FLAME RETARDANT CLOTHING (FRC)

PURPOSE:

Define requirements for use; specify requirements for materials, styles, and colors; outline procurement procedures.

SCOPE:

All PPG associates and contract employees assigned to a lab, production, maintenance, or shipping job within any portion of Derivatives and those docks handling chlorinated hydrocarbons (Derivatives products) must wear FRC clothing when in those areas. The Orange Metering Station is also considered an FRC covered area for contractors as well as PPG personnel.

Employees passing through the units on a major roadway, delivery personnel going from the roadway to the control rooms without passing through any part of the unit do not need to wear FRC. Console (Inside) operators will not be required to wear FRC as long as their work is limited to the control room. They are, however, required to have FRC available in the control room for unit entry should the need arise, or their job assignment change after reporting to work.

REQUIREMENTS:

Personnel who fall within the scope of this procedure are required to wear flame retardant clothing (FRC) as specified in Appendix A. There is no casual contact. Note: New employees assigned to work in an FRC required location (all Derivatives units and Derivatives dock areas) will be instructed on this program during their initial safety orientation given by the employee’s supervisor. The supervisor will notify the supplier of the new employee’s name and badge number and authorize appropriate FRC allocation. All FRC must be properly worn with the sleeves down, cuffs buttoned and closed in the front.

PROCUREMENT:

The supplier is not authorized to issue any clothing not specifically listed in Appendix A nor deviate from this procedure in any way. The supplier has the right to ask employees to provide proper identification.

1. All employees newly assigned to jobs within the scope of this policy will be added to the vendor’s database by their Team Leader. The supervisor of newly assigned employees should contact HAGEMEYER and give them the appropriate information so that they can have the employee added to or deleted from the vendor’s FRC database. HAGEMEYER will address any issues about supervisors authorizing FRC with the PPG issue manager (Appendix A).

2. The employee goes to the supplier location (Appendix A) to be fitted and select the clothing per specification. The initial order of clothing is for five sets plus one jacket with a liner or one field coat. The supplier will try to fill the order from current stock when possible.

3. When the clothing arrives, the supplier will notify the employee via the Electronic Mail System through the employee’s supervisor. The employee will return to the supplier and try on the clothing. If acceptable, the employee signs the receipt form and takes the clothing.

4. If an FRC garment becomes torn, worn or damaged to the extent that it does not provide protection from a flash fire, it must be repaired or replaced. When this situation develops, the employee will return the garment to the supplier for appropriate action. Note: All replacement clothing will be issued on an exchange basis only. Welders and Pipefitters will be issued Flame retardant cotton, all others will be issued Nomex III®. Damaged clothing that cannot be exchanged, i.e. contaminated, can be replaced upon approval of the employee’s supervisor or the FRC issue manager notifying the supplier. It is the intent that each employee has five sets of serviceable FRC. Attempts to circumvent the system will be brought to the attention of the proper personnel.

5. When employees are reassigned to an area that does not require the use of FCR garments, they will be required to turn in their garments to Tool Room A.

GENERAL INFORMATION:

1. VISITORS: Visitors to an area within the scope of this procedure will be required to wear FRC. Outer smocks will be available in the control rooms or the tool-room.

2. SERVICE COMPANY EMPLOYEES: Work to be performed by service personnel may require FRC. Contact unit supervision for guidance.

3. OVERTIME: Associates assigned to overtime work within the scope of this bulletin will obtain FRC coveralls from the tool-room.

4. INSULATED COVERALLS: Employees may purchase one set of insulated coveralls on a shared cost basis. The employee will pay one-half the cost directly to the supplier when ordering these coveralls.

5. CARCOAT LENGTH JACKETS (Parka): Longer length jackets (parka) may be purchased by an employee by paying the cost of the jacket minus the cost of the regular jacket to the supplier when the order is placed.

6. SUPPLIER: Name and location of current supplier, the issue manager and some general information is shown in Appendix A.

7. DELIVERIES: Delivery personnel may travel from their truck to the control room for deliveries without wearing FRC but may not pass within any part of the operating unit. 8. CONSTRUCTION EMPLOYEES: Requirements and procurement procedures for

contract employees are maintained in the REQUIREMENT FOR CONTRACTOR’S AND SERVICES MANUAL.

9. OTHER ISSUES: Issues or concerns not resolved in this bulletin are to be reviewed directly with supervision.
