Executive Summary

The mission of Lancaster Independent School District, a leader in providing innovative, quality programs, is to educate every student with the knowledge; skills; and principles to succeed and contribute in a competitive and technologically advancing world by providing rigorous and engaging learning opportunities that promote diversity; create an environment of integrity and respect; and establish a commitment to continued improvement in

partnership with families and community.

The Lancaster Independent School District (LISD) recognizes the increasing need to

understand the value of technology, information literacy, and communication and competing in a rapidly changing global community. By integrating technology into a well-balanced Pre-Kindergarten through twelfth grade instructional program, LISD will provide students with the opportunity to develop lifelong learning skills. Technology will be used as a tool to support instructional goals as set forth by LISD Board of Trustees, administration, and staff. By using technology as a tool, teachers, administrators, and support staff will become more efficient and effective in enhancing the learning environment. Students, parents, and educators will utilize information and communication technology to transform teaching and learning to meet the demands of the 21st Century. This transformation will enhance and expand the traditional role of education through the implementation of evolving technology so learners can excel and be competitive in the global market. To achieve our vision, LISD will enlist the active engagement of our community and offer the technological resources of the school.

Lancaster ISD Technology Mission Statement:

The Lancaster Independent School District will integrate technology to ensure that students develop lifelong learning skills necessary to be productive citizens in an information-driven, globally competitive community. In achieving our vision, the mission of technology in LISD is for each student to meet or exceed National, State, and Local standards.

The Long-Range Technology Plan has been designed to support students, staff, parents, and community members of the Lancaster Independent School District (LISD) to promote student achievement of rigorous curriculum standards and the development of critical thinking skills that are essential for academic and workplace success. It is the goal for technology in LISD to be integrated in a way that it will enhance and expand the traditional role of education.

In support of the LISD Strategic Plan, the goals and objectives of the LISD Long-Range Technology Plan will envelop curriculum integration, professional development, community engagement, and infrastructure improvement with consideration given to timelines,

resources, and cost for implementation. Technology changes rapidly, therefore, this

document and the recommendations made within are the foundation and building blocks for which the technology plan will be implemented. Our technology plan should be viewed as a living document that will be reviewed annually with changes made to it on an as needed basis to maintain effective, state-of-the art technology in Lancaster Independent School District.

Needs Assessment

Assessment Process:

Texas Campus STaR Charts, Texas Teacher STaR Charts, NCLB Technology

Administrator Survey, Dell 21st Century Classroom Feedback, 21st Century Classroom Survey, and teacher focus groups were the basis of analysis for technology needs and priorities for the district. Additionally, the 2009-2011 LISD Technology Plan was reviewed for previously identified needs and status of completion. Information gathered was utilized to analyze current status and enhancement of district infrastructure, hardware, software programs, courses, student achievement, technology resources, staff development and technical support. Analysis of the needs assessment data provided foundations for

identifying technology needs, development of goals and objectives, and designing strategies to implement the Lancaster Independent School District Long-Range Technology Plan. Existing Conditions:

District Technology Support:

Technology in Lancaster Independent School District is currently supported by Network Services and Instructional Technology staff. The Chief Technology Officer oversees the operation and development of the infrastructure, hardware acquisitions and upgrades, network and hardware support, E-Rate funding, software licensing and installation, and grant implementation. The district has one network administrator, one system administrator, and two technicians. One help-desk staff facilitates technology services while providing basic support for network systems and applications. A department secretary provides clerical support for the technology department, disseminates technology work orders, and manages technology purchase orders.

The Director of Instructional Technology oversees staff training, teacher technology proficiency, technology staff development, and coordination of technology instruction, instructional software support, and software evaluation. Additionally, assistance is provided with grant implementation, educational software licensing, student/parent support with online communications, and a key communicator team that supports the campus and department website development. A Coordinator for Information Technology provides support in the areas within the scope of instructional and information technology. Selected teachers at the campus level have been appointed as Campus Support Technologists to provide basic troubleshooting and work-ticket submission. Each elementary school has one Campus Support Technologist with two at the middle school and the three at high school. Current District Infrastructure:

The district’s Local Area Network (LAN) infrastructure is a high-speed fiber solution that provides 100Mb conductivity to all sites. Three T1 lines are maintained for the District Maintenance Center and Teaching and Learning facility. The district is connected to an Internet Service Provider via Optiman connection. All district facilities, classrooms, and libraries/media centers have Internet connectivity for students, staff, and the community. Upgrades have been made to the wired infrastructure for Lancaster Middle School, as well as new firewalls and routing hardware. Additionally, 147 wireless access points has been installed throughout Lancaster High School, Beverly D. Humphrey Tiger Stadium and indoor practice facility. Internet filtering software is applied to all Internet traffic. An HP C-7000 10 Gb Blade SAN chassis has been installed in for supporting new systems and applications.

Current District Hardware:

An HP C-7000 10 Gb Blade SAN chassis has been installed in for supporting new systems and applications. An additional sixty servers are in operation to support systems such as email, software applications, and domain level functions.

End-user hardware throughout the district includes workstations, laser printers, scanners, document cameras, interactive slates, projectors, and interactive whiteboards. District classrooms contain a minimum of one basic teacher workstation. Teacher workstations provide access to teacher productivity tools, online attendance, and electronic gradebook software. Currently, the student to computer ratio is 4:1. Every classroom is equipped with multimedia computers with Internet connectivity. Each campus has access to at least one projector, scanner, digital camera, and (2) color laser printers. One hundred twenty

interactive white boards have been placed throughout the district. Eighty boards are located at the high school, twenty-five boards are located at the middle school and each elementary campus has two of the interactive white boards. Each elementary (PK-5) campus has one instructional computer lab. J. D. Hall Alternative Educational Learning Center has two instructional labs. The middle school (6-8) campus has six instructional labs and the high school campus (9-12) has twelve instructional labs. The instructional computer labs have CrossTech lab management software for enhanced instruction and monitoring. Lancaster Middle School has a student support and intervention lab with six laptops. Science labs at the high school have four mobile labs providing class sets of laptops for student use. The middle school has nine Purple Cows with supporting content curriculum. Each elementary campus has PalmPilots for prekindergarten through third grade reading assessment. The district also has a videoconference facility in conjunction with the Region 10 Education Service Center. The district technology center has a sixteen seat-training lab with an interactive white board for small group and community instruction. Panasonic cameras are located on each district facility for security. Keyless entry hardware is in use at each district building.

Current District Software: Infrastructure

Standardized software is used throughout the district. Servers utilize Enterprise based operating systems including Windows 2003, Windows 2008, and Linux. Web content filtering is managed by M86 WFR(Web Filtering and Reporting) appliance which is applied to filter both http and https traffic. A finjen appliance has been put in place to protect against html embedded malware and viruses. The network is protected by Trend Micro Office Scan Corporate Edition that covers all servers and workstations. The Exchange servers are protected from inbound/outbound spam by M86 Mail Marshall SMTP. The scanning of all inbound/outbound E-mail for viruses is performed by Sophos prior to delivery to mail servers. Internal email is protected by M86 Mail Marshall Exchange. Mail archiving is performed by Arch Mail Defender and Mail Archiva. Server backups are performed by Microsoft Data Protection Manager 2007.

District servers are being migrated to a VMware virtualized cluster located on the HP C-7000. The district’s Microsoft network is monitored by Microsoft Operations Manager. All internal hardware and software is tracked by OCS Inventory software. All Workstations run Windows XP and are kept up-to-date with Windows Server Update Services. The district workstations are managed using ScriptLogic and Windows group policies. Imaging and software deployment tasks are handled by Alteris. The district maintains a Citrix server of non-standard network based applications.

Applications and Academic Support

Standardized workstation applications include Microsoft Office 2003, Inspiration, Audacity, Microsoft MovieMaker, Microsoft Photo Story 3, ActivStudio, ActiveInspire, Paint.net, Roxio DE, and VLC player and Educational Fontware DN Style Fontpack. Additional support applications include CrossTech lab management software, Adobe Creative Suite, and Kidspiration, InfoCenter, and textbook inventory program software. Academic support software utilized across the district includes OdysseyWare, Renaissance Accelerated Reading, Renaissance Accelerated Math, Renaissance Star Math, Renaissance Star Reading, Study Island, Ignite Learning, Destination Reading, Destination Math, TI

Navigator, and A+. Online applications and resources include Discovery Education, Texas Math and Science Diagnostic System (TMSDS), Middle School Students in Texas Algebra Ready (MSTAR) Universal Screener, Dallas County Schools PowerVideos, and K-12 Databases. Textbook adoption resources include software and online support.

Administrative support software includes Pentamation for Finance and Student Information Systems, Cycbersoft, Adobe Acrobat Connect Server, Eduphoria School Objects, and School Messenger. Microsoft Office SharePoint Portal 2007 is the basis for communication, collaboration, and workflow of documents throughout the district.

Current Technology Funding:

Technology acquisitions, upgrades, maintenance, and training are funded primarily from local funds, the technology allotment, and grant moneys. Title II Part D funds have supported costs for technology staff development and acquisition of technology support devices for identified campuses through 2010. Federal Grant funds to enrich and support teaching and learning programs with technology as available to address campus needs. The Technology Allotment has been utilized to provide instructional support across the district in staff development and curriculum support. E-Rate funds have been utilized to offset district telecommunication services and Internet access expenses. The Lancaster Education Foundation Innovative Teacher Grant Program has provided resources for classroom technology integration projects.

Technology Needs:

A needs survey was conducted of District staff members in December 2010. The survey focused on a vision of the tools and resources needed in a 21st Century classroom.

Analysis of the survey indicates instructional classrooms should include additional hardware resources, software resources, and training for seamless technology integration.

Instructional classrooms need an increased number of computing devices for student use, the addition of projectors, interactive white boards, and supporting peripheral devices to engage 21st Century learners. It is believed an initiative to promote online learning communities is critical for students in the 21st Century. By creating online learning communities, staff and students will be able to access learning resources anytime-anywhere.

With the additional technologies to the classroom, attention must be given to ensure the resources and necessary training contribute to a deeper understanding of concepts, promote problem solving, captivate student interest, and maximize student potential.

Training will reach beyond ‘the basic functions of the software or hardware’ to model ‘how to manage and integrate the tools’ seamlessly in the teaching and learning process. A

comprehensive technology professional development for all certified staff must be developed that is aligned to the SBEC standards as required in the Texas Long Range Technology Plan, 2006 - 2020. The delivery of the technology professional development should be varied, i.e. face-to-face, hands-on, online and web-enabled training opportunities. To insure accountability and technology literacy, district technology literacy assessments for staff and students will be updated and implemented annually.

To improve point-of-need access to and delivery of technology and digital resources, the district’s infrastructure will be monitored and upgraded as needed. To maximize the utilization and effective implementation of the District’s digital resources, staffing for technical support, instructional support and training must be monitored.

Finally, the district recognizes the importance of community and parent support and involvement. Partnerships with parents and the community need to be established and developed to promote technology integration in the teaching and learning process from school to home.
