Background Information:

Over the past two years the District has been the beneficiary of two large estates that have designated for

improvements of the Burlington High School. In the spring of 2014, the Board earmarked the James Anders Estate ($120,600) towards the construction of the Pro Start Culinary classroom. When bid the project was over the budget by $171,700. The District has since received $252,300 from the Ruth Bell Estate. These funds could be considered for construction of the Pro Start room.

Recommended Action:

Reaffirm use of James Anders Estate for Pro Start and earmark the Ruth Bell Estate for Pro Start project.

Pro Start Culinary Arts Project

Background Information:

In the Spring of 2014, the District let bids for the Pro-Start Culinary classroom. The low bid was 35.5% over the projected budget. The Board rejected the bids for being over budget with the directive to bid at a later date and hopefully in a more favorable bid market. Phil Hodgin, RDG, will review the plans and cost estimates as well as some proposed enhancements to the room.

Financial Impact:

Approximately $250,000 commitment from sales tax.

Recommended Action:

Approve proceeding with plans and specifications.

KeBecca Program Updates Information Only Presented by: Kim Harmon

Background Information:

KeBecca is a contracted program that the district has worked with for the past year and half to provide educational services for our most severe behavior students who have struggled to find success in any of the settings we can provide within our schools.

The KeBecca classroom is located at the James Madison Educational Center serving students in grades 4-8. They provide core subject instruction as well as Special Education services. We have had a total of 11 students enrolled in the program since we started with no more than 7 at any one time. Currently there are 5 students in the classroom representing grade levels 5th through 8th with 2-3 students being considered for placement.

Data on student progress will be shared.

Financial Impact: $13,420/month

Background Information:

The committee is proposing two options for the 2015-16 school year dependent on the decision by the Department of Education on the allowance of early start waivers.

Both options are based on hours and allow for 1136.5 student contact hours for the year--well above the minimum required 1080 hours required.

The option also builds in professional development time with teacher compensation of time spent in collaboration outside of the regular contracted day.

Vacations include two weeks in December and a week in March.

The committee requests approval of calendar option A with the stipulation that if a decision comes from the State before the last day of this school year to allow early start waivers, calendar option B would be approved as the 2015-16 school calendar.

Meeting of the Board of Education January 26, 2015

Call to Order:

The Board of Education held a regular meeting on Monday, January 26, 2015 in the Board Room of the Administration Building, 1429 West Avenue. President Marlis Robberts called the meeting to order at 7:00 p.m. In attendance: Darnall, Garwood, Kendell, Robberts, Shinn, and Warner. Absent: Vickstrom.

Adoption of the Agenda

Mr. Shinn moved approval of the agenda. Ms. Darnall seconded the motion. It was approved on a 6-0 voice vote.

Pledge of Allegiance:

The Board and all others present recited the pledge of allegiance.

Public Comments:

There were none

District Positive Accomplishments:

Ten Burlington students selected to have their art represented at the State Historical Museum. A slide show of the art pieces was shown for the Board.

Consent Agenda:

Ms. Garwood moved to approve the consent agenda including payment of bills previously paid in the amount of $676,561.79 and unpaid bills in the amount of $183,187.94, and the recognition of gifts and grants in the amount of $15,197.52. The Board removed the line from the minutes referring to the substitute associate fill rate. Mr. Shinn seconded the motion. The motion passed on a 6-0 voice vote.

Superintendent’s Report:

Mr. Coen thanked Mr. Goodwin for his efforts to hire the best people for the District, reported that a retired Superintendent will be helping out at the high school two days a week due to being short staffed, reported that the BHS trades day was very successful,

reported they had received a 10% increase initial offer from the BEA, and reported about working with Administrators on the Attendance Center Rankings.

Early Retirement Applications

Mr. Griffin presented 17 early retirement applications (10 certified, 2 administrator, 5 non-certified) representing 415 years of service. The cost to the Management Fund is $142,581 for each of two years. Ms. Garwood moved to accept the early retirement applications with regret and appreciation. Mr. Warner seconded. The motion passed on a 6-0 voice vote.

Technology Committee 1:1 Initiative Status – Information Only

BHS teachers and students shared their experiences and insights into the first year of the 1:1 initiative at the high school. The tech team wants to extend learning beyond the classroom and empower students to be critical thinkers and lifelong learners. The Board asked questions about Google Ninja classes, breakage issues with the devises, and what professional development initiatives are planned.

Resolution on BHS Military Book

Director Shinn introduced the following resolution and moved that it be adopted. Director Kendell seconded the motion to adopt. The roll was called and the vote was:

RESOLUTION RECOGNIZING AND EXPRESSING GRATITUDE FOR THE BHS MILITARY WALL OF HONOR BOOK

WHEREAS, the Burlington School Board of Directors recognizes and appreciates the Military Service of the Graduates of the Burlington High School, and:

WHEREAS, the Burlington School Board understands the importance of preserving and learning military history, and:

WHEREAS, Burlington High School Class of 1970 Alumni, Richard Worthy has put in countless hours researching Burlington High School Alums who have given their lives serving their country, and:

WHERAS, Mr. Worthy has compiled that research into the BHS Military Wall of Honor Book and presented such book to the Burlington School District:

THEREFORE, the Burlington Community School District Board of Directors does express its appreciation to Mr. Worthy for his dedication and hard work on this very impressive historical work:

FURTHER, the Burlington Community School District Board of Directors accepts with gratitude the BHS Military Wall of Honor Book and will showcase it on the Burlington School District website and will place it in various libraries in the School District and the make a copy available to the Burlington Public Library.

Meeting of the Board of Education February 2, 2015

Call to Order:

The Board of Education held a special meeting on Monday, February 2, 2015 in the Board Room of the Administration Building, 1429 West Avenue. President Marlis Robberts called the meeting to order at 6:40 p.m. In attendance: Garwood, Kendell, Robberts, Shinn, and Warner. Absent: Darnall and Vickstrom.

Adoption of the Agenda

Mr. Warner moved approval of the agenda. Ms. Garwood seconded the motion. It was approved on a 5-0 voice vote.

Curriculum Update

Sharon Dentlinger, Curriculum Director, updated the Board on curriculum initiatives, the, Teacher Leadership Grant, Multi-Tiered Support Systems (MTSS), the District Assessment Plan, Effective Collaboration, and Iowa Core Curriculum.
