safe environment for play on the tennis/pickleball courts. We look forward to a pleasurable 2021 season.

The year started off with some cracks appearing in the surface of the court that was installed in 2019. We contacted the installer that had repaired the court and they agreed to repair the tears and resurface with new material both courts. The courts were completed September and appear to be holding with no further cracking. Both tennis nets were replaced during the year and we are searching for a company that will manufacture a new awning due to wear and tear to the existing cover.

STREETS, DRAINAGE and STREET LIGHTS - PCA Road Resurfacing for 2020

Based on PCA’s 20-year plan, all roads scheduled for resurfacing this year have been completed.

The planned road resurfacing project for 2020 was completed on time and under budget.

Planned resurfacing of two North Buckingham cul-de-sacs, a portion of Winthrop New, and Ralph Judd Court were finished in June. The project was contracted to J & J Sealcoating and came in under budget.

Sugar Grove Township also resurfaced the western end of Hankes from the western end of Winthrop New to Bliss Road. A big thank you to the Township for upgrading an important access road in Prestbury.

As part of the PCA long term road resurfacing plan for 2021, we plan to resurface Hathaway Crescent including the cul-de-sac across the street from Winthrop New. As always, this is subject to reprioritization, if necessary, in early spring based on post winter inspections.

Drains and Streetlights

Other than minor maintenance, there is no PCA drain related activity to report. PCA continues to see significant maintenance savings from the conversion of the PCA property streetlights to LED. This is on top of the savings due to the wattage reductions.

POOL – The 2020 year started on a positive note with more improvements to the Prestbury pool and associated areas. Damaged and worn shutters on the pool house were replaced by Greg Surin, prior to his departure from PCA after many years of service. We sincerely appreciate his many years of service to the community, knowledge and expertise, and unmatched work ethic.

Current pool card service IdentiSys was renewed. And two large scale projects were completed:

the aging pool heater was replaced for a new one, and the coping stones surrounding both pools were refinished to a beautiful new white from their aged and stained condition. As the

stones were in sound structural condition, they were refinished rather than replaced. Both projects were on time and on budget. With great work on the part of Tim Kanive, we are now also able to offer poolside Wi-Fi for our residents.

With the COVID-19 pandemic hitting the globe and our local area, the opening of the Prestbury pool was delayed until July 13th as the PCA Board worked on the decision of whether and how to open the pool safely. This had been a massive coordination between many members of the PCA Board and our management team, our legal counsel, and Chicagoland pool operations.

A PCA Pool Opening document was issued to the PCA community on July 10,2020 with the goals and objectives of the upcoming pool season, along with a long list of necessary operating rules and information that needed to be complied with. All policies relating to the pool’s use in 2020 were implemented consistent with the current IDPH public health guidance, and with the health and safety of all who use or work at our pool as the primary focus.

The pool opened on July 13th with initial policies including limited pool attendance to 1.5 hour time slots for residents only that were reserved ahead of time using an online registration website. Face masks were required to be worn when walking across the pool deck; and additional sanitization was employed. To limit the amount of exposure, pool furniture was kept to a minimum.

The new pool rules were complied with by the community residents that attended the pool and the pool was able to be used until the closing date of Labor Day on September 7th with great success. Full winterizing of the pool was managed by Chicagoland as contracted and was done in a timely manner.

The 2020 pool season completed a 3-year contract with Chicagoland Pool Management company as the pool management provider. Due to their excellent service through the pandemic, as well as years past, and their competitive cost model, the PCA Board voted to renew for another 3 years with Chicagoland.

The pool season would not have been the success it was without the hard work of everyone that keeps in maintained and running properly and safely. Thank you to Chicagoland Pool Management, Nicki and Doug Leroy, Frank Gerry, Tim Kanive, and Lindsay Yates for all of their hard work.

TECHNOLOGY AND SECURITY – PCA Email System

The PCA email system were migrated from old technology/functionality to Office 365, a modern cloud-based email platform. This will increase the usage and administrative management efficiency, as well as overall security for the PCA office and board members electronic communications.

PCA Newsletter/ Community Updates Platform

PCA email newsletter/community updates “blast” platform was migrated from old technology/functionality, to Mail Chimp, a modern cloud-based email marketing platform. This simpler-to-use, updated system will allow the PCA office to send out communications to the community via email, much quicker than the past, with less administrative management making sure the message were delivered in whole.

PCA Pool Reservation System

While the PCA board determined if the pool would be opened or closed for the 2020 season, we prepared ourselves for opening by reviewing online reservation options, and had selected the GetOmnify.com platform. Once we decided to open the pool, immediate development of the system began, and was ready to go in less than a couple of weeks. During the pool season, we worked with the residents on a regular basis to help make sure they could successfully use the reservation system, so they could enjoy the pool in a safe, but limited, fashion. It was a great pool season!

PCA Website Upgrade

During the last quarter of 2020, a new Prestbury.org website was designed and developed. A more modern look and feel, improved organization, and updated content was all a part of the overhaul for the Prestbury website. We’ve got a more secure, manageable, and upgradable web platform now, which will allow for simpler management, administration, and usage for all parties.

Community Security Improvements

While still under contract with Titan Security, we required some changes and improvements from the service. Titan was able to instruct and train their security team to make these changes quickly, which gave us some more visibility (using photographs and text updates) over the evening patrols.

We also improved some processes internally, to better track some of the violations that were being reported by Titan, so we could properly communicate with residents for repetitive violations related to street parking, open garages, and dogbone parking. Though, the PCA was very lenient in 2020 due to many circumstances that caused these violations to occur, with people being forced to work from home, and having students and family members being required to be forced home.

SOCIAL & YOUTH- Due to COVID-19 restrictions, the Easter Egg Hunt, 4th of July Parade, and the Adult-only Luau all had to be canceled this year.

The annual Halloween parade took place on Sunday, October 25th. Approximately 70 children participated in the parade, as well as our resident Deputy Ken Johnson, and the Sugar Grove Fire Department.

We were able to end 2020 with some cheer during our drive-by Santa event which took place on Saturday, December 12th. Approximately 150 children received stockings and a visit from Santa, while he cruised through the neighborhood in his convertible.

Looking forward to hopefully more events in 2021.

MOTION TO ADOPT THE 2021 BUDGET - A motion was made by Doug Raskosky and seconded by Tom Brewer to adopt the 2021 budget as presented to the community. The motion carried.

MOTION TO APPROVE IRS RESOLUTION - A motion was made by George Hauser and seconded Mike Krzus by to approve the IRS Resolution to maintain our status as we a nonprofit organization and adopt our budget accordingly. The motion carried.

INTRODUCTION OF CANDIDATES - Kate Matty, Mike Beatus, and Alan Jacobs.

CLOSING OF VOTING AND TALLY RESULTS - Voting closed at 6:00PM on January 12th, 2021. All three candidates got all 138 votes that were submitted. To reach the 20% of community household count needed to vote the candidates to the board, 189 votes were needed. As the minimum requirement was not reached, a motion was made by Tom Brewer and seconded by George Hauser to appoint all three candidates to a one year term, able to be re- elected to another 2 years to fulfill all 3 years of their term. Motion carried.

RECOGNITION OF OUT-GOING BOARD MEMBERS – It was noted that the terms of three board members were ending. During their tenure, each contributed significantly to the successful operation of the PCA and their efforts provided real value to the residents of Prestbury. The three departing members are: Frank Gerry, who served for nearly 6 years, including 3 years as President; Kathy Buzecky, who served as Secretary and as head of the Pool Committee for 3 years; and Tim Kanive who headed the Security and Technology Committees for 3 years. Their contributions are greatly appreciated.

EXECUTIVE SESSION - A motion was made by John Osterman and seconded by Mike Krzus to move to executive session at 7:04PM. The motion carried.

MOTION FOR BOARD OFFICER POSITIONS-A motion was made by Doug Raskosky and seconded by Tom Brewer for Mike Krzus for President. The motion carried.

ADJOURN - A motion was made by George Hauser and seconded by Tom Brewer to adjourn the meeting at 7:31PM. The motion carried.

The next meeting of the PCA Board of Directors will be on Tuesday, February 9th, 2021. The platform and time will be determined and distributed closer to the meeting date.

PCA RULES AND IMPORTANT INFORMATION

BOATS - Boat registration was due by June 1st, at a cost of $10.00 per year. After June 2nd, 2, the cost goes up to $25.00 per year. Replacement stickers are available at the time of registration if you are unable to read the numbers or it has been removed from your boat.

POOL – Pool ID pass photos are available at the PCA office between the hours of 8:30 A.M and 2:30 P.M. Monday – Friday

Hours 11:00am – 8:00pm Weather Permitting. Weather Policy is as follows; Thunder or Lightning is heard or seen 30 minutes everyone out of the pool. 30 minutes restarts if additional Thunder or Lightning is encountered. Notice has been posted in the display board outside of the pool entrance.

The air temperature must be at least 68 degrees to open.

Any resident who does not have a pool ID card and wants to use the pool will need to come in to the PCA Office to have one taken. Please remember, proof of residency is required.

Children that have turned 5 this past year will need to have a photo Identity pass made.

Children who will turn 11 years old by July 1st will need to have a new picture ID pass taken.

If you received a temporary card without your picture on it or require a replacement card, please see Nicki in the PCA office.

Passes must be with residents at all times. Passes must be presented before entering pool. No Entry without a Prestbury issued Identity pass. No Excuses will be accepted. Strict Rules apply.

LOT MAINTENANCE - Visual character and economic value of property in a neighborhood are affected by the quality of building and grounds maintenance. All owners shall keep all lots and premises owned by them, and all improvements therein or thereon, in good order and repair as determined by the PCA Board.

Property owners and residents are responsible for properly maintaining the exterior of their residence, as well as fences, decks, and other structures on their lots. Required maintenance includes those actions necessary to preserve the appearance of the property and prevent deterioration. Materials that have deteriorated must be repaired or replaced. Examples of deterioration include, but are not limited to: peeling, fading, or chalking paint; siding or trim (including shutters, fascia, and flashing) that is severely faded, mismatched, broken, rotted,

dirty, or dented; missing gutters or downspouts that are bent, sagging, or missing; and approved fencing that is broken, rotted, leaning, or missing.

Lawns must be maintained in a manner that is in keeping with the ambience of Prestbury. Turf, including that on undeveloped lots, must be mowed before it exceeds 6" in height. Planting beds, shrubbery, driveways, and walkways must be properly maintained. Dead or dying trees and downed branches must be removed within 30 days, as outlined in the “Enforcement of

Rules and Regulations.”

Grass clippings and yard waste must be placed in appropriate brown paper bags. No sticker is required.

Brush & tree trimmings must be bundled and securely tied with twine or string not to exceed 4 feet in length, 2 feet in diameter and 50 pounds in weight. Individual branches contained in any bundle shall not exceed 4 inched in diameter.

All rubbish, trash or garbage shall be kept so as not to be seen from neighboring dwellings and streets, and protected from animals, or kept in the garage.

Neither garbage nor yard waste may be placed on curbs prior to 5:00 p.m. on the evening preceding the day of garbage pick-up.

No Personal Garbage should be tossed out in the park garbage cans.

Residents who pay for trash pickup with their assessments, please contact the PCA Office if you will need to Dispose of large items.

Yard Waste Pick up runs the from the first Wednesday in April through the last Wednesday November.

PARKING AND VEHICULAR RESTRICTIONS - Residents should make every effort to park their personal vehicles within their garage or on their driveway. Residents or their guests may use off-street parking areas for no longer than 48 consecutive hours. Residents or guests wishing to use off-street parking areas for longer than 48 consecutive hours must obtain permission from the PCA. Overnight parking (1:00 a.m. to 6:00 a.m.) on any street (including cul-de-sacs) within Prestbury is prohibited.

LEASES, TENANTS, AND NON-RESIDENT UNIT OWNERS - All unit owners who do not reside in a unit owned by them shall provide the Association within 10 days of their departure, their permanent residence address and phone numbers where they may be reached in an emergency, both at home and at work. Any expense of the Board incurred locating a unit owner who fails to provide such information shall be charged back as a fine to that unit owner. Unless otherwise provided by law, any unit owner who fails to provide such information shall be deemed to have waived the right to receive notices at any address other than the address of the unit, and the Board shall not be liable for any loss, damage, injury, or prejudice to the rights of any such unit owner caused by any delays in receiving any notice.

Any lease relating to a unit must be in writing, and all tenants shall be subject to all the terms, conditions, and requirements of the Prestbury Rules and Regulations and By-laws of the Prestbury Citizens Association.

The unit owner, who enters into a lease of his or her unit, is responsible for providing the information regarding the tenant to the Association. Contact the PCA office with any questions or concerns.

ARCHITECTURAL STANDARDS – The Association has a complete set of Architectural Standards that must be adhered to for construction of new homes; remodeling of, or additions to, existing homes; any alteration of site drainage; or erection of any structure on the member's premises. The latter includes, but is not limited to, skateboard ramps, ice rinks, batting cages, tree houses, tree carvings, patios, decks, sunrooms, fences, and awnings as determined by the committee. Residents contemplating any of the above should request a set of Standards from the Prestbury Board Assistant and schedule a time to meet the Architectural Review committee prior to beginning any of the above actions. Residents of Sub-Associations may have their own set of Architectural Standards that must comply with PCA’s standards, but their standards may be more restrictive. Further, The Prestbury Architectural Review committee shall have the right to review all such plans and specifications and to accept the same or reject the same if, in the opinion of the committee, they are not suitable or desirable for aesthetic compatible or any other reasons as set forth within the standards as proscribe by the Committee or the Board of Prestbury. The Architectural Review Committee may or may not within its own purview request any applicant to seek input from residents residing contiguously to any site involved in any request for approval and the committee reserves the right to define and proscribe for the site location of any such request. Such plans, specifications, and request shall either be approved, disapproved or amended in accordance to the guidance provided by the Architectural Review Committee, Architectural Standard and any proscribed governing documents. The Architectural Review Committee may also take into consideration such additional issues as exterior appearance, consistency with existing neighboring structures, size, and proposed location.

TENNIS COURT – The Tennis Courts are now closed for the 2020 season.

The code for the 2021 season will be available at that time. Please, contact the PCA office by stopping in during Monday thru Friday 8:30am – 2:30pm or by calling 630-466-1576 or emailing pcaoffice@prestbury.org. Please have your Prestbury Photo ID number available to receive the new access code. If you do not have an ID, please come into the office to receive one. Please provide Proof of residency.

CHESHIRE CLUBHOUSE - Party dates to be canceled must be called in or e-mailed to the PCA Office immediately to open up the dates for other residents.

STREET LIGHTS - outages should be reported to the PCA Office to the PCA office .

MUSKRAT SIGHTINGS - report to the PCA Office with locations and photos if possible.

Assessment payments / Dues are not accepted in the PCA office or PCA mail box.

PETS/ANIMAL CONTROL

No livestock (including poultry), horses, or more than two each of dogs or cats four months of age or older shall be kept or maintained on any lot or in any dwelling unit.

Dogs and cats must be contained on the owner’s premises or on a leash in other areas.

Residents walking pets on public streets or in common areas must clean up after their pets immediately and shall provide appropriate equipment for doing so (e.g., plastic bag and/or shovel). Pets are to be kept off private property, including empty lots.

In accordance with Kane County animal control ordinances, every owner of a dog or cat four months of age or older must register that dog or cat with the county animal control department within 30 days after having that dog or cat inoculated against rabies, as required by law. Every owner of a dog or cat three months of age or older shall cause such dog or cat to be inoculated

against rabies by a licensed veterinarian at such intervals as have been established by the Illinois Department of Agriculture.

When pets are found roaming within Prestbury, every effort will be made to identify their owners.

If the pet's owner cannot be identified, Kane County authorities will be notified and the pet will be impounded to be retrieved by, and at the expense of, its owner.

If you are a pet owner, thank you for your compliance as strict enforcement will be undertaken

PRESTBURY HELPING HANDS GROUP-

Helping Hands is still looking for volunteers to help if someone in Prestbury needs a ride locally for a doctor’s appointment, or to the grocery store, or just a friend to come visit if they’re alone or to “sit” with someone when a family member must leave for an hour or two. We can also help if someone has just come home from the hospital and needs some meals provided.

Please call or email Diane Allen to add your name to our list of volunteers waiting to help a resident with a ride, meal, companionship, etc.
