When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Mission Oriented Business Integrated Services (MOBIS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional emplo yees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Senior Project Controls Specialist

Functional Responsibilities: Serves as the lead project controls resource on the project. Works under the direction of a client’s Project or Program Manager. Fully capable and proficient with all project controls tools and

techniques. Primary responsibility for developing estimates, schedules, and reports. Performs analyst duties with little or no supervision. Leads schedule integration and standardization across the project or program, obtaining, organizing, and presenting information. Performs Earned Value Management (EVM) analysis, Schedule Risk Analysis (SRA), and schedule resource loading. Interfaces with technical staff to obtain and organize information. Regularly prepares memoranda and written reports. Calculates performance indices and variances. Provides interpretations and analysis. Identifies and understands critical path activities. Prepares sensitivity, contingency, and project risk analyses. Integrates data prepared by staff and compiles/ edits into cohesive documents and work products. Organizes and controls (electronically, hard copy) all project controls information in a central location. Requires conceptual and technical expertise in the use of Project Management software tools, such as Primavera, Microsoft Project, Suretrak, Artemis, or similar, as well as complimentary software tools.

Supervises junior staff on the project and provides technical oversight. Requires Project Management Institute (PMI) Project Management Professional (PMP) certification.

Master Scheduler

Functional Responsibilities:

Oversees designing, developing, standardizing, implementing, and reporting master schedules on large projects/programs. Schedules projects that require an Integrated Master Plan / Integrated Master Schedule

(IMP/IMS) format/design. Implements the Integrated Master Plan / Integrated Master Schedule (IMP /IMS) process. Minimum Education: Bachelor’s degree in relevant discipline

Minimum Experience: 6 years of Master Scheduling or directly related experience

Planner/Scheduler

Functional Responsibilities:

Builds schedules with input of project team members, managers, and customers. Establishes proper relationships between activities, enters estimates of activity durations, assigns activity and resource calendars, enters activity and project coding, assigns constraints, and calculates schedule. Collects schedule and cost status information and uses it to update schedules at regular intervals. Produces summary and detail schedule performance reports that provide project team members, management, and clients with essential information in a timely manner. Tracks completion of deliverables and alerts management of potential delays. Analyzes and resolves schedule problems, including resource over‐allocation, excessive positive or negative total float, improper logic, excessive open ends, logic loops, and incorrect application of constraints. Employs appropriate tools to resolve schedule problems including the use of schedule statistics reports and resource leveling.

Minimum Education: Bachelor’s degree in relevant discipline

Minimum Experience: 4 years of Planning and Scheduling or directly related experience

Sr. Project Management Expert Functional Responsibilities:

Provides consulting related to leading project management team in all phases of the project lifecycle: initiation, planning, control, and close-out. Assists the client’s project or program manager in determining staffing needs for the project, technical objectives and outcomes, and cost/schedule constraints. Works with managers and customers to develop a statement of work, objectives, deliverables, and a baseline schedule for the project. Develops a Project Plan for the project/program. Analyzes project resource usage and makes adjustments as appropriate. Tracks all levels of project progress and advises the project manager on corrective actions, risks, and opportunities.

Communicates with all project team members, managers, and customers to ensure successful completion of project objectives and deliverables on time and within budget. Provides strategic Project Management consulting. Requires expertise in the implementation and use of Project Management software tools, such as Primavera, Microsoft Project, Suretrak, Artemis, or similar. Requires Project Management Institute (PMI) Project Management Professional (PMP) certification.
